Indonesia to Ban Nickel Exports from January 2020

The Jakarta Post reported that Energy and Mineral Resources Ministry has announced that Indonesia will stop nickel exports as of January 1 next year to accelerate the establishment of domestic smelters while its nickel reserves are limited. According to coal and minerals director general Bambang Gatot Ariyono, Indonesia would need 81 million tons nickel ore supply per year as it currently has 11 working smelters and would build 25 more.

Mr Bambang said that the ban of nickel ore exports was in line with the national plan to accelerate the establishment of smelters so that Indonesia could sell value-added nickel products such as stainless steel slabs. He said that “We already exported 38 million tonnes up until July this year. At this rate, we would need to think about our reserves especially if we keep issuing exports permits.”

Qingshan Iron Produced 600 MPA Stainless Steel Reinforcement to UAE

Qingshan Industrial Zhejiang Qingshan Iron and Steel Co Ltd successfully produced 600 MPA grade of duplex stainless steel ribbed steel bar and exported to Dubai, United Arab Emirates. Qingshan Iron and Steel has signed a long-term supply contract with Dubai customers, the supply of duplex stainless steel ribbed steel bars used to make pier reinforcement. In order to further enrich the variety structure, establish the brand image and effectively enhance the competitiveness of enterprises, since March this year, Qingshan Iron and Steel has reformed the rolling line equipment by accumulating data, optimizing pass design, improving the controlled cooling process and increasing the controlled cooling equipment. Finally, the dual-phase stainless steel ribbed steel bar was successfully rolled out, which became one of the two enterprises that can stably produce the dual-phase stainless steel ribbed steel bar in China.

Due to the brand-new challenge, in the process of rolling stainless steel ribbed steel bars, technicians optimize the production process, focusing on solving the problems of steel bar properties and rice weight. After many trials, the mechanical properties and dimensional accuracy specified in the European BS 6744 / 2016 standard have been successfully achieved, and the appropriate rice weight has been obtained. Customer feedback is more satisfied with the product.

No Monopoly in Stainless Steel Market – Vietnam Trade Ministry

Vietnam Express reported that Vietnam Ministry of Industry and Trade has rejected allegations that anti-dumping duties on stainless steel imports have caused a monopoly in the domestic market. Replying to the allegations, a representative of the Department of Trade Remedies of the Ministry of Industry and Trade said that there was no basis to say that the domestic stainless steel production industry or any individual manufacturer has a monopoly in this product group. He said “Anti-dumping duties were levied based on inspection results showing dumping behavior from manufacturers from the four economies, which caused significant damage to the domestic production industry. This is a defense measure allowed by the World Trade Organization. Stainless steel products from the above-mentioned four economies can still be imported into Vietnam without being subject to anti-dumping tax.”

Steel importers are complaining that Vietnam’s stainless steel market is showing monopolistic signs because of anti-dumping taxes levied on imports from mainland China, Indonesia, Malaysia and Taiwan since September 2014. In the last four years, the price of cold rolled stainless steel has risen by 15 to 25%, leading to a rise in importers’ production costs. Currently, cold rolled stainless steel from mainland China is taxed at 25.35%, from Indonesia at 13.03%, Malaysia at 9.31% and Taiwan at 13.79%.

Stainless Steel Prices Follow Nickel Prices Higher

SMM reported that spot prices of #300 and #400 stainless steel extended their increases on Tuesday September 3 as prices of nickel, raw material to produce stainless steel, surged this week after advanced Indonesia export ban sparked fears of ore supply disruption. As of September 3, quotes of #300 series in Wuxi of Jiangsu province climbed 100-300 yuan per tonne on the day, extending a rally of 400-550 yuan per tonne on Monday. Relatively tight supply also helped fuel the rebound in prices of #400 series, which grew an average 100 yuan/mt from last Friday to stand at 8,000-8,100 yuan per tonne in Wuxi as of Monday September 2

Prices of stainless steel scrap also moved higher on stable purchases, with strong performance expected in the near term.

After Taiwanese stainless steel mills increased their prices for September, the London Metal Exchange (LME) nickel price once increased from US$16,400/ton to US$18,000/ton.

