China to restrict new coal fired power projects in 8 regions - NEA

Reuters reported that China's National Energy Administration announced that China will restrict new coal-fired power projects in eight regions across the country to further reduce air pollution and ease oversupply in those areas. It said “The coal-mining heartlands of Shanxi, Shandong and eastern-Inner Mongolia, as well as Heilongjiang, Jilin, Gansu, Ningxia and Xinjiang, regions that also have plenty of solar and wind resources, will not be allowed to approve new coal-fired power projects. Regions with excessive coal-fired power capacity should halt approvals of new projects and keep a rational rhythm on construction of projects that are already in the pipelines.”

The curbs take effect immediately until 2022 and come as some regions suffer from high energy waste due to excessive generating capacity and insufficient grid space to transmit the surplus power elsewhere.

The NEA also warned of possible low investment returns from coal-fired power projects in some 10 regions, including Sichuan, Yunnan and Guangxi, where electricity generated from hydropower plants is much cheaper than those from coal-fired utilities. Projects built to transmit power to other regions that have power deficits will still be allowed, the NEA statement said.

An environmental study last month suggested that China could build an additional 290 GW coal fired power on top of its current capacity of 1,010 GW.

China to promote using wind energy to power heating systems - NEA

Reuters reported that China’s National Energy Administration said that it would promote using energy generated by the wind to help power heating systems during the bitterly cold winters seen in many parts of the country. NEA said “Local authorities would set annual targets for generating heating using energy from wind farms over the period form 2019 to 2021. They should build infrastructure to promote the use of wind power. Local governments will be given less than two months to draw up plans and submit them to Beijing. Wind power generators that participate in winter heating projects could receive tax reductions or subsidies.”

The NEA also called for grid companies to work on removing technical barriers to reducing power wastage due to insufficient transmission capacity.

This comes as China pushes to reduce carbon emissions from coal-burning as part of its battle against pollution.

China's approves third runway for Shenzhen - NDRC

Construction Index reported that a proposal to build a third runway at Shenzhen International Airport has been approved by China’s top economic planning body. The National Development & Reform Commission said that the project is needed to meet the needs of rapid growth in aviation and to accelerate the construction of airports in the Pearl River Delta area while promoting the development of an international air transport hub.

The cost of the third runway project has been put at CNY 9.35 billion. The runway will be 3,600m long and 60m wide. It will be built as part of a project that also includes a 3,500m2 control tower, 8,500m2 business operation building and 1,500m2 equipment building with facilities for air control, communication, navigation, monitoring and meteorology.

China Hongqiao to restart closed aluminium smelting capacity – Report

Reuters, citing two sources with knowledge of the matter, reported that world’s biggest aluminium producer China Hongqiao Group will this year restart some of the smelting facilities it was forced to shut in 2017. Sources said “Hongqiao’s new capacity is part of the 2.68 million tonnes shut in 2017.”

It will disassemble 543,000 tonnes of capacity this year and replace it with 542,000 tonnes. The capacity to be replaced will be dismantled from June to December this yea and the new capacity can start up when a corresponding amount has been removed.

The move will allow the company to replace ageing production lines with newer technology, including a high-performing 600 kiloampere potline and will keep its total capacity roughly the same.

Hongqiao, which has licensed capacity of 6.46 million tonnes per year of aluminium, closed 2.68 million tonnes of illegal capacity in mid 2017, after being ordered to do so by the provincial government in eastern China’s Shandong.

Despite the switch, Hongqiao’s production guidance for 2019 is still a very high 6.3-6.35 million tonnes of aluminium.

China Taiyuan coal transaction price index down by 0.28% WoW

Xinhua reported that China Taiyuan coal transaction price index stood at 140.03 points, down 0.28 percent week on week. The index, released by China Taiyuan Coal Transaction Center (CTCTC) based in Shanxi, a coal-rich province, reflects the coal price levels and changes in the main production areas of China. It is published every Monday.

Analysts said that the purchase demand of China’s main power plants had decreased over the past week and the transaction of power coal in northern ports fell short of expectation, which caused coal enterprises in Shanxi to have higher stocks and coal prices to fall slightly.

