Orange can’t (and does not need to) buy kpn.... They couldn’t think even about Bouygues that would really change French/eu telcos’ sector .... (take a look at the stock's reaction on Jul 2). So, orange it's just empty rumors.
Years ago Orange approved its "strategic plan" till 2015. They expected essential clients’ growth from developing markets mainly in Africa. However, because of several basic reasons that “strategic plan” appeared to be too “myopic”.... They didn’t take into account many other dimensions/factors (local turbulence, economic instabilities, political risks, etc, etc.), assuming to play just within one trivial dimension - some delay in clients' coverage.
Because of several acquisitions, for instance, that meaningless (from market prospects) “swap” in Egypt, that actually gave rise (and profit) to extra cheap provider Iliad in France, they most likely can’t be serious about anything on a scale of kpn in Europe. May be just if they sell 50% of EE in UK (will be considered next fall).... But, that would NOT be very logical. Selling profitable stake in EE just to buy kpn (?) with its “main shareholder objectives”, and not very clear added-value, if any, in sense of synergy in the nl/eu .... would be more than strange.
Don't also forget that (french) state is a main shareholder. It has not too bright economic prospects, and will try to sell, at least some of its stake, "when price is right" (to improve state finances)....
