As investigators piece together clues, Russia has quietly taken steps to begin expensive repairs on the giant gas pipeline, complicating theories about who was behind September's sabotage

After the blasts, Poland and Ukraine openly blamed Russia but provided no evidence. In an interview, Daniel Stenling, Sweden's top counterintelligence official, declined to speculate on a perpetrator. But he placed the Nord Stream attack squarely in the context of increasingly brazen Russian espionage.

"In the big context of the war in Ukraine that is ongoing, it's very interesting and very serious," he said of the blasts, repeatedly emphasising growing threats from Russian spycraft and cyberattacks.

Even the decision by the Swedish government to keep details of its inquiry secret from Western allies has prompted whispered speculation that perhaps investigators have cracked the case and are strategically keeping quiet.

Not so, Mr Stenling said. "We have no evidence," he said. "But hopefully we will."

As for his government's choice to keep its cards close, Mr Stenling said: "The entire investigation is unusual."

Many European governments and experts see Moscow as the most likely saboteur. President Vladimir Putin of Russia has used gas as a political lever in the past, and there is evidence that he saw Europe as vulnerable.

The explosion does not neatly benefit Russia. It must keep paying transit fees to Ukraine, it cannot easily use the promise of cheap gas to cleave Germany from its European allies, and it faces hefty repair costs.

But the sabotage all but guarantees that gas prices will be uncomfortably high for Europeans until spring. And it creates an incentive for EU countries to push Ukraine to negotiate a quick ending, since the war threatens the land-based pipes that bring gas west.



The best undersea surveillance in the area, security experts say, is by Russian sonar sensors along the pipeline. Western investigators have no access to that data.

With scant evidence from the seabed, a breakthrough may rely on intelligence service wiretaps and human sources. But so far, American and European intelligence agencies have not publicly shared any data that they might have collected.

"It's very fascinating, but it's very complex," Prof Engelbrekt said. "And it's very difficult without access to some of these data points to start eliminating actors and motives."

UK offers backing for special tribunal on Russian war crimes

The British government accepted Ukraine's invitation to join an international group that is working to create a mechanism to ensure the accountability of Russian officials involved in war crimes against Ukraine, and also called on the G7 countries leaders to pitch in.

"Russia’s war crimes must not go unpunished,” UK foreign secretary James Cleverly said.

“That is why Britain has accepted Ukraine’s invitation to join this coalition bringing our legal expertise to the table to explore options to ensure Russia’s leaders are held to account.”

'We are the second army': How Ukraine keeps its trains running under threat of attack

Walking through Kyiv's central station with Oleksandr Kamyshin is like accompanying a general touring his territory.

His authority clears a path through the crowds as he guides us with a brisk stride. His staff stand a little straighter when he walks past.

"I visit the station once a day. Some days, more than once. I think boots on the ground is the best approach during the war," says the 39-year-old railway chief.

The landmark station has the austere brutalist facade of a Soviet-era building. But the inside is far from grey.

"It's important to boost morale," says Oleksandr, proudly pointing out the new features.

"Do you hear that? Music," he adds.

Instead of a steady stream of shouty train announcements, the platforms where thousands of evacuated Ukrainian women and children passed through now permeate with the sound of pop tunes.

Ukraine's railway system has evacuated four million people since the start of the war. Its 27,000 km of track stretches across the country and has been a critical lifeline - transporting emergency supplies and aid, as well as people.

Oleksander was appointed CEO of Ukrainian Railways only six months before the Russian invasion in February. Since then, his job has been to manage the network and maintain its functionality while under the threat of targeted attacks.

In April, a Russian missile fired into the eastern station of Kramatorsk killed 60 people and wounded more than 110. It is still one of the deadliest air strikes in the war so far. The missile left on the grounds of the station was emblazoned with a dark message - "for the children".

To date, 307 railway workers have been killed and 665 injured in the war. The railways employ 231,000 people and is the largest workforce in the country.

"We are the second army of Ukraine," Oleksandr says in the cabin of a sleeper train travelling from Kyiv to Dnipro.

As we approach our final stop, he shows us WhatsApp messages on his phone. Intelligence is coming in hard and fast.

De Amerikaanse ambassadeur bij de OVSE verwacht dat de staten de overdracht van geallieerde F-16 straaljagers naar Oekraïne steunen.

Nadat Nederland had aangekondigd bereid te zijn de overbrenging van zijn F-16 straaljagers naar Oekraïne te overwegen, zei de Amerikaanse ambassadeur bij de OVSE Michael Carpenter dat hij brede steun in de VS verwachtte voor een dergelijk mogelijk geallieerd besluit. Dat zei hij in een exclusief interview met Delfi.

