Petrobras ended lease a platform of SBM Offshore, a Dutch company accused by the Comptroller General of the Union (CGU) to pay bribes to government officials in exchange for contracts. The drive is disconnected from the Marlim Sul field in the Campos Basin - the most productive second in the country. According to the state, the end of the contract was caused by disagreement "between the Parties on new conditions", without detailing the divergent positions between the companies.
SBM confirmed to the prosecutor of the Netherlands payment of $ 139 million in bribes to "public officials" for contracts and privileged information of the state. The CGU also investigating the case, and has identified "serious irregularities" in the charter contracts of eight units, totaling about $ 27 billion. According to the Comptroller, there is involvement of at least 14 "employees, former employees and former directors" in the scheme, and also investigates other employees of the State.
The internal state of the inquiry, held last April, found no evidence of irregularities. However, in November, the president of the state, Grace Foster, confirmed that it was informed by the SBM corruption. "We received information that there was very SBM payment of bribes to Petrobras employee," said the executive. The Dutch company is suspended new bids of state since May of last year.
According to Petrobras, the cost of the charter of the FPSO Marlim Sul was about £ 13 million a month. The unit was rented since 2004, the contract had been renegotiated since winning in December.
The state also said that no new charter forecast for the field, indicating that the option to save the charter of resources when running through cash difficulties and can not seek new financing on the market without the disclosure of their book audited results.
The wells that were connected to the unit will be connected to other platforms such as the P-40 and P-56. "Given that there will be the relocation of the wells for other platforms, there will be no impact on the company's production forecasts in the medium term. Note that there will be no reduction in the field recovery factor," Petrobras said.
The decision not to execute new agreement for the field contradicts the review of the Development Plan of the field, approved last year by the National Petroleum Agency (ANP). The new plan envisaged the installation of a new production unit in the field by 2017, with the aim of reducing productivity loss in the Campos Basin. According to Petrobras, the implementation of a new unit in place, as required by the ANP, "is still under discussion."
