Vind het vreemd dat universiteiten zonder gedegen screening schijnbaar lukraak iedereen uit het buitenland zomaar in dienst neemt ... zeer kwalijk!
Hoop dat de AIVD en de MIVD (en universiteiten) hier veel meer aandacht aan besteden en dit probleem serieus nemen.

From China to Japan, deadly cold is gripping East Asia. Experts say it’s the ‘new norm’

A deadly cold snap that is gripping East Asia has killed at least four people in Japan after subzero temperatures and heavy snow brought travel chaos during the Lunar New Year holiday, with climate experts warning that such extreme weather events had become the “new norm.”

China’s meteorological authority has also forecast big temperature drops in parts of the country and on Monday issued a blue alert for a cold wave – the lowest level in a four-tier warning system.

Mohe, China’s northernmost city, on Sunday saw temperatures drop to minus 53 degrees Celsius (minus 63.4 degrees Fahrenheit) – its coldest ever recorded, meteorologists said. Ice fog – a weather phenomenon that occurs only in extreme cold when water droplets in air remain in liquid form – is also expected in the city this week, local authorities said.

Other parts of Asia also felt the impacts of harsh cold weather.

Earlier this month in Russian Siberia, temperatures in the city of Yakutsk stood at minus 62.7 degrees Celsius (minus 80.9 degrees Fahrenheit) – a record for a place widely known as the world’s coldest city.

The cold was also felt in Afghanistan, where Taliban officials reported the deaths of at least 157 people as the country experiences one of its coldest ever winters with minimal humanitarian aid. Officials said temperatures in early January had plummeted to as low as minus 28 degrees Celsius (minus 18 Fahrenheit).

Yeh Sang-wook, a climate professor at Hanyang University in Seoul, attributed the extreme cold wave on the Korean Peninsula to Arctic winds from Siberia, adding that the cold wave in South Korea this year was partly due to the melting of Arctic ice caps from a warming climate.

“There has been a record melting last year and this year,” he said. “When sea ice is melted, the sea opens up, sending up more vapor into air, leading to more snow in the north.”

As climate change worsens, the region would face more severe cold weather in the future, he said.

“There is no other (explanation),” he said. “Climate change is indeed deepening and there is a consensus among global scientists that this kind of cold phenomenon will worsen going forward.”

Kevin Trenberth, from the US National Center for Atmospheric Research (NCAR), agreed that “extreme weather events are the new norm,” adding, “we certainly can expect that weather extremes are going to be worse than they were before.”

He also pointed to the El Niño and La Niña climate pattern cycles in the Pacific Ocean that affect weather worldwide.

La Niña, which typically has a cooling effect on global temperatures, is one of the reasons for the current cold snap, he said.

“There’s certainly a large natural variability that occurs in the weather but … we often hear about the El Nino phenomenon and at the moment we’re in the La Niña phase. And that certainly influences the kinds of patterns that tend to occur. And so that’s a player as well,” he said.

Nederland en Japan lijken nieuwe exportregels China te steunen - media

Geen officiële aankondiging verwacht.

(ABM FN-Dow Jones) Nederland en Japan lijken zich achter de plannen van de Verenigde Staten te scharen om nieuwe exportregels voor halfgeleiders op te leggen voor China. Dit meldde persbureau Bloomberg vrijdag op basis van bronnen.

Amerikaanse, Nederlandse en Japanse afgevaardigden zouden vandaag de gesprekken kunnen afronden over nieuwe beperkingen rond de levering van technologie aan Chinese bedrijven, zo schreef Bloomberg. Donderdagavond laat zouden de gesprekken in Washington nog in volle gang zijn.

Bloomberg meldde dat het onwaarschijnlijk is dat de landen met een gezamenlijke aankondiging komen met de beperkingen die worden opgelegd.

In Nederland zullen de beperkingen vooral gelden voor technologie van ASML. In Japan gaat het om technologie van Nikon.

Eerder deze maand meldde Bloomberg al dat de landen met elkaar in gesprek zijn over een exportverbod. Toen werd gemeld dat ook Zuid-Korea bij deze gesprekken aanwezig is.