‘Prijs varkensvlees dreigt enorm te stijgen door uitbraak pest in China’

De prijs van varkensvlees gaat de komende maanden waarschijnlijk behoorlijk omhoog. China, de grootste producent van varkensvlees, wordt geteisterd door een grote uitbraak van de Afrikaanse varkenspest. Talloze dieren bezweken de afgelopen tijd aan de ziekte en er dreigt volgens lokale media een tekort dat nauwelijks op te vangen is. ,,Het virus is inmiddels ook in België gevonden.’’

In augustus werd de ziekte voor het eerst vastgesteld op een boerderij dichtbij de Russische grens. Nu is het extreem besmettelijke virus over heel China verspreid. Rabobank, dat het verschijnsel heeft onderzocht, laat in een persbericht weten dat Chinese boerderijen 25 tot 35 procent van hun varkens kunnen verliezen door de epidemie. Zo’n verlies in China staat gelijk aan de hele voorraad van Europa.

Volgens CNN levert China jaarlijks 700 miljoen varkens, de helft van het wereldwijde aanbod. Het virus zal volgens de nieuwssite vooral impact hebben op kleine boeren in China. Zij hebben waarschijnlijk niet de middelen om maatregelen voor de bioveiligheid te nemen.

De prijzen van varkensvlees zullen door het verminderde aanbod flink stijgen; in China zelf volgens de South China Morning Post misschien wel met 70 procent. ,,We verwachten dat de prijzen van het varkensvlees in Nederland ook omhoog zullen gaan’’, zegt Justin Sherrard van de onderzoekstak rond agricultuur van de Rabobank. ,,Hoeveel ze zullen stijgen, is lastig te voorspellen. Dat ligt aan de handelaren waarmee supermarkten samenwerken en de mate waarin zij last hebben van de epidemie. De prijzen van varkens zijn al flink gestegen, dat gaat zich ook vertalen naar de supermarkt.’’

Het besmettelijke virus steekt ondertussen ook de kop op in Europa. Sherrard volgt de ontwikkelingen op de voet. ,,In Oost-Europa is het virus gevonden bij wilde zwijnen, maar ook op boerderijen. Voor ons is vooral belangrijk dat het afgelopen september ook in België is gevonden. Daar zijn 700 varkens doodgegaan aan het virus.’’

Sherrard wijst op de onduidelijke verspreiding van het virus. ,,We weten nog niet hoe het in België terecht is gekomen. Er is geen spoor zichtbaar, dus het is door menselijke activiteit doorgegeven. De ziekte kan niet overgedragen worden op mensen, maar als zij ingevroren producten ontdooien, kan het virus vrijkomen. Of mensen kunnen (onbewust) zieke varkens hebben vervoerd.’’

Chinese copper scrap imports fall 52% YoY in March’19 - SMM

SMM reported that according data from China Customs, China’s imports of copper scrap fell 52.05% from a year ago to stand at 113,500 tonnes in March. March’s imports equated to 89,300 tonnes in Cu content with an average grade of 78.69%. This was down 26.17% on a yearly basis. Copper scrap imports in January-March lost 37.15% year on year in terms of physical volumes, and down 4.52% in terms of volumes in copper content. Imports in Cu content in January-February, however, stood close to 11% higher than the same period last year. The year-on-year decline in copper scrap imports in March might indicate an earlier-than-expected tightening in domestic supply.

Seaborne Category Seven materials were banned from entering China since the start of 2019, while import restrictions on Category Six materials will begin from July.

China's goal of phasing out imports of solid waste by the end of 2020 was highlighted at an industry meeting by the recycling branch of the China Nonferrous Metals Industry Association in Ningbo on Friday April 19. Provincial units of the Ministry of Ecology and Environment (MEE) will start accepting applications for import licences for Category Six copper scrap from late May, according to a statement from the Friday’s meeting, and the ministry itself will accept and approve applications from July 1. Only plants that engage in copper scrap smelting and processing are allowed to file an application.

China to punish 163 officials in Shandong Province for aluminium overcapacity

Proactive Investor reported that China’s environment ministry has taken action against provincial officials in Shandong, China’s largest aluminium producing hub, for failing to comply with policies to cut coal consumption and curb the growth of highly polluting aluminium output. In a review of the compliance record of eight regions, China's Ministry of Ecology and Environment said Shandong officials not only failed to meet guidelines on industrial overcapacity, but also deceived central government inspectors and tried to cover up illegal behaviour. It said “Shandong was ordered to cap total aluminium production capacity at 4 million tonne in 2017, but the province's choices and policy adaptations enabled the industry to expand out of control, with total capacity soaring to as much as 12.6 million tonne.”

