Stage 6 Emission Standard to be implemented in Shanghai

China's Stage 6 Emission Standard applying to light-duty vehicles will officially come into effect in Shanghai from July 1, 2019. This standard applies to light-duty vehicles primarily powered by gasoline or diesel. The document said the China 6 Standard would take effect beginning on July 1, 2020.

Some important details of the China 6 standard include:
China 6b targets reductions of 50% for hydrocarbons, 40% for NOx and 33% for PM over Euro 6 levels
RDE requirements apply starting July 2023 (China 6b implementation date) with China 6b NOx and PN limits and a conformity factor of 2.1. Cold starts are excluded and only the moving average window data evaluation method is used.
Testing is to be carried out over the WLTP cycle
Unlike Euro 6, an N2O limit is applied
China 6 OBD requirements are based on California OBD II regulations
China 6 gasoline vehicles must also meet an evaporative emission (SHED) limit 0.70 g for Type 1 and Type 2, Category I vehicles, 0.90 for Type 2, Category II vehicles and 1.20 g for Type 2, Category III vehicles.
Emission durability requirements for China 6 are 160,000 km.

Apart from Shanghai, there were several provinces and cities in China such as Hangzhou, Hainan, Tianjin, Beijing, Guangzhou, Shandong, Chengdu, Hebei and Shaanxi whose local governments have announced the plan to formally implement the China 6 prior to the official required time.

China's JCHX signs CNY 252.8 million mine construction deal in Serbia

See News reported that a unit of Chinese group JCHX Mining Management's unit has signed a CNY 252.8 million contract with Serbian miner Rakita Exploration for the construction of a gold and copper mine in the Timok project in eastern Serbia. The contract was signed by JCHX Kinsey Mining Construction doo Bor, a wholly-owned subsidiary of JCHX Mining Management, the Chinese group said in a filing with the Shanghai Stock Exchange on Monday.

JCHX Mining Management said that the construction works are expected to start on July 1 and to be completed by July 2021.

In 2017, Rakita, owned by Canadian company Nevsun Resources and US-based Freeport-McMoRan, said it expects to complete the construction of a mine in the Cukaru Peki Upper Zone of the Timok copper-gold project in 2021. Nevsun said in December 2018 that China's Zijin Mining Group was successful in the offer to purchase all of its 276,820,575 issued and outstanding common shares for USD 6.0 Canadian apiece. The shares represent 89.37% of the total issued and outstanding Nevsun shares on a fully diluted basis.

Fosun gets USD 4.2 billion for China’s first private high-speed railway - Report

Global Construction Review reported that Chinese conglomerate Fosun has agreed a USD 4.2 billion loan from a consortium of banks to build the country’s first high-speed railway that is majority owned by a private company. Approved by the Chinese government in June last year, the plan is to build a 227km rail line in Zhejiang Province in eastern China. The line will allow trains to travel at 350km/h between the cities of Shaoxing and Taizhou. Fosun will own 51% of the project, with the remainder being held by state-owned China Railway, the Zhejiang Communications Investment Group and the government of Zhejiang.

The loan was agreed with China Development Bank, the Industrial and Commercial Bank of China, China Construction Bank, Agricultural Bank of China and two others. The railway is expected to be completed in 2021 and will operate for 30 years.

Anhui Jinrisheng to add 1.3 million tonne per year iron ore capacity

Mysteel reported that Anhui Jinrisheng Mining Co, a privately-owned mining company in Lu’an, East China’s Anhui province, plans to commission 1.3 million tonnes per year iron ore concentrates capacity by the end of 2019 to better serve the growing need from the local steel mills, a company official confirmed on April 29.

According to the company official, all the planning and construction of the underground mining project was supposed to complete at the end of 2018 but the commissioning has been delayed until this year, “as the iron ore price was rather weak last year”. The newly-commissioned project, the second of Jinrisheng’s.

Chinese import curbs still impacting Australian thermal coal cargoes - Platts

Platts reported that Ships laden with Australian coal are continuing to experience extended waiting times and discharge delays at Chinese ports as China prepares to start its May Day holidays later this week. An east China-based trader noted that with the week-long May Day holiday starting on Wednesday, coal vessels are expected to be delayed for an even longer period as unloading is not allowed during public holidays. The holiday in China will start on Wednesday, right up till Saturday, according to a Chinese government website.

