Japan stainless steel mills stop export offers

Japan’s stainless steel mills stopped making export offers for March from the last week.

Stainless steel mills were in wait and see mode as nickel prices and China’s nickel pig iron prices trend were unclear for now. Besides, Indonesia has implemented a new ban on the export of raw ore.

Nickel prices kept rising over USD 14,500 per tonne and are expected to continue its upward spiral.

Macquarie Expects China Stainless Steel Output and Exports Continue to Grow Up

Recent years, China has dominated the growth of world's stainless steel supply and demand. In 2013, China's stainless steel output growth rate is as high as 20% while that of other regions is almost flattened.

Based on statistics of Macquarie, China's stainless steel output occupied 50% of world's total stainless steel output. Global stainless steel capacity utilization is only about 70%. Given that global stainless steel capacity utilization is sure to improve in the future unless manufacturers in Non China regions close part capacity.

China will continue to drive up global stainless steel output growth. A large quantity of stainless steel capacity will be put into operation in 2014. China's stainless steel net exports in 2011 and 2012 totaled 1.3 million tonnes while that of 2013 reached 1 million tonnes with nearly 50% growth.

Low cost ferronickel endowed China stainless steel manufactures with global competitive advantages. However, Indonesia's nickel ore export ban policy, which was implemented on January 12, is poised to change the situation.

Ferronickel price is getting close to that of pure Ni. In addition, prices shrinking of European and American Ni-based stainless steel scrap also add competitive advantages of stainless steel mills in outside China regions.

50% to 80% nickel used by European and American stainless steel mills are from stainless steel scrap. For the time being, Ni based stainless steel scrap price has dropped below 75% of LME nickel price.

Macquarie pointed out that China's stainless steel output growth will slide to one digit during the coming five years on the slowing investment growth in China. However, attributed to newly constructed capacity, China's stainless steel output growth is expected to be 10% to 11% in 2014 and 2015. Stainless steel export is forecasted to maintain the current momentum.

Global stainless steel production remain strong in Q3 2013

Preliminary figures released by the International Stainless Steel Forum showed that global stainless crude steel production increased by +5.5% for the first 9 months of 2013 YoY. Production for the first 9 months of 2013 totaled 28 million tonnes up 1.4 mmt in comparison to the same period of 2012. Production for the Q3 2013 was at 9.3 mmt, a new all time Q3 high. However significant differences in regional development prevail.

Asia excluding China recorded a stainless crude steel production of 6.5 mmt during Q1 and Q3 of 2013 corresponding to YoY decrease of -1.4%. The development of this region shows a mixed picture ranging from +5% (India) to -6% (Taiwan, China). In the PR of China stainless steel production increased by 1.9 mmt or +15.7% to 13.7 mmt during the first nine months in comparison to 2012. China now accounts for roughly half of global production.

The development of Western Europe/Africa was distinctly different with a YoY decrease of -5.6% (-0.336 mmt) and a total stainless steel production of 5.7 mmt for the first 9 months of 2013. Here too the development is heterogeneous fluctuating from +1 to +3% in Belgium and France to double digit negative values in Italy and Germany with the UK trailing behind at -15%.

Stainless steel production in the Americas for the first 3 quarters of 2013 is stable in comparison to last year at 1.8 mmt with an upward trend during this period. Central and Eastern Europe display a strong growth at +8% and 0.30 mmt, up from 0.27 mmt.

Q3 of 2013 was stronger than Q2 thus not following the usual seasonal pattern. In the face of regional economic developments which in general show a strong Q2 and weaker Q3 this is most likely a singular quarter on quarter compensational effect. Western Europe/Africa and Central and Eastern Europe are the exceptions displaying the usual seasonal downturn.

China stainless steel price will mainly be stable in Q1 2014

In January, China stainless steel market was in the traditional off season. In addition, fund was in a tight state and downstream purchasing was cautious due to Spring Festival Holiday.

Under such circumstances, domestic stainless steel prices followed the steady trend of December, 2013. However, in mid January, LME nickel price soared up, which boosted prices of 304 series stainless steel. Market transactions were various in different markets.

