Rurelec Completes Argentina Power Plant Overhaul

Alliance News reported that Rurelec PLC announced that a major overhaul of the 136 megawatt southern Patagonian power plant in Argentina has completed and loan repayments from unit Energia del Sur SA will recommence. Shares in Rurelec, which owns and develops power generation facilities, were up 29% at 0.90 pence on Thursday. Rurelec owns 50% of Energia del Sur, which in turn owns 100% of the Argentinan power plant.

Energia del Sur's overhaul of the steam turbine is now complete and the plant is "fully operational and available for dispatch". Cost of the overhaul maintenance came to USD6 million and was financed via a loan from Argentina's wholesale electricity market administrator.

In addition, Energia del Sur has USD1.4 million left to repay on its loan from Rurelec Project Finance Ltd. Energia del Sur has said that it will recommence payment of this loan in late January and intends to fully repay the loan in 2019.

Once its loan to Rurelec Project Finance has been repaid, Energia del Sur will then being repaying its other debts owed to Rurelec and to Patagonia Energy Ltd.

Rurelec has GBP 1.2 million worth of temporary loan facilities with Bridge Properties (Arena Central) Ltd, and made a GBP400,000 interest payment in late December and has no interest outstanding on the loan.

The Bridge Properties loans are due June 30 and Rurelec expects to resume capital repayments "in the first few months of 2019".

Gujarat to add 15,000 MW of renewable power by 2022 - Minister

The Gujarat government announced INR 1 lakh crore investment in the renewable energy sector in the next three years, aimed at adding 15,000MW capacity. The state government also plans to reduce dependence on thermal power by increasing the share of RE sector in total power generation from the existing 28% to 53% in next three years. Addressing reporters at a press conference here on Thursday, state energy minister Saurabh Patel said, “Gujarat has taken a lead in fulfilling PM Narendra Modi’s vision of developing India’s RE sector capacity to 175 gigawatts by 2022. Of the 15,000MW additional power generation in the state, 10,000MW will be from solar and 5,000MW from wind power.”

At Dholera Special Investment Region (SIR), 5,000MW of solar power generation capacity will be added. Tenders in this connection are expected in a few days. The minister said that “Government of India has decided to establish 1,000MW mid sea wind power plant with investment of INR 15,000 crore near Pipavav. Solar parks of 700MW at Radha-Nesda, and of 500MW at Harshad will be developed. Government waste land close to 66KV substations will be used for developing solar power generation facilities. Total 3,000MW capacity will be developed at 50 sub-stations.”

According to Mr Patel, Gujarat government will purchase renewable energy directly from those who produce 500KW to 4MW. He said that “Government will sign agreements for 25 years. We aim to produce around 2,000MW by this method. Rates will be based on the tenders. Kutch alone has the capacity to produce more than 4,000MW wind power. Gujarat will be first state to have the single largest capacity in one place.”

Abu Dhabi's National Energy Company investments at USD 30 billion in 2018

Reuters reported that Abu Dhabi's National Energy Company (TAQA) said its total investments had reached USD 30 billion held across 11 countries by the end of 2018

The company said it had coped with declining oil prices by reducing expenditures in 2018 by USD 750 million. It said it was currently considering development of a wind farm project in Morocco with a capacity of 100-200 megawatts.

Jamalco Power Plant on Track for Completion by February 2020

Jis Gov quoted managing director of JAMALCO, Mr Austin Mooney as saying that construction of the bauxite/alumina company’s USD 189 million gas-fired cogeneration power plant by New Fortress Energy, is on track for completion by February 2020. Speaking during a tour of JAMALCO’s mines and refinery operations in Halse Hall, Clarendon on January 10, Mr Mooney disclosed that construction of the offshore gas pipeline has been completed, while work on the inland segment is underway. He said that “They [NFE] have started to ship the gas pipe from the United States and we expect that to be here very soon. NFE has already received some of the large stacks, which are here [at the NFE site].The steam generators and the combustion turbines are expected in Kingston in about eight to 10 days, then they will be transported to the refinery. The contractors will start mobilising towards the end of January or February.”

The touring party also included: Transport and Mining Minister, Hon. Robert Montague; State Minister in the National Security Ministry and Member of Parliament for South East Clarendon, Hon. Rudyard Spencer; JAMALCO Board Chairman, Dennis Morgan; and members of the Jamaica Bauxite Institute.