S&P Global Platts cFlow vessel tracking software has identified nine ships carrying cargoes of Australian coal loaded from ports including Abbot Point, Dalrymple Bay, and Newcastle, that are currently stationary off ports in eastern and southern China.

Beijing’s import restrictions on cargoes of this origin is entering its third successive month, after China quietly imposed tighter restrictions for Australian coal cargoes, including protracted customs clearance times of one to two months, in early-March.

The east China-based trader said that “There was talk that [import] policies might change after the Australian Federal election on May 18, but we don’t see any signs of the policies easing yet, and it probably also depends on the new government’s attitude towards China.”

Market sources had speculated that the import curbs on Australian coal cargoes were put in place as a result of strained bilateral ties between Australia and China, but officials from both countries had dismissed such views.

China-based market sources said that before the import curbs were imposed, the process of unloading for customs clearance took about 20 days. However, the delays have been extended to about 40 days, to as long as even two months, depending on the discharge ports.

South African activists slam decision to pump water to coal mines - Report

Bloomberg reported that South African environmental groups have challenged the government’s decision to grant permission for a water project which aims to supply developments for its future coal reserves. Environmental groups Earthlife Africa and groundWork said in an appeal to the Department of Environmental Affairs “Authorising a part of the Mokolo Crocodile (West) Water Augmentation Project, which would pump water to the coal-rich Waterberg region, is unlawful because the development must be socially, environmentally and economically sustainable.”

The groups represented by attorneys at the Centre for Environmental Rights argue that damage to human health and the environment that’s caused by the projects would exceed the benefits of cheap power.

Makoma Lekalakala, director of Earthlife Africa, said in a statement "A water transfer scheme that is intended purely to enable a number of unnecessary, not to mention harmful, coal developments, is a reckless use of our limited water.”

South Africa relies on coal for more than 90% of its power generation. The Waterberg area has been considered the country’s future supply of supply. It’s also the planned location of both proposed power station projects and Exxaro mines.

Czech President hails China's involvement in highway construction

MENAFN reported that Czech President Mr Milos Zeman has confirmed his welcome to China's participation in highway construction in the Czech Republic. He said "In the construction of motorways, I will bring the commitment of one of the world's largest construction companies, CITIC Group, to be ready to immediately send a design team to the Czech Republic and participate in this work."

According to him, he recently saw nice billboards on which it was written highway, highway, highway in the country.

JinkoSolar is expanding mono wafer production capacity of 5GW in Sichuan Province

JinkoSolar Holding Co Ltd announced that it is expanding its high efficiency mono wafer production capacity with the construction of a new greenfield 5 GW mono wafer production facility in Leshan, Sichuan Province, China. The Company's mono wafer capacity was 5.7 GW as of December 31, 2018, which increased to 6.5 GW as of March 31, 2019 through improvements in both production output and efficiency. The new facility is expected to increase the Company's mono wafer capacity from 6.5 GW to 11.5 GW upon completion. The Company has signed an investment agreement and completed feasibility reports and project design planning for the Sichuan production facility. The new facility is currently under construction and is expected to begin production in third quarter of 2019 and reach full capacity in the fourth quarter of 2019.

JinkoSolar wins over 10.7 GW in orders for 2019

JinkoSolar Holding Co Ltd announced that it has already secured over 10.7 GW in orders for 2019. The signing of several large supply agreements in Vietnam, Mexico, Spain and a number of other markets has allowed JinkoSolar to secure in record time over 10.7 GW in orders for 2019. Overseas orders with fixed terms and conditions account for the vast majority of the secured orders. Installations in China are expected to pick up during the second half of 2019. This record-high 10.7 GW order book consists primarily of high efficiency products like Cheetah, which highlights a clear trend taking place in global markets with demand shifting towards high-efficiency products.

