Chair of national children’s hospital development board to step down
Fred Barry originally brought in by Simon Harris as cost of project spiralled

Jack Horgan-Jones

The chair of the board developing the national children’s hospital is to step down at the end of next month, The Irish Times has learned.

The resignation of Fred Barry, the highly-regarded chair of the National Paediatric Hospital Development Board (NPHDB), will come as another blow to the beleaguered hospital project.

Mr Barry, a former chair of the National Transport Authority and chief executive of the National Roads Authority, was brought in by former minister for health Simon Harris as costs at the project spiralled out of control, leading to political controversy in early 2019.

In a statement, a spokeswoman for the board said that it “can confirm that Fred Barry has informed the Minister for Health of his intention to resign as Chair of the Board of the NPHDB, effective from the end of February 2021.”

The €1.74 billion project has seen major conflict erupt in the last year between the board and BAM, the main contractor building out the scheme.

“The nature of this project demands a significant time commitment from all those involve -at Board and Executive level,” the spokeswoman said. “The NPHDB values the time that Fred has invested to date and respects the decision that he feels he cannot continue at the necessary level of involvement for the remainder of the time left on the project.”

In a statement, the board paid tribute to Mr Barry, saying that under his chairmanship “significant progress has been achieved”, with the outpatients and urgent care centre at Connolly Hospital opened in 2019 and another similar centre at Tallaght University Hospital set to open later this year.

“The National Paediatric Hospital Development Board would like to offer our thanks to Fred for his commitment and contribution over the past two years. The new children’s hospital project will be transformative for the healthcare of future generations of children, and all involved will look on it with pride for the rest of our lives.”

£16m inter-city travel corridor project takes another step forward
Transport
January 22 2021

Miran Rahman

Connecting Leeds has released an animation which shows how a multi-million pound project will improve a key corridor that connects Bradford and Leeds.

The main focus of the scheme is to introduce new bus lanes in key locations to ease congestion.

Bus journey times are expected to reduce by seven to eight minutes on average during the peak periods, and by up to 15 minutes in comparison with the most delayed services.

Cycle infrastructure in the area will be improved by adding to the existing Cycle Superhighway and through the creation of safer cycle lanes.

Pedestrians will benefit from new walking routes and safer crossings.

After consulting on travel improvement plans along this route in 2018, Leeds City Council appointed BAM Nuttall to undertake construction.

Work to construct the new bus lane on Armley Road started in October, and activities have since begun on Armley Park Road, Canal Road, Pickering Street and Stanningley Road. The scheme is set to be complete by summer 2022.

Councillor Lisa Mulherin, Leeds City Council’s executive member for climate change, transport and sustainable development, said: “Connecting Leeds have carried out extensive consultation along this corridor with stakeholders, residents and businesses and following feedback the start date was postponed to take people’s concerns into consideration and allow several design changes to accommodate people’s suggestions.

“I am pleased to see this important scheme has now progressed to the next phase of delivery and we are one step closer to making this key route less congested, more accessible and more appealing for pedestrians, cyclists and bus users.

“Improving our bus network and making bus use, walking and cycling an attractive, viable option for people travelling in to our city and around their local neighbourhood is absolutely vital in our bid to tackle the climate emergency, reduce carbon emissions and improve air quality.”

BAM Nuttall’s project director, Andy Crampton said: “BAM Nuttall is, once again, delighted to be working with our partners in Connecting Leeds, collaborating to deliver this next phase of transport infrastructure.

“Reducing congestion on the busy A647 corridor will bring sustainable benefits to road users, businesses and residents.”