Wartsila provides efficient and Flexible 90 MW Power plant

The technology group Wärtsilä has been awarded a contract to deliver a combined heat and power engine power plant to Dresden, Germany. The facility has been ordered by DREWAG, Dresden’s local utility company, and will be delivered by Wärtsilä on an engineering, procurement and construction basis.

Wärtsilä will also maintain the plant under a Wärtsilä Guaranteed asset performance solution for ten years, with a five year extension option. Performance targets are determined based on measured data and Wärtsilä guarantees the targets are met and maintained throughout the duration of the agreement. The order was booked in December 2018.

The Dresden-Reick power plant will feature eight Wärtsilä 31SG engines operating on natural gas delivering electrical output of approximately 90 MW. The extremely high efficiency and flexibility of the Wärtsilä 31SG engine were cited as being key factors in the award of the contract. Another major consideration was the ability of the power plant solution to deliver electricity and district heating simultaneously.

The Wärtsilä engines can reach full output from start-up in a matter of minutes. This enables them to provide immediate balancing of the grid as the system utilises more and more energy from intermittent renewable sources, such as wind and solar.

Dr Frank Brinkmann, Managing Director, DREWAG said that “The state-of-the-art gas engine technology provided by Wärtsilä is designed to produce minute-to-minute power when it is most valuable. It is equipped with the highest level of efficiency and emission control systems to supply safe, clean, and affordable energy for the state capital for the coming decades.”

Mr Melle Kruisdijk, Vice President, Europe, Wärtsilä Energy Business, responded by saying that “This is the second major combined heat and power engine power plant that Wärtsilä is building in Germany, and the first with our new Wärtsilä 31SG engines. DREWAG is well known as a leader in applying the latest and most progressive technologies. This contract represents, therefore, a valuable endorsement of Wärtsilä as Energy System Integrator.”

The Dresden-Reick plant is scheduled to become operational in 2021.

Plans for GBP 300 million power station in North East Lincolnshire

BBC reported that a GBP 300 million power station producing energy from waste could be built in North East Lincolnshire. The proposed plant would be located next to the existing South Humber Bank Power Station near Stallingborough, developers EP UK Investments said.

The firm added that more than 600,000 tonnes of rubbish, brought in on lorries, would be burnt to produce enough electricity for about 500,000 homes.

If approved, the station would open in 2022 with the creation of some 50 jobs.

Mr James Crankshaw, head of engineering for the developers, said the plant was not dependent on securing a contract to provide electricity from the government. He said that "The project is not dependent on securing a Power Purchase Agreement or other form of secured income such as a Contract For Difference as other EFW projects have required..."

He added that as such the developers "expect to progress to the construction phase soon after planning is approved" and that a planning decision was expected in March.

Energieklanten van Delta naar Vattenfall in Zweeds onderonsje

De Zweedse investeerder EQT heeft energieleverancier Delta Energie bv verkocht aan Vattenfall, een Zweeds staatsbedrijf. Financiële details zijn niet bekendgemaakt. EQT werd relatief recent eigenaar van Delta; de telecomtak van Delta blijft in handen van de investeerder.

Delta in 2011, toen er nog sprake was van een tweede kerncentrale. Destijds was Delta een conglomeraat met onder meer energie, telefonie en internet. De voorbije jaren is het bedrijf ontmanteld. In Zeeland is Delta een ijzersterk merk. Het bedrijf was lang een zogeheten multi-utility. Stroom, internet, telefonie: van Breskens tot Brouwershaven hadden particulieren en bedrijven massaal abonnementen lopen bij Delta, en zijn voorloper PZEM. Terwijl in Nederland de stroommarkt werd geliberaliseerd en er keuzevrijheid kwam, bleven de meeste Zeeuwen hardnekkig bij 'de Delta'.

Gesplitst
Maar de multi-utility raakte in de verdrukking. In Borssele staat de enige kerncentrale van Nederland die stroom levert. Die centrale was van Delta. Maar de kernenergie werd verlieslatend, vanwege de gedaalde stroomprijs en de wijze waarop de stroomcontracten in elkaar waren gezet, terwijl op de achtergrond de enorme verplichtingen voor toekomstige ontmanteling van de reactor opdoemden.
Tegen die achtergrond moest ook Delta worden gesplitst. Het netwerkbedrijf (gasleidingen en stroomkabels) werd los gezet van de commerciële activiteiten (opwek en verkoop van energie).

