NEW YORK (MarketWatch) -- The European Central Bank, as expected, made no changes to official interest rates on Thursday, leaving the spotlight to ECB President Mario Draghi as investors await details of a widely expected quantitative easing program. At its policy meeting in Frankfurt, the ECB left its key lending rate, known as the refi rate, at 0.05%. The rate on the ECB's marginal lending facility was left at 0.3%, while the rate on the central bank's deposit facility was held at minus 0.2%. Draghi's news conference is scheduled to begin at 2:30 p.m. Frankurt time, or 8:30 a.m. Eastern.