Shandong’s provincial government reports 163 officials have been held to account for a range of violations uncovered by central government inspectors. The environmental bureau report officials failed to supervise efforts to cut coal use, allowed land in protected nature reserves to be misused, and enabled disorderly development in the chemical sector.

The environmental bureau add it would carry out a one-month pollution rectification campaign across the province.

Particular offending cities are home to China’s two largest private aluminium producers, China Hongqiao Group and Xinfa Group.

A NIO ES8 catches fire in maintenance closely following Tesla self ignite

Gasgoo reported that NIO, one of Tesla's rivals in China, came across a burning incident on April 22 less than 24 hours after a Tesla Model S exploded in a Shanghai-based parking lot. A NIO ES8 SUV caught fire while it was being repaired at an authorized service center in Xi’an, capital of Shaanxi Province, NIO said via its official Sina Weibo account. The startup also stated that the fire was quenched immediately and no casualty or property damage happened in the unexpected incident.

Meanwhile, NIO said it has started an investigation and will publish the findings afterwards.

Gasgoo reported on the same day that Tesla also sent a team to investigate a video circulating on China's Twitter-like social media that showed a white Tesla Model S parked in a Shanghai parking lot bursting into flames. It seems that the exploding also destroyed an Audi and a Lexus car next to the flame source.

According to relevant records, there were at least 14 Tesla car burning incidents since 2013, while most cases took place after car crashes rather than in parked status.

For the first three months of the year, both NIO and Tesla saw their China sales decline over the previous quarter. The two fiery car cases have caused a wide public attention over the safety of electric vehicles. Gasgoo will update the investigating results as soon as they were released.

China to release guidelines on steel industry consolidation soon - EID

According to a report by the Economic Information Daily, China will soon release guidelines to push mergers and restructuring plans for the steel industry to facilitate the creation of larger and stronger groups that can compete in the global market. EID cited unnamed authorities as saying that “The guidelines, aiming to clear obstacles in steel consolidation, will encourage cross region and cross ownership mergers and restructuring by qualified enterprises. Market funds will also be welcome to take part in the effort to offer more financial support for the move.”

EID report added “Apart from capital support, the guidelines will also stipulate production limits in regions including Beijing, Tianjin and Hebei for environmental concerns.”

EID report also quoted Mr Li Xinchuang, deputy head of the China Iron and Steel Association, as saying that “Compared with world-leading steel groups, there is still a wide gap in competitive power for Chinese companies, and industry consolidation should be an important solution.”

In 2016, China set a target that 60-70% of steel should be produced by the top 10 steel groups by 2025.

China's Cosco confirms order of 10 Newcastlemaxes

Splash 247 reported that China Cosco Shipping has officially signed shipbuilding contracts for the construction of up to ten 210,000 dwt newcastlemax bulkers at Cosco Shipping Heavy Industry. The order, which is made up of eight firm vessels and two optional vessels, is Cosco’s first batch of Newcastlemax newbuildings under a bauxite transportation deal with Aluminum Corporation of China (Chalco). The vessels will be used for bauxite transportation from Guinea’s Boffa bauxite project to China.

In February, Splash understood that the total orderbook for the project could be expanded to 25-30 vessels. Chalco entered into an agreement with the government of Guinea in June last year to develop the Boffa bauxite project in the west of the country. The company has been granted mining licenses for 15 years, renewable by 15 years on expiry. Chalco is expected to gain annual bauxite output of 12m tonnes from the project, which will go to its alumina refineries in Shandong and Guangxi.

Chinese CSCL Mercury becomes first visitor to CSP Abu Dhabi Terminal in UAE

Xinhua reported that CSCL Mercury, a Chinese container ship with a capacity of 14,000 TEU, became the first visitor to the CSP Abu Dhabi Terminal of Khalifa Port in the United Arab Emirates. The CSP Abu Dhabi Terminal, built and operated by China’s COSCO Shipping Ports Limited and Abu Dhabi Ports, has a design capacity of 2.5 million TEU and begins with a handling capacity of 1.5 million TEU.