Kabelnetwerk
Vanwege de miljoenen die uit de kerncentrale lekte, riskeerde Delta om te vallen. Daarom verkocht Delta in december 2016 zijn retailactiviteiten aan de Zweedse investeringsmaatschappij EQT. Verkoopprijs: €488 mln.

De transactie betrof het klantenbestand en het verkoopkanaal voor energie en telecomdiensten. Die gingen naar EQT. Het meest waardevolle onderdeel in de deal was daarbij het 6000 kilometer lange Zeeuwse kabelnetwerk voor tv, telefonie en internet: zeelandnet. De naam Delta bleef behouden. De opbrengst werd aangewend als als buffer voor verliezen bij de kerncentrale in Borssele.

Opgesoupeerd
De kerncentrale bleef zelfstandig. Tot op heden teert 'Borssele' op het geld dat EQT eind 2016 had betaald voor de kabels en de klanten. De kerncentrale lijdt jaarlijks tientallen miljoenen verlies en het is wachten tot de buffer is opgesoupeerd: iedereen verwacht dat Borssele, over enkele jaren, een staatsaangelegenheid wordt. Politiek Den Haag moet zich er dan over ontfermen.

De transactie
Geen centrales, geen windmolens, maar Vattenfall koopt alleen de kaartenbak: ruim 170.000 klanten die energie geleverd krijgen.

Donderdag meldde Delta dat EQT het verkoopkanaal voor energie heeft verkocht aan Vattenfall. Plat gezegd: het Zweedse staatsbedrijf, dat tien jaar geleden Nuon overnam, heeft 'een kaartenbak' gekocht. Geen centrales, geen windmolens, maar wel ruim 170.000 klanten die energie geleverd krijgen. Die levering gaat Vattenfall nu uitvoeren. Voor klanten en medewerkers verandert er niets, benadrukt een woordvoerder van Delta Energie. Bovendien blijft de bedrijfsnaam intact.

Marges
Financiële details zijn niet bekendgemaakt. Vorig jaar zijn er ook enkele van dit soort 'kaartenbaktransacties' geweest, waarbij de ene energieleverancier de andere kocht, maar er verder geen centrales, turbines of zonneweides van eigenaar wisselden.

Klanten vertegenwoordigen een bepaalde waarde, maar wat die waarde precies is, valt moeilijk eenduidig te zeggen. Op verschillende klanten worden verschillende marges behaald. Daarbij is ruim 170.000 klanten is niet heel groot, maar ook zeker niet klein: in Nederland zijn tientallen energiemaatschappijtjes met veel minder klanten dan het Zeeuwse Delta.

Fundament
Volgens bestuursvoorzitter Marco Visser blijft Delta door de overname verankerd in Zeeland, maar krijgt het bedrijf dankzij Vattenfall 'een fundament voor een duurzame toekomst'. Het suggereert dat Delta Energie in de huidige vorm, te klein was, en te weinig slagkracht had in de rap veranderende energiemarkt.

Superior natural gas plant proposal filed in Wisconsin

Dultch News Tribune reported that the future of a USD 700 million natural gas power plant proposed for Superior is now in the hands of Wisconsin regulators. La Crosse-based Dairyland Power Cooperative and Duluth-based Minnesota Power submitted applications for a certificate of convenience and necessity with the Public Service Commission of Wisconsin last week for the Nemadji Trail Energy Center, a 550-megawatt plant that companies want to build on a plot of land between Enbridge Energy Superior terminal and the Nemadji River.

According to Wisconsin law, the Public Service Commission must grant the certificate if the facility "satisfies the reasonable needs of the public for an adequate supply of electric energy," its "design and location or route is in the public interest" and "will not have undue adverse impact on other environmental values."

In October, the Minnesota Public Utilities Commission, under similar guidelines, voted 3-2 that the project was needed and in the public interest.

At the time, the two commissioners who voted against the project, Matt Schuerger and Katie Sieben, argued that Minnesota Power's models were biased to show the natural-gas plant was needed.