China Zhongwang posts 74.1% increase in revenue in Q1 of 2019

Chinese industrial extruded aluminium titan China Zhongwang Holdings Limited announced results for the first quarter. Stronger demand for industrial aluminium during the quarter helped boost the firm’s bottom line in Q1. In the year’s opening three months Zhongwang reported a sales volume of 262,025 metric tonnes, up by 101% on the year from last year’s first-quarter sales volume of 130,385 metric tonnes. The firm chalks up the increase to a strong demand for aluminium alloy formwork and fabricated products from the transportation segment along with increased capacity utilization of flat-rolling and industrial aluminium extrusion. Revenue for the first quarter totaled CNY6,195 million, besting last year’s first-quarter total of CNY 3,558 million by 74.1%. Zhongwang’s gross profit for the quarter came to CNY 1,765 million, a 62.3% rise on the year from last year’s opening quarter gross profit of CNY 1,088 million. Net profit for Zhongwang’s first quarter totaled CNY 618 million, good for a 15.4% improvement on the year from last year’s first-quarter net profit of CNY 535 million.

Mr Lu Changqing, Chairman and President of China Zhongwang said that “Riding on the upgrades of aluminium alloy applications, China Zhongwang has been strategically investing in R&D and optimising the product portfolio in response to the changing clientele mix and market demand. In light of the production capacity utilisation ramp-up, flat-rolled products, industrial aluminium extruded products, aluminium alloy formwork, further fabricated parts of new energy vehicles and large-sized parts for rail vehicles achieved outstanding results, resulting in stable growth of the Group’s overall performance.”

During the previous quarter the product efficiency of aluminium flat rolling operations at Tianjin improved, noted the firm, which boosted both sales volumes and profitability of flat-rolled aluminium in the quarter. In addition, flat-rolled automotive aluminium products were approved for OEM use in the quarter, and a second automotive aluminium line at the plant carried out trial runs last quarter, with an aim at entering full production by year’s end.

China metals imports robust despite macro doubts – Mr Andy Home

Mr Andy Home wrote in Reuters that industrial metal markets are taking a breather as they await tangible evidence that China’s latest stimulus package is feeding through to a flagging manufacturing sector. April’s purchasing managers indices, weaker than expected but still just in expansion territory, mean the collective guessing game continues. More certain is the strength of China’s imports in the first quarter of this year.

Copper imports almost matched last year’s record pace, while China continues to soak up refined zinc and lead to fill domestic market shortfalls. Refined nickel imports have been slower than last year but inbound shipments of nickel raw materials continue to boom. China’s exports of aluminum semi manufactured products tend to grab the headlines but equally significant are shifts in the country’s trade in bauxite and alumina. The tin trade picture is different, with China consolidating its position as a consistent net exporter even though imports of raw materials are falling. Refined copper imports slowed over February and March but the first-quarter total of 839,000 tonnes was down by only a marginal 1.6% on 2018, when imports hit a record 3.8 million tonnes. Scrap imports slumped by 32% last year and they fell another 38 percent to 343,000 tonnes in the first quarter of 2019.

Robust imports may in part just be the normal restocking as the country gears up after winter and the Lunar New Year holidays. An extra element to the mix this year, however, might be the continuing disruption to scrap flows as Beijing steadily tightens the purity threshold for imports.

China treft voorbereidingen voor reis naar Washington

(ABM FN-Dow Jones) De Chinese handelsdelegatie treft voorbereidingen om later deze week naar Washington af te reizen. Dit zei woordvoerder Geng Shuang van het Chinese ministerie van Buitenlandse Zaken maandag volgens onder meer de SouthChina Morning Post.

"De Chinese delegatie is zich aan het voorbereiden om naar de VS te gaan voor de onderhandelingen", aldus de zegsman.

Voor woensdag staan onderhandelingen gepland in de VS, nadat vorige week "productieve" gesprekken plaatsvonden in Beijing.

Zondag voerde de Amerikaanse president Donald Trump de druk op Beijing op door te dreigen met hogere importheffingen als er deze week geen deal wordt gesloten.

Volgens The Wall Street Journal kwamen deze tweets voor China als een verrassing en zou worden overwogen niet af te reizen. Beijing zou niet willen zwichten voor de druk van Trump.

De Chinese woordvoerder nuanceerde volgens de SouthChina Morning Post de uitspraken van Trump door te zeggen dat de VS al veel vaker dreigden de heffingen te zullen verhogen. "De positie van China is duidelijk en Amerika is daar heel goed van op de hoogte", aldus Geng Shuang, die hoopt dat er een deal komt waarvan beide partijen profiteren.