"Het zal veel inspanning kosten om tot een deal te komen", zo liet de Amerikaanse ambassadeur van Japan, Rahm Emanuel, eerder deze maand weten.

Japan, Netherlands to join US in restricting chip equipment exports to China-Bloomberg

TOKYO, Jan 27 (Reuters) - Japan and the Netherlands will soon agree to join the United States in restricting exports of semiconductor manufacturing equipment to China, Bloomberg News reported.

Talks between the countries will conclude as early as Friday, with the Netherlands restricting ASML Holding NV (ASML.AS) from selling machines to China used to make certain types of advanced chips, Bloomberg reported, citing people familiar with the matter.

Deputy Chief Cabinet Secretary Seiji Kihara, a government spokesperson, said Japan would make "appropriate steps" based on the United States' and other nations' regulatory moves. He declined to comment further when asked about the report at a Friday afternoon media briefing.

Sources have told Reuters that a deal between Dutch and U.S. officials could be clinched by the end of the month as representatives from the two countries meet in Washington on Friday.

China noemt de eilanden Diaoyu terwijl Japan ze Senkaku noemt. Volgens de Chinese kustwacht waren vijf Japanse schepen illegaal de territoriale wateren van de Diaoyu-eilanden binnengevaren voordat ze werden weggejaagd. "We dringen er bij de Japanse zijde op aan om onmiddellijk alle illegale activiteiten in deze wateren te stoppen en ervoor te zorgen dat soortgelijke incidenten niet meer gebeuren", zei een kustwachtwoordvoerder volgens staatsomroep CCTV.

Chinese economie in januari flink hersteld

Zowel groei in industrie als dienstensector.

(ABM FN-Dow Jones) De Chinese economie stond er in januari weer een stuk beter voor. Dit bleek dinsdag uit cijfers van de Chinese overheid.

De inkoopmanagersindex voor de Chinese industrie bleek volgens de officiële cijfers te zijn gestegen van 47,0 in december naar 50,1 in januari. Wel was er door analisten een nog hogere index voorzien, van 50,4.

De inkoopmanagersindex voor de dienstensector kwam in januari uit op 54,4. Dat was 41,6 een maand eerder.

Een indexstand groter dan 50 wijst op groei, terwijl minder dan 50 krimp betekent.

VS trekken exportvergunning voor Chinese Huawei in - media

Volgende stap in de handelsoorlog tussen VS en China.

(ABM FN) De Amerikaanse regering is gestopt met het goedkeuren van vergunningen voor Amerikaanse bedrijven die aan het Chinese Huawei willen leveren. Dit meldde persbureau Reuters dinsdag op basis van bronnen.

Huawei wordt al enkele jaren geconfronteerd met Amerikaanse exportbeperkingen wat betreft belangrijke componenten voor 5G en andere technologieën.

Het Amerikaanse ministerie van Handel gaf niettemin toestemming aan sommige Amerikaanse bedrijven om bepaalde producten toch aan het Chinese bedrijf te verkopen. Zo kreeg Qualcomm in 2020 toestemming om 4G-smartphonechips te verkopen aan Huawei.

Volgens de bronnen zouden voortaan producten die te maken hebben met 5G, maar ook met 4G, Wifi 6 en 7, kunstmatige intelligentie en high-performance computing en cloud technologie niet langer geleverd mogen worden.

Vergunningen voor onderdelen voor 4G die niet voor 5G kunnen gebruikt worden, kregen eerder wel een exportvergunning en nu niet meer.

Een woordvoerder van het ministerie van Amerikaans Handel zei dat het beleid en de regelgeving met betrekking tot de handel met China voortdurend geëvalueerd worden.

Huawei en Qualcomm weigerden op hun beurt ook commentaar te geven aan Reuters.

BEIJIING/PRAAG (ANP/RTR) - De nieuwe Tsjechische president Petr Pavel heeft als een van zijn eerste daden een telefoongesprek gevoerd met Tsai Ing-wen, de leider van Taiwan. Pavel, pas afgelopen zaterdag verkozen als president, heeft door het telefoontje nu al de woede van China gewekt, dat hem onbetrouwbaarheid verwijt.