Dairyland Power Cooperative said that decision "affirmed the Nemadji Trail Energy Center as an essential, flexible and highly efficient natural gas facility that will support expanding renewable energy resources."

Similarly, Minnesota Power has said the project would support the company's growing solar and wind portfolio with natural-gas generated power "when the wind isn't blowing and sun isn't shining."

But opponents contend that the project is not needed, is costly and contributes to climate change with the extraction and burning of natural gas.

The Wisconsin Department of Natural Resources is also reviewing a number of environmental permits for the project.

65 km North Sea interconnector set for approval

New Civil Engineer reported that a project to construct an interconnector between Scotland and Norway is expected to be formally approved this week. The 665 km interconnector named NorthConnect will have a 1400MW capacity and will run from Simadalen in Norway, across the North Sea to Long Haven Bay, just south of Peterhead in Scotland.

Aberdeen Council is expected to rubber stamp the job, after a local planning committee approved the application.

High Voltage Direct Current cables will be used for the undersea portion of the interconnector, as this reduces transmission losses along the link by avoiding the heavy currents required. National Grid operates on alternating-current (AC) so transformer stations will be built at either end of the HVDC cable.

There will be a transformer at the Peterhead substation with similar infrastructure at the Norwegian landfall at Sima at the end of Hardangerfjord.

The interconnector will link hydro-electric power in Norway, with National Grid wind farms in Scotland.

The project has already been approved by the Buchan Area Committee and will be ruled on by Aberdeen Council.

Speaking to the Buchan Area Committee in December, NorthConnect UK permitting lead Ms Fiona Henderson told the committee that while the project needs no public funding, it’s the public who will benefit from the interconnector. She said that “This application is important for the local area. We have carried out an environmental impact assessment to make sure we get it right and have put a lot of work into selecting the route.”

She added that “We have worked closely with the planning department and Marine Scotland to ensure we have a high-quality development… that when complete, will provide electricity for both Norway and the UK, providing more renewables on the grid. The project is being undertaken with no public money, but the public will benefit.”

Energean’s Karish and Tanin development project remains on track to deliver first gas into the Israeli domestic market in 1Q 2021. The next visible milestone will be mobilisation of the Stena Drillship in February 2019 ahead of spudding of Karish North in March.

Brazil grid operator wants 662 GE transformers removed after explosions

Reuters reported that Brazil's power system operator has requested that 662 transformers made by General Electric Co be removed from the country's grid after a number of explosions involving the devices, according to document seen by Reuters. The document, which was prepared by Brazil's grid operator ONS and submitted to the Ministry of Mines and Energy in early December, says 53 GE transformers have exploded in the past six years, suggesting that the incidents may be associated with the product or its materials. They are all the same transformer model.

There is no evidence that anyone was injured in those explosions.

ONS confirmed in a statement that it had made the request to change some GE transformers after finding they "present a failure rate that is superior to what is expected for that equipment." It did not specify the number of transformers or incidents that led to the request.

GE said it was aware of the incidents but that it had not seen the ONS report. It said that "Currently, there is no evidence that the cause could be related to the design, the materials or the product's manufacturing.”

GE pointed to the concentration of incidents in "one part of Brazil's electric network."

The problem has been on ONS's radar since 2014 and it concluded that similar incidents had not been recorded with other transformer manufacturers or different GE models, according to the document, which Reuters obtained through Brazil's access to public information law.

A source at a local utility, who requested anonymity to speak freely, said that the position of his employer and its peers is that "there is a systemic problem with the manufacturer, and not with the operators."

GCM Resource and Chinese power companies signed to set up 2,000 MW in Dinajpur

UNB com reported that GCM Resources plc and Chinese state-owned Power China signed a joint venture agreement and an engineering, procurement and construction contract for setting up a 2,000MW mine-mouth coal-fired power plant in Dinajpur district. The contracts were signed at a ceremony at the Radisson Blu Water Garden Hotel in the city. The documents were signed by Md. Badruzzaman and Md. Firoz Zaman on behalf of GCM and Xiong Li Xin and Pan Deng Yu on behalf of POWERCHINA.

Officials of the GCM Resources, which conducted a feasibility study for Phulbari coal mine, said the new venture will invest an approximate USD 4 billion for the project.

They said the proposed project is part of a broader strategy by GCM to generate 6,000MW of low cost electricity for Bangladesh market utilising domestic coal, providing an estimated USD 12.5 billion in foreign direct investment.