De Amerikaanse president Trump schreef zondag op Twitter dat de onderhandelingen met China over een handelsdeal niet snel genoeg gaan.

"De handelsdeal met China gaat door, maar te traag, aangezien ze proberen te heronderhandelen. Nee!", aldus de Amerikaanse president.

Trump wees erop dat China nu 10 maanden importheffingen betaalt. Daarbij gaat het om heffingen van 25 procent op 50 miljard dollar aan high tech importen en 10 procent over 200 miljard dollar aan andere goederen.

"Deze betalingen zijn deels verantwoordelijk voor onze geweldige economische resultaten", aldus Trump, die er op wees dat de heffingen van 10 procent vrijdag worden verhoogd naar 25 procent.

Ook zijn er volgens de president nog 325 miljard dollar aan Chinese importgoederen die niet worden belast, maar dat zal snel naar 25 procent gaan, dreigde Trump.

Chinese dienstensector groeit nipt harder

(ABM FN-Dow Jones) De bedrijvigheid in de Chinese dienstensector is in april in een iets hoger tempo gegroeid dan een maand eerder. Dit bleek maandag uit cijfers van Markit Economics en Caixin.

De inkoopmanagersindex voor de dienstensector kwam uit op 54,5, na een stand in maart van 54,4.

Vorige week bleek dat de inkoopmanagersindex voor de Chinese industrie in april was gedaald van 50,8 naar 50,2.

Daarmee daalde de samengestelde index van 52,9 in maart naar 52,7 in april.

"Per saldo oogt de Chinese economie in april veerkrachtig", zei econoom Zhengsheng Zhong van CEBM Group.

Een indexstand van meer dan 50 geeft aan dat er sprake is van groei, terwijl een cijfer beneden de 50 wijst op krimp.

Vicepremier China naar VS om handelsoverleg

PEKING (AFN/RTR/BLOOMBERG) - De Chinese vicepremier Liu He gaat op 9 en 10 mei naar de Verenigde Staten voor handelsoverleg. Dat heeft het Chinese ministerie van Handel bekendgemaakt. Hij gaat in op een uitnodiging van de Amerikaanse minister van Financiën Steven Mnuchin en handelsgezant Robert Lighthizer.

Eerder waren er berichten dat het bezoek van Liu aan de VS op losse schroeven zou staan, omdat president Donald Trump nieuwe importheffingen heeft ingesteld. Washington verhoogt vrijdag de importtarieven op sommige producten uit China naar 25 procent. Ook worden er meer artikelen aan de lijst toegevoegd.

Daarmee wil Trump de druk op China in de slepende handelsoorlog verhogen. Een door Trump eerder aangekondigde verhoging van de tarieven, die in maart zou ingaan, werd opgeschort op basis van onderhandelingen tussen beide landen in februari.

De Franse minister van Financiën Bruno Le Maire deed dinsdag een oproep aan de VS en China om de handelsspanningen niet te laten escaleren. Volgens hem is een oplaaiende handelsoorlog de grootste bedreiging voor de wereldwijde economische groei.

Amerikaanse handelsgezant beschuldigt China van terughoudendheid

(ABM FN-Dow Jones) De Amerikaanse handelsgezant Robert Lighthizer beschuldigt China van terughoudendheid in zijn toezeggingen tijdens de lopende onderhandelingen over een handelsakkoord met de Verenigde Staten.

"Afgelopen week hebben we bij China het nodige aan bereidwilligheid zien wegebben", aldus Lighthizer in een verklaring. "Zelfs al gedane toezeggingen werden weer onderwerp van discussie", aldus de gezant in Washington tegenover verslaggevers.

Aanstaande vrijdag, zo dreigde de Amerikaanse president Donald Trump zondag al, gaat een tarief van 10 procent over 200 miljard dollar aan Chinese importgoederen omhoog naar 25 procent.

Aanvankelijk werden de mededelingen van de Amerikaanse president Donald Trump omtrent de maatregel gezien als een pressiemiddel, maar de kijk op zaken van Lighthizer lijkt dit beeld wat bij te stellen.