The main reason for the sharp rise was that the Indonesian government announced to implement the ban on nickel ore exports earlier from January 2020. Affected by this, many downstream customers increased their prices further in order to offset the high raw material cost.

According to understanding, one major stainless steel pipe mill in Taiwan increased its price by NT$5,000/ton for September. Taiwanese stainless steel mills' production was fully booked and had no allocation to supply for September. Therefore, it was expected that the stainless steel price might be hiked further in October.

According to market analysts, the LME nickel price might reach US$20,000/ton above.

According to market participants’ estimate, Taiwan’s upstream stainless steel mills might again raise their prices for October since the nickel price soared recently due to concerns about nickel ore shortage, the stainless steel market became warmer, and the mills didn’t fully reflect the cost of raw materials on prices for the previous month.

The current average monthly price of LME nickel has sharply increased by US$2,135/ton from the previous month.

Although the Philippine nickel ore exports might increase after Indonesia implemented the export ban on nickel ore, it was believed that the supply gap will be hard to be filled by the Philippines.

In order to reduce abrasion on parts and equipment used for the mining industry, Aperam South America in Brazil launched new developed ENDUR, which is a kind of high strength and resistant stainless steel that allows the construction of lighter and more flexible structures.

According to Julio Di Cunto, Aperam's consultant analyst, ENDUR can be used in train wagons, processing and transportation equipment, iron ore washing, sieves and others in the mining industry, adding competitive advantages such as higher productivity.

For example, wagons made by ENDUR can last over 40 years without maintenance while wagons made by carbon steel last on average up to 7 years, Di Cunto said.

Indonesian Stainless Steel Exports Likely to be Hit by Updated EU Safeguards - CRU

The European Commission implemented amendments to the EU's safeguard measures starting from 1 October. The effects of these changes are expected to be relatively limited, however, Indonesia is losing its developing country exemption that is likely to restrict their export volumes of stainless into the EU significantly. The European Commission implemented adjustments to the safeguard measures, due to come into force on 1 October. These are modifications which aim to balance pressure from steelmakers to tighten the safeguards and importers' interest in maintaining regular trade flows.

The following are the eight main implemented changes to the safeguard quotas:
1. Indonesia is no longer exempted from the safeguards for stainless flat products and seamless tubes.
2. Individual countries cannot use more than 30% of the global quota, for products with a global quota (HR coil, large welded tubes).
3. The large welded tubes product group will receive a global quota in line with the hot rolled coil quota.
4. For rebar and wire rod individual countries cannot use more than 30% of the Other Countries quota once it is made available to countries that have filled their own quotas in the last quarter of the quota period (calendar Q2).
5. The annual increase of the quota volume per period will be reduced from 5% to 3%. This would apply to the second half of the current quota period starting from 1 October and would retroactively lower the total available quota volume.
6. The category A (non-automotive) metallic coated sheet quota has been expanded to include the CN codes previously unique to category B metallic coated sheet quotas. Category B will remain untouched and will apply to the same trade codes as previously.
7. Material imported under the category B (automotive grade) metallic coated sheet quota will need to prove end-use in the automotive sector.
8. India will – uniquely – have its metallic coated sheet quotas merged into one.

Philippines H1 Nickel Ore Output Up Despite Mine Shutdowns

Reuters quoted Philippine government data as saying that nickel ore output in the Philippines, one of the world’s top two producers of the material for stainless steel and batteries, rose 3% in the first half. Output was capped as half of the country’s mines were closed for maintenance or environmental reasons.

Mines and Geosciences Bureau said that Philippines sells most of its nickel ore to top buyer China. It produced 11.31 million dry metric tonnes of the material between January and June, compared with 11.01 million tonnes in the same period last year.

Sixteen of the Philippines’ 31 nickel mines were shut in the first half for either maintenance or suspension of operations for environmental and other offences, the MGB said in its quarterly industry report.

The Department of Environment and Natural Resources last year issued a resolution suspending the operations of several mines, including some nickel producers, following audits to assess their compliance with environmental regulations.