The power plant will use ultra supercritical technology with its high-energy efficiency which will enable maximum power generation from the coal and provide lower levels of emissions and deliver the lowest cost power.

China power consumption rises 8.5 per cent in 2018

Reuters reported that China's power consumption rose 8.5 percent last year to 6,844.9 billion kilowatt hours. Data from the National Energy Administration showed that the country's total installed power generation capacity had reached 1,899.67 gigawatts by the end of 2018.

NEA said that industrial power consumption increased by 7.1 percent in 2018 to 4,645.6 billion kilowatt hours.

Gujarat inks MoUs with Netherlands for wind, solar energy sectors

Times Of India reported that Gujarat chief minister Vijay Rupani welcomed the representatives of Netherlands and talked of fostering ties in the field of technology to realise the Kalpsar Yojana and development of Dholera SIR. He further proposed of possibilities in the field of port development, maritime, and drainage and praised the innovations of Netherlands.

The CM said that Gujarat has provided a large market of global companies to invest through its business friendly policies and rapid industrial growth. The delegation led by minister of taxation and customs, Netherlands Menno Snel showed a keen interest to invest in the field of agriculture, energy, manufacturing, etc in Gujarat.

Six MoUs were signed in fields of waste to energy, smart city with Vadodara Municipal Corporation, wind energy, solar panels, agriculture and medical facilities.

Vietnam urged to reduce coal-fired energy generation

VNA reported that Vietnam has been urged to reduce its use of coal-fired energy and develop renewable energy to proactively respond to climate change and ensure energy security, heard a panel discussion of the Vietnam Economic Forum 2019 in Hanoi on January 17. Mr John Kerry, former US Secretary of State, said climate change is a very big problem in the world, not only in Vietnam, and it always has a close connection with the energy sector. With a relatively fast growth rate, Vietnam needs to carry out effective solutions to cope with climate change.

Many countries have gradually been switching from traditional energy sources to new and renewable ones. This is a common trend to sustainably develop energy and mitigate climate change impacts, he said.

Asia-Pacific is consuming the most coal in the world and faces the impact of greenhouse gas (GHG) emissions, he noted, adding that even when new technologies are applied, coal-fired power generation still emits the most GHG.

Mr Kerry called for countries to use clean energy as soon as possible, saying coal-fired power generation is not cheaper than new and clean energy sources. He added that it is unnecessary to depend on coal-fired energy generation, and Vietnam, with clean energy potential like hydro, solar and wind power advantages, should tap into sustainable renewable energy sources and reduce GHG emissions.

Welcoming the Vietnamese Government’s efforts, Ambassador Bruno Angelet, head of the EU Delegation to Vietnam, said the Southeast Asian nation is one of the countries most vulnerable to climate change.

It is not accidental that the EU has implemented the biggest energy programme in a non-EU country in Vietnam, with non-refundable aid of about 270 million EUR, he said. This programme aims to facilitate remote and low-income residents’ access to electricity and help the Government design a more comprehensive energy transition strategy.

Alliander gaat dit jaar €844 mln investeren

Vanwege de economische hoogtij en de energietransitie die steeds meer tractie krijgt, zal Alliander komend jaar voor €844 mln investeren. Dat meldt de eigenaar van het gas- en elektriciteitsnet in Friesland, Flevoland, Gelderland en Noord-Holland in zijn zogeheten jaarplan 2019.

Daarmee investeert Alliander zo'n 4% meer dan in afgelopen jaar, toen de investeringen uitkwamen op €809 mln.

'De Nederlandse economie blijft groeien en de energietransitie zet verder door. Dit betekent voor Alliander zo’n enorme hoeveelheid werk dat wij dit niet op korte termijn kunnen realiseren', zo staat in het jaarplan. De netbeheerder werkt aan zogeheten slimme oplossingen 'om zoveel mogelijk werk aan onze netten te voorkomen'.

Tekort aan technici
Alliander spreekt over een 'schrijnend tekort' aan technici, dat het werk bemoeilijkt. De huizenmarkt draait volop en er worden veel woningen gebouwd, die allemaal moeten worden aangesloten. Ook de windparken en zonneweides moeten een aansluiting krijgen op het netwerk.

