Alabama, Florida, Georgia, Mississippi, South Carolina, and Tennessee formed a regional pact with Georgia to end coronavirus restrictions. They’re all run by Republicans loyal to President Trump who are moving much faster than any other region of the country to lift stay-at-home orders, even as coronavirus cases continue to climb throughout the region.

All six states also rejected Medicaid expansion, even as 36 other states adopted the plan to help more poor people get health coverage.

These states have refused for a decade to expand Medicaid, largely because it was a major plank of Obamacare, and the Republicans in those states refused to consider any part of Obama’s signature law even though it would have cost them little and helped ensure hundreds of thousands of people.

They make up six of the 14 states that refused to embrace the policy, including nine in the South. These holdout states have almost uniformly higher uninsured rates than anywhere else.

Almost 5 million more people would be eligible for healthcare if every state offered expanded Medicaid enrollment and took up the federal government’s offer to pay for most of the costs of insuring everyone who earns below 138% of the poverty line. Fully 92% of Americans who can’t get health insurance because their state governments have blocked Medicaid expansion live in the South, according to the nonpartisan Kaiser Family Foundation.

In these states, like many others, African Americans and Hispanics are much more likely to lack insurance than white people, and make up large portions of the uninsured.

Some conservative nonprofit groups are seeking financial help to weather the coronavirus crisis. Some liberal organizations are putting aside different qualms to make the same request.

WASHINGTON — Among the applicants for loans from the Small Business Administration’s stimulus package is the foundation arm of FreedomWorks, a conservative operation that advocates small government and made its name opposing bailouts.

“I would love someone to give us free cash,” said Adam Brandon, the president of FreedomWorks, which is working to build support for President Trump’s effort to reopen the economy.

WASHINGTON — For President Trump, who adores the pomp and precision of military ceremonies, this was the year he would finally get one of the special perks of being president — delivering the commencement address at West Point, the only service academy where he has not spoken.

But the graduation was postponed because of the coronavirus, the cadets were sent home and officials at the school were not sure when it would be held or even whether it was a good idea to hold it.

The Naval Academy, for its part, decided it was too risky to recall its nearly 1,000 graduating midshipmen to Annapolis, Md., for a commencement. Those graduates will have a virtual event. But the Air Force Academy, in contrast to the other schools, sent home its underclassmen, locked down its seniors on campus, moved up graduation, mandated social distancing — and went ahead with plans for Vice President Mike Pence to be its speaker.

And so last Friday, the day before Mr. Pence was to speak at the Air Force ceremony in Colorado, Mr. Trump, never one to be upstaged, abruptly announced that he would, in fact, be speaking at West Point.

That was news to everyone, including officials at West Point, according to three people involved with or briefed on the event. The academy had been looking at the option of a delayed presidential commencement in June, but had yet to complete any plans. With Mr. Trump’s pre-emptive statement, they are now summoning 1,000 cadets scattered across the country to return to campus in New York, the state that is the center of the outbreak.

“He’s the commander in chief, that’s his call,” said Sue Fulton, a West Point graduate and former chairwoman of the academy’s Board of Visitors. “Cadets are certainly excited about the opportunity to have something like the classic graduation, standing together, flinging their hats in the air.


“But everyone is leery about bringing 1,000 cadets into the New York metropolitan area for a ceremony,” she added. “It’s definitely a risk.”


Mr. Trump, like some of his predecessors, has used the annual commencement addresses at the country’s military academies to promote his foreign policy successes and project strength, something he needs to do in the middle of a pandemic that has kept him in the White House in the middle of an election year.

There will never be a better setting for the president to talk up the size and abilities of the United States military, and point to the uniformed ranks in front of him as examples of the patriotic Americans he has enlisted to fight the coronavirus and carry out his campaign promise from 2016 of winning “so much you’re going to get tired of winning.”

Donald Trump is warning “China will own the United States” if Joe Biden is elected president.

But Trump himself has taken on debt from China. In 2012, his real estate partner refinanced one of Trump’s most prized New York buildings for almost $1 billion. The debt included $211 million from the state-owned Bank of China — its first loan of this kind in the U.S. — which matures in the middle of what could be Trump’s second term.

Steps from Trump Tower in Manhattan, the 43-story 1290 Avenue of the Americas skyscraper spans an entire city block. Trump owns a 30 percent stake in the property valued at more than $1 billion, making it one of the priciest addresses in his portfolio, according to his financial disclosures.

Trump’s ownership of the building received a smattering of attention before and after his 2016 campaign. But the arrangement with the Bank of China in 2012 has gone largely unnoticed. The questions surrounding Trump’s ties to the Bank of China come as his campaign is claiming that Biden would be a gift to the Communist country and America’s chief economic rival.

ABUJA, Nigeria—Just hours after U.S. President Donald Trump suggested research into whether coronavirus might be treated by injecting disinfectant into the body, viral messaging about drinking such liquids or taking them intravenously began to spread across Nigeria on WhatsApp.

One typical message seen by The Daily Beast claims falsely that the U.S. government has “approved the use of disinfectants with high alcohol content and anti-microbial properties to treat patients with coronavirus.” Another WhatsApp message broadcast far and wide in this most populous African nation says disinfectants “work instantly” and Trump "has given the go ahead" for them to be used in COVID-19 treatment.