The DENR lifted the suspension order on three mines over the past nine months, while the MGB has recommended the same action for two others.

Nickel Mining Indefinitely Suspended in Southern Philippines

Reuters reported that a nickel mining hub in southern Philippines, which produces mostly high grade material, has suspended extraction operations indefinitely as the regional government conducts an industry audit. Environment, Natural Resources and Energy Minister Abdulraof Abdul Macacua said that the government of Bangsamoro Autonomous Region in Muslim Mindanao has suspended operations of all four mining companies in its jurisdiction.

He added that “The suspension order was due to the ongoing review of mining policy in BARMM.”

Philippine Suspended Nickel Mining in Southern Philippines

Philippine Environment, Natural Resources and Energy Minister Abdulraof Abdul Macacua said that nickel mining operations across four unspecified sites in the Philippines' Tawi Tawi region will be halted indefinitely to facilitate the implementation of the country's Bangsamoro Responsible Mining law. The suspension will further reduce the country’s declining nickel output, which fell by 16.6% year on year in 2018 to 19.5 million tonnes.

The southern Philippines region was responsible for 90% of the 2.66 million wet metric tonnes of high-grade nickel ore exported to China in the first half of 2018 and accounted for 27% of the total 15.8 million wmt of nickel ore exported there over the same period.

US Trump administration seeks Supreme Court end to AIIS challenge of Section 232

US President Donald Trump’s administration is seeking an end to the American Institute for International Steel’s (AIIS) challenge of the Section 232 tariffs and quotas on imported steel and aluminium, citing a 1976 high court decision as precedent, according to a brief filed with the US Supreme Court by Solicitor General Noel Francisco this month.

“[The] petitioners’ argument [that the 232 duties are unconstitutional] rests on a mistaken premise. Rather than authorizing the president to adjust imports whenever he pleases, Section 232 ‘establishes clear preconditions to presidential action,’ including a finding by the Secretary [of Commerce] that an ‘article is being imported into the United States in such quantities or under such circumstances as to threaten to impair the national security,’” the brief claimed.

Elon Musks’ SpaceX Unveils Stainless Steel Clad Starship Mk1

SpaceX has unveiled its next-generation rocket, the Starship, and it’s a stainless steel stunner. The prototype rocket, called the Starship Mk1, sits at 50 meters tall with a diameter of 9 meters and will be powered by a total of 37 engines. CEO Mr Elon Musk display at an event held at SpaceX’s launch facility in Cameron County Texas said “This is the most inspiring thing that I’ve ever seen. Main goal of the event and of SpaceX’s work is to get the public inspired about space exploration and its potential for future. Becoming a spacefaring civilization, being out there among the stars, this is one of the things that makes me glad to be alive.”

The aim is for the dry mass of the Starship to be 120 tonnes, with a propellant mass of 1,200 tonnes. Currently, the prototype weighs in closer to 200 tonnes, but Musk says this should be able to be shaved down to 120 tonnes or even 110 tonnes in production. The rocket will eventually be able to haul a payload of 150 tonnes to orbit and back with full reusability, putting it ahead of NASA’s next-generation SLS system which should be able to carry a payload of 95 to 130 tonnes.

And about that stunning shiny exterior: It’s made of chromium-nickel stainless steel which is lightweight and is as strong as composite materials at very low temperatures, making it ideal for surviving the cold of space. It also has a high melting temperature, meaning it can survive the heat of re-entry into Earth’s atmosphere.

India Opens Review of Anti Dumping Duty on HR Stainless Steel Imports from China, Malaysia and Korea

India’s Directorate General of Trade Remedies has started a probe to see whether the expiry of existing anti dumping duty on certain hot rolled stainless steel SS 304 products from China, Malaysia and South Korea would lead to continuation of dumping of the product, following complaints by Jindal Stainless (Hisar) Ltd and Jindal Stainless Ltd. DGTR in a notification dated 3rd October said “Based on the facts and data, the Authority is of the opinion that there is a need to review for continued imposition of the duties in force in respect of the subject goods, originating in or exported from China PR, Malaysia and Korea RP.”