Volgens Beijing houdt Pavel zich niet aan het één-Chinabeleid, dat Tsjechië eerder wel volgde. Dat houdt in dat alleen de Volksrepubliek China als het echte China wordt gezien en dat Taiwan een afvallige provincie is. Taiwan heeft formeel geen banden met Praag, maar het telefoongesprek lijkt een diplomatieke doorbraak, zeker omdat Pavel door de snelle timing van het gesprek toont de situatie op het eiland belangrijk te vinden.

China heeft zijn grote ontevredenheid uitgesproken en bij Tsjechië protest aangetekend. Volgens het ministerie van Buitenlandse Zaken legt de Tsjechische draai een gebrek aan geloofwaardigheid bloot.

Pavel is een oud-generaal die een westerse koers wil varen. In tegenstelling tot zijn tegenstander bij de presidentsverkiezingen wil hij bijvoorbeeld Oekraïne blijven steunen in de oorlog tegen Rusland.

Cold Snap Grips Asia

Over the past two weeks, polar vortex-induced freezing weather has seen all-time cold temperature records tumble across Central and Eastern Asia. This included China's coldest temperature ever. On January 22, Mohe in the country's northernmost Heilongjiang province recorded a chilly -53°C/-63.4°F, the lowest temperature ever measured in China.

Previously, Tongulah in Siberia, Russia, had recorded -62.7°C/-80.9°F, a new record low for the town. As the icy weather moved West to East, Northern India also experienced near-record chill, while Nokkundi in the Balochistan province of Pakistan repeated an all-time record for its coldest-ever temperature at -10°C/+14°F. 160 people perished in Afghanistan over the past 14 days when temperatures dropped way below their usual levels.

On January 25 and 26, the cold hit Japan, causing several local record lows to fall - for example in Otawara in the central Tochigi prefecture, which recorded -16.4°C/+2.5°F. In subtropical Southern Japan, Kousa in Kumamoto prefecture chilled down to -9°C/+15.8°F - a new record low. At the same time, Maniwa in the Okayama prefecture's Chugoku mountains broke its snowfall record after receiving a fresh 93 cm/36 inches in just 24 hours. While just short of a new record, Kamishihoro on Hokkaido recorded -24.9°C/-12.8°F on January 27 - the second-coldest temperature ever in the town and the lowest ever recorded in January. The chilly weather also reached South Korea, Taiwan and finally Southeast Asia, but no records were broken there.

The cold is in stark contrast with recent heatwaves that also hit the Asian continent. According to climatologist M. Herrara via Twitter, Myanmar at the end of January broke high temperature records for January in two locations when the mercury approached +30°C/+86°F. Right after the cold snap, China set new record highs for January in Yunnan province when Kunming hit +24.1°C/+75.4°F and Yuanmou recorded +31.6°C/+88.9°F.

The polar vortex is cold air that normally circulates around the Earth's poles but can occasionally extend further away from them. While climate scientists are still trying to find out whether human-made alterations to global climate can indeed make the polar vortex more unstable, climate change is generally believed to exaccerbate extreme weather phenomena.

Hongkong wil toerist terug: half miljoen gratis tickets

HONGKONG (ANP/AFP/BLOOMBERG) - Hongkong geeft meer dan een half miljoen gratis vliegtickets weg in een poging om toeristen te lokken. De toeristenstroom is na eerdere coronabeperkingen verre van hersteld en daarom start de regering de opvallende campagne die de naam ’Hello, Hong Kong’ draagt.

Vanaf maart worden 500.000 tickets voornamelijk weggegeven door de lokale luchtvaartmaatschappijen Cathay Pacific Airways, HK Express en Hong Kong Airlines. Ze worden op verschillende manieren verdeeld, bijvoorbeeld middels loterijen en acties voor een tweede gratis ticket.

Strenge maatregelen
Hongkong verwelkomde vorig jaar slechts 605.000 toeristen. In 2019 ging het om bijna 56 miljoen toeristen. In de metropool, waar mensen pas sinds begin 2022 massaal met het coronavirus besmet raakten, golden net als in China zeer strenge maatregelen om het virus in bedwang te houden. De Hongkongse leider John Lee beloofde „geen isolatie, geen quarantaine en geen beperkingen” tijdens de start van de campagne. „Dames en heren, dit is waarschijnlijk ’s werelds grootste welkom ooit.”