Van het grootste type aansluitingen – nodig voor bedrijven die veel stroom vragen of windparken die veel stroom terugleveren aan het elektriciteitsnet – maakte Alliander tot twee jaar geleden zo'n twintigtal per jaar. Voor dit jaar staan negentig van dit soort aansluitingen in de planning.

Verzwaring
In Friesland dreigt het netwerk van Alliander 'vol' te raken. Er zijn steeds meer zonneweides, die stroom opwekken en dat terugleveren op het elektriciteitsnet. 'Het net is, zeker in landelijke gebieden, niet ontworpen voor grootschalige teruglevering van energie door zonneparken. We kunnen dus helaas niet altijd op tijd aan de wensen van deze klanten voldoen', staat te lezen in het jaarplan.

Uiteindelijk zullen de netten moeten worden verzwaard. Die verzwaring – meer kabels de grond in – kost alleen veel tijd en veel geld. Het gaat om enorme infrastructurele projecten. 'Onnodige verzwaring' moet daarom worden voorkomen, stelt Alliander.

India needs renewable energy policy to achieve 175 GW capacity by 2022 - CSE

India would fall short of the government's target of achieving 175 GW of solar capacity by 2022, city-based think tank Centre for Science and Environment said. CSE Director General Sunita Narain said this at a national conference where she released a report titled the "State of Renewable Energy in India 2019". Emphasising the need for a renewable energy policy to meet the needs of the poorest people in the country, she said there were several challenges like air pollution, climate change and lack of clean fuel for cooking for which renewable energy was essential.

Ms Narain said that "We believe that India needs a renewable energy policy that is less about industry and more about ensuring supply to meet the needs of the poorest in the country. It should be a means to both de-carbonise the economy and provide access to large numbers of people who are energy-deprived. Renewable energy is not just another infrastructural challenge, rather this sector is important to achieve the challenges of modern era.”

During the two-day conference on renewable energy, International Solar Alliance Director Upendra Tripathy said the ISA is going to propose a new bank exclusively for financing energy access to billions.

Citing a recent World Bank report, Tripathy said 600 million people would not have access to energy even in 2040.

The existing banks do not focus on universal energy access and those still deprived are the poorest of the poor. Thus, out of the ambit of these banks, special finance mechanism is needed to target these people, he said.

Engie start verkoopproces kolencentrale Maasvlakte

Het Franse energieconcern Engie onderzoekt de verkoop van zijn kolencentrale op de Maasvlakte. Topvrouw Isabelle Kocher heeft dat gezegd tegen de Franse krant Le Monde. Volgens een woordvoerder in Nederland 'loopt er nu een verkoopproces', maar hij wil verder niets zeggen over de voortgang van de onderhandelingen of de uitkomst.

Volgens persbureau Bloomberg zou de centrale worden verkocht aan Riverstone, een Amerikaans investeringsfonds met meer dan $38 mrd geïnvesteerd vermogen. Riverstone heeft een kantoor aan de Herengracht in Amsterdam. De firma wilde niet ingaan op vragen over een eventuele overname van de Rotterdamse centrale.

Kocher bevestigde wat een publiek geheim was. Al maanden gonsde het in de markt van geruchten dat Engie af wil van kolencentrales. Niet alleen de centrale op de Maasvlakte wordt nu te koop aangeboden, ook drie Duitse kolencentrales staan in de etalage.

Splinternieuw
De centrale op de Maasvlakte is vier jaar geleden in gebruik genomen en daarmee eigenlijk nog splinternieuw. De bouw kostte zo'n €1,5 mrd. De centrale was amper geopend of er kwam bericht uit politiek Den Haag: vanaf 2030 mogen er geen kolen meer worden ingezet voor de opwek van stroom. De centrale, die decennia zou meegaan, had daarmee ineens een levensduur van 15 jaar.

Engie is wel bezig met een zogeheten verduurzamingsslag. Het Franse bedrijf ontvangt in acht jaar €300 mln als subsidie voor de bijstook van biomassa. Dat is staatssteun voor het verbranden van houtsnippers. Daarnaast loopt er een onderzoek hoe de kolencentrale in zijn geheel kan worden omgebouwd naar een biomassacentrale.