Take demand, fund, inventory, LME nickel price trend and steel mills' price adjustments into consideration, Mr Xing Zhongying chairman of Tianjin stainless steel industry association pointed out that China stainless steel price will be stable in Q1 2014 but couldn't roll out the possibility of moving up. Here are major reasons for the judgment above:
1. LME nickel price mainly fluctuated. During H1 of January, LME nickel price continued the downward trend of the end in 2013 and glided down to USD 13,413 per tonne but then hit the peak point of USD 14,796 per tonne on January 22 up USD 829 per tonne over the end of December, 2013. Low priced nickel was rare in international market as Indonesia officially implemented the ore ban policy. What's more, America and Europe economy kept strong momentum of recovery. LME nickel price is forecasted to hover between USD 14,400 per tonne to USD 15,000 USD per tonne. China's electrolytic nickel also followed the V price trend of LME nickel. Jinchun Group adjusted its electrolytic nickel frequently. As of January 28, Jinchuan Group slashed electrolytic nickel by 500 yuan per tonne to CNY 96,000 per tonne.

2. Steel mills lifted up ex works prices slightly. Mainstream steel mills mainly rolled over their ex works prices. Among that, Baosteel Stainless Steel maintained its ex works prices of 304 CR coils per plate, 430 HR coils and plate and BN series unchanged over January. TISCO also held its ex works prices of 304 series stainless steel steadily and only lifted up that of 430 series by CNY 200 per tonne to CNY 10,700 per tonne. Southwest Stainless Steel lifted up its February 304 series HR white cover coil (2.7 mm to 5.0 mm) ex works price by CNY 200 per tonne to CNY 14,500 per tonne.

3. High carbon ferrochrome purchasing prices stood steadily. February high carbon ferrochrome purchasing prices of mainstream steel mills were unchanged compared with January.

4. The inventory declined down month on month. By January 15, stainless steel inventory of Wuxi market is proved to be 150700 tonnes down 1300 tonnes month on month and that of Foshan market also decreased by 17000 tonnes to 115900 tonnes.

Stainless steel demand holds up well in medium and long term. Besides, LME nickel price may also grow up. Although stainless steel demand and end user demand hasn't recovered completely after Spring Festival, China stainless steel price is expected to warm up and be stable by the end of March.

China stainless steel exports to continue to move up in 2014

In 2013, contracted with the slowing down economic growth and sluggish demand at home, economies at abroad recovered gradually. Under such circumstances, stainless steel imports declined down while exports continued to soar up.

1. Stainless steel imports dipped down for the first time in 2013;
Based on statistics, China stainless steel imports dropped down for the first time in nearly five years by reaching 796,500 tonnes with a decrement of 7500 tonnes compared with 2012. Broken from the imported structure, stainless steel coils and plate still hold the dominant place by occupying 59.16% of total imports. Following are bars&rods and narrow strip products.

In addition, except the growth of coils and tube imports, imports of narrow strip and bars&rods nudged down over the prior year, especially for scrap stainless steel which dropped down from 82,000 tonnes in 2012 to 22900 tonnes in 2013, down over 70%. Meanwhile, coils imports increased up by about 65% mainly attributed to the domestic supply shortage in August and September.

2. Exports in 2014 will grow up by 40pct YoY;
Stainless steel exports were relatively stable in 2013. Except a slight drop in February because of Spring Festival Holiday, exports volume mainly vibrated between 200,000 tonnes and 247,000 tonne. Among that, April saw a peak point of 247,000 tonnes. In comparison with 2012, exports presented positive growth in 2013 with the growth rate of 30% to 60%. As for the export structure, coils occupied 72.2%, tubes was 15.38% and followed are bars&rods and narrow strip. Meanwhile, exports volume mainly maintained steadily, while coils exports soared up 63.7% YoY.

3. Imports and exports in 2014 to follow the trend of 2013;
According to predicted data of IMF, US and EU economic recovery outlook is promising in 2014 and US economic growth is expected to reach 3%. Given that stainless steel demand can be boosted to some extent. At the same time, China's economic growth will maintained at 7-7.5 percent, seeing no great improvement over 2013. Therefore, China's stainless steel demand will be weakly.

All in all, stainless steel imports and exports in 2014 will follow the trend of 2013. Imports volume will maintain at 0.8 million tonnes to 1 million tonnes, meanwhile, exports will keep the upward trend. Exports in 2014 are estimated to be 2.7 million tonnes to 3 million tonnes.

POSCO keeps stainless steel prices flat for March

It is reported that South Korea’s POSCO would keep the domestic stainless steel coil prices the same for March as it sees the raw material price remains stable and domestic demand is not strong enough. The company’s price for 304 HRC will stay at KRW 2.9 million per tonne and 304 CRC at KRW 3.17 million per tonne.

POSCO also said even the demand from Europe and Japan has increased, it kept the domestic March prices mostly the same due to the no improvement from local market. Also, the market in China and Southeast Asia also remains slow.