(ABM FN-Dow Jones) De Chinese dienstensector is in januari weer gegroeid. Dit bleek vrijdag uit cijfers van S&P Global.

De inkoopmanagersindex voor de dienstensector kwam in januari uit op 52,9 tegen 48,0 in december.

De index voor de Chinese industrie bleek woensdag te zijn gestegen van 47,0 in december naar 49,2 in januari.

De samengestelde index steeg zo van 48,3 naar 51,1. Dat is de eerste keer in vijf maanden dat de index boven 50 noteert.

Een indexstand groter dan 50 wijst op groei, terwijl minder dan 50 krimp betekent.

The US Central Intelligence Agency director, William Burns, said on Thursday that the Chinese president Xi Jinping’s ambitions toward Taiwan should not be underestimated, despite him likely being sobered by the performance of Russia’s military in Ukraine.

Burns said the United States knew “as a matter of intelligence” that Xi had ordered his military to be ready to conduct an invasion of self-governed Taiwan by 2027.

“Now, that does not mean that he’s decided to conduct an invasion in 2027, or any other year, but it’s a reminder of the seriousness of his focus and his ambition,” Burns told an event at Georgetown University in Washington.

“Our assessment at CIA is that I wouldn’t underestimate President Xi’s ambitions with regard to Taiwan,” he said, adding that the Chinese leader was likely “surprised and unsettled” and trying to draw lessons by the “very poor performance” of the Russian military and its weapons systems in Ukraine.

Pentagon tracking suspected Chinese spy balloon over the US

The US is tracking a suspected Chinese high-altitude surveillance balloon over the continental United States, defense officials said on Thursday, a discovery that risks adding further strain to tense US-China relations.

Pentagon spokesman Brig. Gen. Patrick Ryder said the US government has been tracking the balloon for several days as it made its way over the northern United States, adding it was “traveling at an altitude well above commercial air traffic and does not present a military or physical threat to people on the ground.”

Speaking on background, a senior US defense official said senior military officials had advised President Joe Biden not to shoot it down due to fear the debris could pose a safety threat to people on the ground.

“We are confident that this high-altitude surveillance balloon belongs to the [People’s Republic of China],” the senior defense official said. “Instances of this activity have been observed over the past several years, including prior to this administration.”

While the balloon’s current flight path carries it over “a number of sensitive sites,” the official said it does not present a significant intelligence gathering risk. The balloon is assessed to have “limited additive value” from an intelligence collection perspective, the official added.

The US, the official said, is “taking steps nevertheless to protect against foreign intelligence collection of sensitive information. We are also tracking what abilities it could have in gaining insights, and continue to monitor the balloon as it was over the continental United States.”

Balloon drama is the worst possible lead up to expected Blinken visit to China

It’s hard to imagine a worse warm up for Secretary of State Antony Blinken’s critical talks in Beijing, which are expected in the next few days, than news that a suspected Chinese spy balloon is floating merrily across the US.

The Pentagon says it’s been tracking the balloon – the size of three buses, according to a defense official – for several days but made the decision not to shoot it down. It reasoned that the balloon was wafting well above commercial and military air lanes – and that it was not a huge intelligence threat.

This seems a reasonable position since Chinese surveillance satellites with a far greater capacity for espionage are known to hover in space over the US. And officials said it’s not the first time the US has tracked one of Beijing’s balloons during this and previous administrations.

This is hardly a DEFCON-1 situation. But the balloon offers a perfect glimpse into one of the most destructive factors driving the US and China toward confrontation. The politics of the world’s most critical geopolitical relationship are so torqued in both countries that any incident can set off a new round of recriminations. That’s what Blinken is traveling to Beijing to address.

Washington is already in an uproar.

Republicans – always keen to portray President Joe Biden as soft on China, even though he’s actually been at least as tough as ex-President Donald Trump – are up in arms over what they are portraying as a violation of US sovereignty.