India had imposed the duty in June 2015 for five years.

The product under consideration in the petition is the same as the original investigations, which was defined as follows in the final findings “Hot Rolled austenitic stainless steel flat products; whether or not plates, sheets or coils (hot rolled Annealed and pickled or Black) of rectangular shape; of grade either 304 or 304H or 304L or 304N or 304LN or EN 1.4311, EN 1.4301, EN1.4307 or X5CRNI1810 or X04Cr19Ni9, or equivalents thereof in any other standards such as UNS, DIN, JIS, BIS, EN, etc.; whether or not with number one or Black finish; whether or not of quality prime or non-prime; whether or not of edge condition with mill edge or trim edge; of thickness in the range of 1.2mm to 10.5mm in Coils and 3mm to 105mm in Plates & Sheets; of all widths up to 1650mm(width tolerance of + 20mm for mill edge and +5mm for trim edge)”

The product under consideration is classified under chapter sub-heading 7219 and 7220 of Customs Tariff Act, 1975.

The period of investigation (POI) for the present investigation is April 2018-March 2019 (12 months) and the injury investigation period is from 2015–2016, 2016–2017, 2017-2018 and the POI.

US DoC Finds AD & CVD on Imports of Stainless-Steel Kegs from China & Germany

US Department of Commerce announced affirmative final determinations in the antidumping duty and countervailing duty investigations of imports of refillable stainless-steel kegs from China and Germany, finding that exporters from these countries have sold stainless-steel kegs at less than fair value in the United States at rates ranging from 0 to 77.13% and 7.47%, respectively. In addition, Commerce determined that exporters from China received countervailable subsidies at rates ranging from 16.21 to 145.23%. In 2018, imports of stainless-steel kegs from China and Germany were valued at an estimated USD 16.4 million and USD 2.9 million, respectively.

The petitioner is the American Keg Company, LLC (Pottstown, PA). The US International Trade Commission is currently scheduled to make its final injury determinations on or about December 2, 2019. If the ITC makes affirmative final injury determinations, Commerce will issue AD and CVD orders. If the ITC makes negative final determinations of injury, the investigations will be terminated and no orders will be issued.

India to Replace Plastic Water Bottles in Trains with Stainless Steel Cans

The Print reported that if the Indian government has approved a consumer affairs ministry proposal, railway passengers, especially on premium trains such as Tejas Express and Vande Bharat Express, could soon get aluminium or steel water cans instead of plastic water bottles. Government officials told ThePrint that the ministry is in talks with the Steel Authority of India to produce these cans in two of the most common grades of food grade stainless steel 18/8 and 18/10, also known as Type 304. A source in the consumer affairs ministry said that “We are in talks with SAIL for making water bottles/cans for the railways’ Rail Neer brand. These will be initially offered to passengers aboard premium trains such as Tejas Express and Vande Bharat Express.”

The source said the government is also in consultation with private players, and an expression of interest has also been put up by PepsiCo and Coca Cola to introduce aluminium cans for drinking water, through their respective Aquafina and Dasani brands. The multinational giants are planning to sell drinking water in aluminium cans in the US by 2020.

Mr Siddhartha Singh, public relations officer of the Indian Railways Catering and Tourism Corporation said that “We will certainly consider steel/aluminium cans to replace plastic bottles and are resolved to replace plastic bottles phase-wise.”

Global Stainless Steel Consumption in H1 of 2019 up 2.3% YoY - ISSF

The International Stainless Steel Forum has released stainless steel consumption figures for all products (cold rolled flat, hot rolled flat and long products). Year on year changes are forecast at +2.4% for 2019 and at +4.4% for 2020.

PNG nickel mine Toxic Spill Will Have Long Lasting Effects

ABC Net reported that on one stretch of Papua New Guinea's coastline, the sea water turned bright red earlier this year. It was the result of at least 80,000 litres of toxic slurry spilling into a bay surrounding a processing plant for a nickel mine. Since then villagers have been afraid to fish and swim in the sea.

Now two scientific reports have been released with conflicting results about the impact of the mine and processing facility on the environment.