Liu Lei, captain of CSCL Mercury, said that “We are honored to be the first ship to visit the CSP Abu Dhabi Terminal. I think it is operating efficiently and has high-level management. I saw the containers being unloaded up and down very fast.”

CSCL Mercury began service in 2011. Its overall length and beam is 366 meters and 51.2 meters respectively.

Mr Naser Al Busaeedi, deputy CEO of CSP Abu Dhabi Terminal, said that “Today is very important for us, as it marks the beginning of formal operation of the terminal. It takes fewer than one year and a half from construction to operation. That’s very fast.”

PARIJS (AFN/BLOOMBERG) - Luxemerk Hermès, maker van onder meer exclusieve handtassen, heeft in het eerste kwartaal fors meer omzet behaald. Vooral in China was er aanzienlijk meer vraag naar luxeproducten van het merk. Daarmee hadden signalen over groeivertraging in het land als gevolg van de handelsoorlog geen vat op Hermès.

Hermès voerde zijn opbrengsten, geschoond voor wisselkoerseffecten, in de eerste drie maanden van het jaar op tot 1,6 miljard euro. Dat is een groei van 12 procent ten opzichte van een jaar eerder. In Azië steeg de omzet in bijna in alle landen met dubbele cijfers.

De omzetgroei in thuismarkt Frankrijk liep achter bij de andere regio's. Dit kwam vooral door protesten van de gele hesjes die het winkelen verstoorden.

HONGKONG (AFN/BLOOMBERG) - Chiptoeleverancier ASM Pacific Technologies (ASM PT) heeft in het eerste kwartaal van dit jaar een lagere omzet en winst in de boeken gezet. Het bedrijf had te maken met een teruggelopen vraag vanuit de chipsector. De directie had eerder al gewaarschuwd voor zwakke marktomstandigheden.

De omzet daalde ten opzichte van dezelfde periode vorig jaar met bijna 16 procent tot 3,7 miljard Hongkong dollar, omgerekend ruim 418 miljoen euro. De winst viel terug tot 110 miljoen Hongkong dollar, tegenover 618 miljoen Hongkong dollar een jaar eerder.

Ook het aantal orders nam aanzienlijk af. Zo bleef een opleving in bestellingen van apparatuur na Chinees Nieuwjaar uit, terwijl die er in andere jaren wel was. De waarde van al het werk dat nog op de plank ligt, daalde op jaarbasis met 39 procent. ASM PT ziet wel signalen dat de bodem is bereikt, maar verwacht dat ook in het tweede kwartaal de vraag achterblijft op die van een jaar eerder.

Chinese Tesla-fabriek iets later op stoom

PALO ALTO (AFN/BLOOMBERG) - De nieuwe Gigafactory van Tesla in China gaat iets later de aantallen auto's produceren die het bedrijf eerder als doel aangaf. Volgens topman Elon Musk van de maker van elektrische auto's rollen er eind dit jaar ,,zeker meer dan 1000, misschien 2000'' Models 3 per week van de band.

De fabriek in Shanghai, die nog in aanbouw is, zou eerder volgens Musk aan het einde van dit jaar 3000 voertuigen per week produceren. Op de vraag van een analist of hij daar nog vertrouwen in had zei Musk dat ,,als het dan nog niet gebeurt, het niet lang daarna zal zijn''.

Musk liet ook weten dat Tesla voor de Chinese fabriek met meerdere batterijenmakers in zee te gaan. Tot nu toe werkte Tesla alleen samen met Panasonic, maar volgens ingewijden is het Amerikaanse bedrijf nu ook in gesprek met de Chinese batterijenmaker Contemporary Amperex Technology.

China aluminium exports rise 28% YoY in Mar - SMM

SMM reported that China’s exports of alumina rose 27.6% from a year ago to stand at 4,439 tonne in March, and imports soared 233.5% YoY to 30,000 tonne. According to the report from the General Administration of Customs, in the first three months of the year, alumina exports stood at 150,747 tonne, up 1220.4% from a year ago, while imports dropped 13.9% year on year to come in at 160,000 tonne.
