Poetins Belarussische handlanger in spagaat: 'Ziet eigen land opgeslokt worden'

President Aleksandr Loekasjenko van Belarus laat geen kans onbenut om zijn steun te betuigen voor 'zijn vriend' Vladimir Poetin. Toch is dat een vriendschap die hem duur kan komen te staan. "Poetin wil Loekasjenko compleet domineren."

Volgens de Amerikaanse inlichtingendiensten en NAVO-functionarissen wordt het steeds 'waarschijnlijker' dat militairen uit Belarus binnenkort meevechten met de Russen in Oekraïne.

Belarus speelt als buurland van zowel Rusland als Oekraïne een interessante rol in de oorlog. Al voor de invasie verzamelden zich enkele tienduizenden Russische militairen in het grensgebied van Belarus, op nog geen drie uur rijden van de Oekraïense hoofdstad Kiev.

Onder druk

Nu is dus de vraag of Loekasjenko daadwerkelijk zijn eigen militairen naar het front in Oekraïne stuurt. "Als Poetins situatie in Oekraïne wanhopig wordt omdat hij is vastgelopen, is het goed mogelijk dat hij Belarus onder druk zet om troepen te leveren" zegt Michael Kemper, hoogleraar Oost-Europese studies aan de Universiteit van Amsterdam. "Tegelijkertijd is de vraag of die soldaten dan wel goed gemotiveerd zijn om te vechten."

Dat laatste komt doordat Belarus, na ruim 70 jaar deel te hebben uitgemaakt van de Sovjet-Unie, in 1991 een onafhankelijk land werd. Kemper: "Belarus wil die onafhankelijkheid behouden en wil liever geen Russische inmenging. Ook de Belarussische soldaten willen geen onderdeel worden van Rusland."

Spagaat

Zo zit Loekasjenko in een lastige spagaat. Hij is voor zijn eigen positie zeer afhankelijk van Poetin geraakt. Kemper: "Loekasjenko ziet zijn eigen land opgeslokt worden door Rusland. Maar als Poetin onderuitgaat, wankelt ook de stoel van Loekasjenko."

Tegelijkertijd krijgt Loekasjenko te maken met grote consequenties, mocht Belarus gaan meevechten. "Voor Belarus zou dat, net als voor Rusland, nieuwe sancties betekenen en een compleet economisch isolement", zegt correspondent Hartog. "Dat zou in eigen land weer economische problemen opleveren en het land destabiliseren. Maar uiteindelijk wordt de vraag of Belarus direct betrokken raakt bij de oorlog niet in Minsk genomen, maar in Moskou."

Russian steel maker Severstal informed that a test payment which the Company made on 16 March 2022 in respect of the interest due from it under the loan relating to USD 800 million 3.15% Loan Participation Notes due 2024 issued by Steel Capital SA (Luxembourg) has not reached the Issuer's account. As confirmed by bank, the payment was frozen by their correspondent bank Citibank New York due to regulatory investigations.

Severstal said “Staying committed to fulfill our obligations under the Loan so as to enable the coupon payment by the Issuer under the Notes and to protect the rights of the Noteholders, we have been taking all efforts to effect the payment in line with the Notes documentation. As part of that, we have been in constant liaison with the Principal Paying Agent and the Trustee Citibank London Branch and are looking to initiate the application for licenses from the relevant competent authorities that may be required for an uninterrupted processing of PAO Severstal's payment instruction. To enhance the efficiency of those actions and promote a faster outcome to the benefit of Noteholders, we would also strongly encourage the Noteholders to contact the Trustee and request the Trustee to cooperate with the Company in its efforts to obtain the licenses from the relevant competent authorities required to enable the processing of payments due under the Loan and the Notes as well as to liaise with the relevant authorities to pursue a broader solution in order to minimize unintended effect of the sanctions restrictions on the Noteholders. We will keep the Noteholders regularly informed about the progress of our communications with the Trustee and the relevant regulatory filings and expect that this unprecedented situation can be resolved to the benefit of Noteholders as soon as is practically possible. We would also encourage the Noteholders to engage in the discussion that we have proposed to the Trustee, the Principal Paying Agent and the Issuer in order to coordinate further actions in the most efficient way.”

Severstal is steel and mining company with assets located in Russia, Latvia and Poland. Severstal is listed on MOEX and the company's GDRs are traded on the LSE. Severstal reported EBITDA of USD 6 billion in 2021. Severstal's crude steel production in 2021 reached 11.6 million tonnes.

In oorlogen ga je niet altijd in een rechte lijn vooruit. Het is niet duidelijk wat het strijdplan is van Rusland bij Kiev. De stad innemen is een onmogelijke opgave. Omsingelen lukt voor het oog ook al niet. Blijft over een terugtrekkende beweging.

heel simpel wat er met gebeuren om de oorlog te beëindigen : dan zal Rusland onmiddellijk moeten beginnen met stoppen van de aanvallen en het Russisch leger terugtrekken binnen zijn eigen grenzen

Het drukke overleg bij NAVO en de G7 en EU zal resulteren op een veroordeling van Putin's genocide, hem waarschuwen geen chemische of biologische wapens te gebruiken en het afkondigen van een nieuwe reeks sancties.

Wat gas terug ?

Nog hooguit twee dagen en dan is de diesel in de tanks rond Kyiv op. Ook het rantsoen is op, want de logistieke troepen van Rusland zijn grotendeels uitgeschakeld.

Gas geven of gas terugnemen is er dan niet meer bij.
Met nachttemperaturen van minus 1 tot 2 graden boven nul, de komende dagen, en een tank die geen diesel heeft om de verwarming draaiende te houden, kun je maar beter de tank verlaten en je overgeven.
Je kan ervoor kiezen in de tank te blijven en hopen opgehaald te worden door de ziekenbroeders van het Oekrainse leger wegens bevriezingsverschijnselen als onderkoeling en/of bevroren ledematen