Op de vraag of de regering van de Amerikaanse president Joe Biden bereid is Nederland toe te staan ??Oekraïne te voorzien van F-16 straaljagers, zei de ambassadeur:

“We zijn al lang van mening dat wat onze bondgenoten leveren hun zaak is. En we ondersteunen de talloze bijdragen (aan defensie - delfi) die onze bondgenoten voor Oekraïne hebben geleverd. En dit is zo geweest vanaf het allereerste begin van de oorlog, toen we oude Sovjetsystemen bespraken, tot de huidige periode, toen we de belangrijkste gevechtstanks en meer geavanceerde lucht- en raketverdedigingscapaciteiten.

Ukraine confirms Russian offensive attempts in Zaporizhzhia Oblast

Ukraine’s General Staff said Russia continues an offensive effort near Bakhmut, Donetsk Oblast, and Zaporizhzhia Oblast, engaging additional aviation.

In Zaporizhzhia Oblast, over 25 settlements came under artillery fire during the past 24 hours, the latest statement by the General Staff says. 

Zaporizhzhia Oblast Governor Oleksandr Starykh said on Jan. 21 that Russia had carried out one airstrike and intensified artillery fire to test Ukraine’s defense. According to him, one civilian was killed by Russian shelling.

Despite attempts to offensive, Russia is just testing the waters, said Yevhen Yerin, one of the army’s spokespersons, in a televised statement.

“It is impossible to say that some big offensive is taking place. These are small groups of around ten people, which the enemy threw to test the strength of our defense,” Yerin said.

“If the enemy succeeds, perhaps, in some areas, they will improve their tactical position,” he went on. 

According to Yerin, Russia is trying to improve their positions near Zaporizhzhia. However, he did not rule out more active moves by Russia since it accumulated “some forces” in the area. 

On Jan. 21, Russia's Defense Ministry said its troops had attempted to advance in Zaporizhzhia Oblast.

“In Zaporizhzhia Oblast, both sides have massed significant forces, which have conducted artillery exchanges and skirmishes, but have avoided any large-scale offensive effort,” the Jan. 21 update by British Defense Intelligence said.

France's Macron proposes big rise in defence budget

French President Emmanuel Macron has detailed plans for a major boost to the armed forces, to meet modern threats including Russia's war in Ukraine.

The next seven-year budget would increase to €413bn (£360bn) from 2024-30, up from €295bn, he said.

First France had to repair and restock its armed forces, then transform them, he told soldiers at Mont-de-Marsan airbase in south-west France.

"We must not do the same with more, we have to do better and differently."

Russia's invasion of Ukraine has prompted Western countries to review military spending - and in many cases, increase it significantly.

Meanwhile, the Kremlin has outlined plans to increase the number of combat soldiers from 1.15 million to 1.5 million. President Vladimir Putin said this week that Russia's powerful defence industry left him in no doubt that victory in Ukraine was assured.

President Macron acknowledged on Friday there were no more post-Cold War "peace dividends" now that Russia had invaded Ukraine, so the aim was to renew a military that protected France's freedom, security, prosperity and place in the world.

Key to his reforms are a 60% hike in the military intelligence budget, adapting to "high-intensity" conflict with investment in drones, cyber-defence and improved air defences.

"We need to be one war ahead," he warned.

Besluiteloosheid over Duitse tanks ‘doodt meer van onze burgers’, hekelt Kiev
De "algemene besluiteloosheid" van de westerse bondgenoten van Oekraïne "doodt nog meer van onze burgers". Dat heeft een adviseur van het Oekraïense presidentschap zaterdag gezegd nadat er nog geen beslissing is gevallen over de levering van Duitse Leopard-tanks aan Oekraïne.

Michailo Podoliak riep de bondgenoten van Kiev op "om sneller te denken". "Jullie zullen Oekraïne hoe dan ook helpen met de nodigde wapens en beseffen dat er geen andere optie is om de oorlog te laten stoppen", zei hij.

Zijn oproep komt een dag na de top in het Duitse Ramstein, waar vijftig bondgenoten van Oekraïne bijeenkwamen. Zij spraken daar over de levering van zware wapens, maar een besluit over Duitse Leopard 2-tanks werd niet genomen. Duitsland geeft nog geen groen licht voor de levering van deze tanks, waar Kiev al lange tijd om vraagt. Polen en Finland hebben wel al gezegd de Leopard-tanks te willen leveren, maar omdat ze van Duitse makelij zijn is eerst toestemming van Berlijn nodig.