Korrels
In het zogenoemde Arbaheat-project, waar ook TNO, de Vrije Universiteit Brussel en de Universiteit van Bergen in Noorwegen aan meedoen, wordt een speciale installatie gebouwd in de kolencentrale. Die gaat met stoom behandelde biomassapellets produceren uit duurzame biomassa. Zo komen er korrels die vergelijkbaar zijn met kolen, maar beter waterafstotend en met een hogere energiedichtheid dan conventionele biomassa. Ze hebben daardoor bijna dezelfde verbrandingseigenschappen als kolen.

‘Hierdoor kunnen zij relatief gemakkelijk toegepast worden in een bestaande kolencentrale, wat de ombouwkosten van een kolencentrale naar een biomassa gestookte centrale aanzienlijk verlaagt’, aldus Engie eind oktober. Mogelijk kan de centrale daardoor ook open blijven. Voor het technologieproject ontvangt het consortium ruim € 19 mln subsidie van de Europese Unie.

Parallel
Het onderzoek naar die ombouw gaat gewoon door, zegt de woordvoerder. 'Het verkoopproces en het onderzoek naar de biomassacentrale, zijn trajecten die parallel lopen.'

Energiebedrijven willen sneller stroomkabels kunnen aanleggen

De overheid moet met 'spoedprocedures' komen om het tekort aan stroomkabels in landelijke gebieden weg te werken. Dat schrijft Medy van der Laan, voorzitter van branchevereniging van energiebedrijven Energie-Nederland, in een donderdag verschenen column. Ze dringt aan op het versneld afgeven van de benodigde vergunningen.

Van der Laan reageert daarmee op waarschuwingen van Tennet en Enexis dat de energietransitie in landelijke gebieden vertraging oploopt. De twee netbeheerders meldden vorige week dat ze op het platteland van Drente en Groningen geen nieuwe zonneparken kunnen aansluiten omdat het stroomnet vol is. Branchegenoot Alliander kampt in Friesland met een druk bezet elektriciteitsnet.

Jarenlang
Een van de problemen is dat deze netbeheerders behoedzaam investeren. De miljardenbedrijven zijn in handen van provincies en gemeentes. Ze mogen pas netten aanleggen wanneer ze daadwerkelijk weten dat die ook gebruikt gaan worden. Dit is een traject dat jarenlang duurt.

'We roepen gemeenten en provincies op om tot spoedprocedures te komen voor vergunningafgifte voor het aanleggen van (extra) kabels', schrijft Van der Laan. 'En als daar nieuwe wetgeving voor nodig is, geldt dat het Rijk snel met nieuwe wetgeving hiervoor zal moeten komen.'

Duurder
Dat zonneweides nu niet kunnen worden aangesloten op het elektriciteitsnetwerk, noemt ze ‘een zeer onwenselijke situatie’. Als Nederland daadwerkelijk 70% tot 75% duurzame elektriciteit wil hebben in 2030, dan moeten we nu investeren, stelt Van der Laan. ‘Dat gaat om grote getallen en en daarmee risico’s en onzekerheden. Wat we wel zeker weten, is dat dralen de energietransitie alleen maar duurder maakt.’

Alle netbeheerders zijn druk bezig met zogeheten slimme oplossingen, om zo de stroom op de elektriciteitsnetten vrij letterlijk in goede banen te leiden. Onnodige verzwaring van de netten, wat neerkomt op meer en zwaardere kabels in de grond, moet zo veel mogelijk worden vermeden, is hun mantra.

Debat
Toch is het evident dat de netten uiteindelijk verzwaard moeten worden, als de omslag naar groene stroom verder gestalte krijgt en Nederland veel meer elektriciteit gaat verbruiken. Hoeveel dat gaat kosten is onbekend, ook omdat de energietransitie als zodanig nog grotendeels op de tekentafel ligt: hoeveel elektriciteit er zal bijkomen is nog onderwerp van debat. Vast staat dat het om veel geld gaat.

Alliander kondigde eerder deze week aan komend jaar €844 mln te investeren in de netten. Ook bij de andere netbeheerders zijn de kosten de voorbije jaren vooral opgelopen. De rekening is uiteindelijk voor de belastingbetaler. Onderzoeksbureau CE Delft raamde enkele jaren geleden dat het verzwaren van het elektriciteitsnet tussen de €20 mrd en €70 mrd zal gaan kosten.
