New wind farm approved for Hancock County

There will apparently be a new wind farm coming to Downeast Maine. The project, called "Weaver Wind", was approved for a long-term power contract by the Maine Public Utilities Commission. The project is designed to generate more than 72 megawatts from 22 wind turbines. According to information from the PUC, the wind farm will be built in the towns of Eastbrook and Osborn, in the inland section of the county. It's supposed to be finished and generating power by the end of 2020.

It’s the second major renewable energy project for that part of Maine. The PUC has already approved a 100-megawatt solar project, called Three Rivers Solar, which would also be built in Hancock County.

It would be ten times larger than the 10 MW Pittsfield solar project currently the biggest in the state.

The PUC said that the power purchase price for both projects will be the same, starting at 3.5 cents per kilowatt hour and increasing in succeeding years.

The new PUC chairman, Mr Phil Bartlett, said the price "is very competitive and provides a valuable renewable resource for Maine."

Vineyard Wind Project Lands in Rough Waters

Boston Globe reported that the massive offshore wind farm that would usher Massachusetts into a new clean-energy era sure has hit rough water. No one said starting a new industry is easy. But wind-energy supporters are getting nervous about the unexpected events this week involving permits for Vineyard Wind’s 84-tower wind farm to be built south of Martha’s Vineyard.

The project, jointly owned by Avangrid and Copenhagen Infrastructure Partners, had seemed to be gathering permits the way a kid gathers shells on the beach. One after another, the developer added them to the bucket.

AEP Seeks to Add 1,485 MW of New Wind Generation

American Electric Power announced that its Public Service Co. of Oklahoma and Southwestern Electric Power Co companies are seeking regulatory approvals to purchase three wind projects, totaling 1,485 MW, that are currently under development in Oklahoma. The projects include a 999-MW wind facility being built north of Weatherford, a 287-MW wind facility being built southwest of Enid, and a 199-MW facility being built south of Alva. They are being developed by Invenergy. These projects were selected after competitive Request for Proposals to procure low-cost wind generation options for PSO and SWEPCO customers. The 199-MW project is projected to be completed by the end of 2020. The other projects will be completed by the end of 2021. Collectively, the three wind projects would provide more than 5.7 million megawatt-hours of new wind energy annually to serve customers in Arkansas, Louisiana, Oklahoma and Texas.

If approved, total investment in the wind projects would be nearly USD 2 billion, inclusive of all costs. Adding this generation is expected to save SWEPCO and PSO customers approximately USD 3 billion, net of cost, over 30 years.

If approved as proposed, SWEPCO would own 810 MW of wind generation, approximately 55% of the projects. PSO would own 675 MW of wind generation, approximately 45% of the projects. The projects are subject to regulatory approvals in Arkansas, Louisiana, Oklahoma and Texas, as well as from the Federal Energy Regulatory Commission. The amount of generation acquired by PSO or SWEPCO can be scaled, subject to commercial limitations, to align with individual state resource needs as determined by the respective state commissions.

In addition to these projects, AEP recently added 724 MW of wind and battery generation to its contracted competitive portfolio and has proposed adding more than 9,100 MW of new wind and solar generation and nearly 2,300 MW of new natural gas generation to its regulated power plant fleet by 2030 to diversify its power production portfolio. AEP already has cut its carbon dioxide emissions by 59% since 2000.

MPSC Approves Part of DTE Electric Renewable Energy Plan

Michigan Public Service Commission approved in part DTE Electric Co’s renewable energy plan, including the purchase of three Michigan wind power projects. The Commission said a decision on proposed future renewable energy development will be made as part of its disposition of DTE’s pending integrated resource plan. Utilities are required to file renewable energy plans with the MPSC under statutes that promote the development and use of clean and renewable energy resources and reduce energy waste through cost-effective programs. DTE filed its current REP in March 2018 (Case No. U-18232).

The Commission approved DTE’s purchase of three wind projects that will qualify for a 100% federal Production Tax Credit, and resulting in savings the MPSC says will benefit ratepayers. DTE will buy the Isabella 1 and Isabella 2 projects after they are built and tested by developer Isabella Wind. The proposed generators in Isabella County will produce a total of 383 megawatts and will be operational by November 2020. DTE also will buy from Gichi Noodin Wind Farm LLC the 72.5 MW Fairbanks Wind Park in Delta County, which will be built by October 2020. Power from all three wind farms will be used to meet demand in DTE’s Large Customer Voluntary Green Pricing program.

The Commission said DTE failed to prove that proposed company-owned wind projects to be built in 2021 or later, and which do not qualify for the full federal tax credit, can be cost-effective compared to alternative sources of renewable generation and ownership models. The additional wind projects will be reviewed as part of DTE’s integrated resource plan, which is a comprehensive look at supply-side resources needed to meet power generation needs.

DTE will also launch two pilot solar programs paired with battery storage, microgrid technology, and/or electric vehicle charging totaling about 15 megawatts. It must file reports with the MPSC on program costs, planning and development status, lessons learned, and how the pilots will add value for future solar developments.

New York Gov Cuomo Announces Offshore Wind Power

New York Governor Andrew Cuomo last week announced results of the largest procurement of offshore wind power in US history. Two projects, Empire Wind and Sunrise Wind, were named as winners of the state’s first call for offshore wind project proposals. Once completed, the 816 MW Empire Wind project and the 880 MW Sunrise Wind project will be capable of supplying enough electricity to power more than a million homes and are expected to create over 1,600 jobs.

Promoting investment in offshore wind will strengthen and diversify American energy production. Offshore wind offers unique benefits for a state like New York, with a large coastal population center and bold policies to reduce greenhouse gas emissions. Steady offshore wind is a reliable source of power and the largest-scale option for renewable energy that can be built close to America’s coastal cities, like New York City.

While the state is emerging as a central leader in the deployment of new clean energy, New York City could miss a major opportunity to be part of that movement. Mayor DeBlasio is reported to be seeking to power the city with imported Canadian hydropower rather than U.S. offshore wind energy that would drive economic development and job creation.

Industry Applauds Governor Cuomo Commitment to Renewables & Offshore Wind

Ms Liz Burdock, president and CEO of the Business Network for Offshore Wind said that “We thank Governor Andrew Cuomo and NYSERDA for their clean energy plans that are the largest in the country for reducing carbon emissions, including the nation’s most ambitious offshore wind production goals.”

She added that “We also applaud the announcement of the winner(s) of New York’s first offshore wind solicitation, which will provide 1,700 MW of renewable energy from offshore wind, the largest award in the country.”

Ms Burdock said that “The offshore wind projects announced today will not only protect our environment but also generate jobs and keep ratepayers’ costs as low as possible. At the Governor’s direction, New York is leading the race to develop offshore wind, and its residents will reap the environmental and economic benefits. Now it’s time for the U.S. to move on offshore wind and follow Governor Cuomo’s lead.”

These historic contracts with Ørsted (880 MW) and Equinor (816 MW) mean that New York is now fully into the offshore wind marketplace and will supercharge the local and regional supply chains of companies that can now seek to become offshore wind industry suppliers. The winners are members of the Network and have helped the industry grow immensely from their successes in many European countries. They bring both experience and knowledge to US shores.