Lighthizer verwacht donderdag en vrijdag met China verder te kunnen onderhandelen. Daarmee zouden de gesprekken iets lager beginnen dan de aanvankelijk gecommuniceerde woensdag.

OMAHA, Neb. (AP) — Investor Warren Buffett says if the U.S. has a full-blown trade war with China, it will be bad for the entire world.

Buffett appeared on CNBC Monday with Berkshire Hathaway Vice Chairman Charlie Munger and Microsoft co-founder Bill Gates, who serves on Berkshire's board. Over the weekend, roughly 40,000 people attended Berkshire's shareholder meeting in Omaha, Nebraska.

Trump said over the weekend that he may impose 25 percent tariffs on more Chinese imports, and financial markets initially plunged. The Dow fell 500 points before recovering somewhat to a decline of about 200 points by midday Monday.

Buffett said Trump is making a "nuclear threat" that may bring the Chinese to the table. But it's impossible to predict the outcome because both countries' leaders are used to getting their way.

"It's a dangerous game," Buffett said.

Munger said a trade agreement that includes some tariffs and both sides feeling somewhat disappointed would be a good thing.


"A good settlement is better than a lovely world war," Munger said.

Gates said the rational thing would be for both sides to agree to a trade deal.

China targets steel industry as latest front in its war on pollution

South China Morning Post reported that China has shifted its focus in the battle for clean air to the steel industry after cutting emissions from coal power plants, the former top polluter. On Sunday, the Ministry of Ecology and Environment and four other ministries released a joint directive intended to ensure steel mills in the country’s most polluted regions meet ultra low emission standards by 2025. The announcement cited a leading environmental scientist’s estimate that the measure could reduce particulate emissions in areas around Beijing and the Yangtze River Delta by around 20% and lower the concentration of PM 2.5, the deadliest small particles, by as much as 9%.

According to the latest plan, steel plants much comply with ultra-low emission standards, which means that sinter plants will have to reduce emissions of particulate matter, sulphur dioxide and nitrogen oxide to 10, 35, and 50 milligrams per cubic metre respectively, as opposed to the current standards of 50, 200 and 300 mg/m3.

The goal is for 60% of steel mills in key regions to have completed the transformation by 2020 and 80% of steel plants in the country to complete it by 2025. Plants that complete the upgrades will receive more support on taxes, finance, and environmental protection policies.

Mr Ma Jun, director of a Beijing-based NGO, the Institute of Public and Environmental Affairs, said “The enforcement of the new standards will have a positive effect. In the long run, it’s beneficial for the industry.”

China is the world’s top steel producer. Last year its crude steel production reached 928.3 million tonnes. Production is highly concentrated in the northern Beijing-Tianjin-Hebei area, causing severe pollution in this region.

PEKING (AFN) - De Chinese export is in april gegroeid, maar veel minder sterk dan verwacht. Dat bleek woensdag uit douanecijfers. De import groeide daarentegen weer sterker dan voorzien.

De uitvoer nam met 3,1 procent op jaarbasis toe. Economen rekenden in doorsnee op 8 procent. De invoer nam met 10,3 procent toe ten opzichte van vorig jaar, waar kenners rekenden op 3 procent. Daarbij werd gerekend in yuan. Het handelsoverschot kwam uit op 93,6 miljard yuan.

VS formaliseren verhoging tarieven Chinese import

(ABM FN-Dow Jones) De Amerikaanse overheidsinstantie die onderhandelt over handelsverdragen heeft officieel aangekondigd dat de importheffingen op naar schatting 200 miljard dollar aan Chinese goederen met ingang van vrijdag worden verhoogd van 10 naar 25 procent.

Deze stap werd algemeen verwacht na de recente uitspraken van de Amerikaanse president Trump en zijn minister van financiën. De Verenigde Staten beklagen zich erover dat China eerdere toezeggingen heeft ingetrokken op belangrijke punten in het handelsoverleg.

"In de meest recente onderhandelingen, heeft China ervoor gekozen om terug te komen op specifieke toezeggingen die in eerdere rondes waren overeengekomen", stelde het document op de website van de Amerikaanse handelsgezant. "Gezien het gebrek aan voortgang in gesprekken met China, heeft de President de handelsgezant opgedragen om de aanvullende invoerheffing te verhogen naar 25 procent."
