10.169 Vlamingen ‘vergeten’ subsidiegeld zonnepanelen op te vragen

10.169 eigenaren van zonnepanelen in Vlaanderen zijn voor het kalenderjaar 2016 vergeten het subsidiegeld van hun groenestroomcertificaten voor zonnepanelen op te vragen.

De Vlamingen dienen hun groenestroomcertificaten aan te vragen bij de netbeheerders Infrax en Eandis. Zij zijn sinds eind 2016 namelijk verantwoordelijk voor de toekennen van de geldbedragen die gemoeid zijn met deze regeling.

De Vlaamse politicus Johan Danen (red. van de politieke partij Groen) vroeg bij energieminister Bart Tommelein op hoeveel Vlamingen hun installaties nog altijd niet aangemeld hadden bij de netbeheerders. Dit blijkt er 4.330 bij Infrax en 5.839 bij Eandis te zijn.

Infrax vermoedt volgens de Belgische krant Het Belang van Limburg desinteresse bij een groot deel van deze ‘achterblijvers’. ‘Ook na 6 herinneringen per mail en brief laten deze mensen na zich in orde te stellen’, zegt Infrax-woordvoerder Björn Verdoodt. Voordien moesten eigenaren van zonnepanelen de registratie van hun installatie en de aanvraag van certificaten bij de VREG doen.

US trade panel recommends varying solar panel import restrictions

Reuters reported that Members of the US International Trade Commission on made three different recommendations for restricting solar cell and panel imports, giving President Mr Donald Trump a range of choices to address injury to domestic producers. The recommendations range from an immediate 35 percent tariff on all imported panels to a four-year quota system that allows the import of up to 8.9 gigawatts of solar cells and modules in the first year. The president's ultimate decision could have a major impact on the price of U.S. power generated by the sun.

Both supporters and critics of import curbs on solar products were disappointed by the proposals, which were unveiled at a public meeting in Washington.

Trade remedies were requested in a petition earlier this year by two small U.S. manufacturers that said they were unable to compete with cheap panels made overseas, mainly in Asia. The companies, Suniva Inc and the U.S. arm of Germany's SolarWorld AG, said recommendations did not go far enough to protect domestic producers.

Suniva said in a statement that "The ITC's remedy simply will not fix the problem the ITC itself identified." The company, which is majority owned by Hong Kong-based Shunfeng International Clean Energy, filed the rare Section 201 petition nine days after seeking Chapter 11 bankruptcy protection in April. It had sought a minimum price on panels of 74 cents a watt, nearly double their current cost.

One analyst said the stiffest remedy recommended, a 35 percent tariff on solar panels, would add about 10 percent to the cost of a utility-scale project but would have a negligible impact on the price of residential systems because panels themselves make up a small portion of their overall cost.

Camron Barati, a solar analyst with market research firm IHS Markit Technology, said that "It's not nearly the doomsday impact we were potentially expecting."

But the top U.S. solar trade group, the Solar Energy Industries Association, said in a statement on Tuesday that any tariffs would be "intensely harmful" to the industry. The group has lobbied heavily against import restrictions on the grounds that they would undermine a 70 percent drop in the cost of solar since 2010 that has made the technology competitive with fossil fuels.

The ITC will deliver its report to Trump by Nov. 13. He will have broad leeway to come up with his own alternative or do nothing at all. Since only two members agreed on the same restrictions, there was no majority recommendation from the four-member commission.

MJ Shiao, who follows the U.S. solar market for GTM Research, said that "There is still plenty to be worried about."

Mr Trump has vowed to protect U.S. manufacturers from low-priced imports, and U.S. Commerce Secretary Wilbur Ross has talked about tariff-rate quotas as a flexible way to protect some industries, allowing imports in as needed, but only up to a certain level before high tariffs kick in.

Government thrust on renewables cooling - Solar stakeholders

IANS reported that though India was a major inspiration behind the formation of the Gurugram-headquartered International Solar Alliance, the government's earlier thrust on renewable energy seems to have abated, stakeholders say. One indicator was the government's emphasis on coal-fired power plants in its latest Economic Survey brought about by the Ministry of Finance.

Mr Adarsh Das, SunSource Energy Chief Executive, said that "The government had levied GST (Goods and Services Tax) on the solar sector,"indicating that the honeymoon enjoyed by the sun entrepreneurs may be ending.

Having first announced that solar would be in the 18 per cent tax slab, the GST Council later lowered the rate and clarified that all solar equipment and parts would attract five per cent GST. Solar was previously in the exempt category.

Besides, unlike the equipment makers, solar power developers like SunSource cannot avail the benefit of input credit for the tax paid under GST, Mr Das pointed out.

Mr Gaurav Mathur, the India sales head of Chinese module manufacturing giant Trinasolar, spoke of the lack of clarity surrounding smaller components such as cables, meters and the steel structures that go into a solar project.

Mr Mathur said that "Many of these components individually attract a higher duty. Besides, anti-dumping duty is coming in to check cheaper Chinese products, which is going to push up costs of solar equipment," adding that such duties had recently been imposed on solar glass.

Norwegian solar panel multinational REC's India head Rohit Kumar said anti-dumping measures recommended three years earlier had been rejected by the Finance Ministry on the ground that the local industry lacked the capacity to meet the government's target of achieving 100 gigawatt (GW) solar capacity by 2022.

Mr Kumar said that "Local manufacturing does not have the cost advantage that comes from scale and integrated production...they are only able to supply at 10 per cent higher costs."

Few companies in India are currently manufacturing solar cells, according to Trinasolar, which makes the largest cumulative shipments worldwide, and has supplied equipment for 3 GW capacity in India.

Mr Mathur said that "The scenario for producing in India is still very challenging components have to be imported from China."

ZigZagSolar-façade in Sittard geïnstalleerd

De installatie van een ZigZagSolar-façade is onlangs afgerond bij een appartementengebouw in Sittard. Het ZigZagSolar-concept is ontwikkeld door WallVision.

Het concept heeft meer dan 2 jaar lang uitgebreide veldtesten ondergaan bij de SEAC-testlocatie SolarBEAT. ZigZagSolar is een architectonisch gevelconcept dat gebruikmaakt van een combinatie van een pv-systeem daar naar de zon is gericht en decoratieve panelen die naar de waarnemer zijn gericht.

De zonnepanelen blijven verborgen terwijl de decoratieve panelen kunnen worden ontworpen volgens de architectonische wensen. De ZigZagSolar-installatie in Sittard beslaat 400 vierkante meter van de gevel, is gericht op het zuiden en levert in totaal 30.000 kilowattuur per jaar op. Gedeeltelijke schaduweffecten zijn aangepakt door een slim elektrisch ontwerp. Als follow-up werken Wallvision en SEAC aan oplossingen die de opbrengst van de ZigZagSolar-gevelapplicatie verder kunnen verbeteren.

Vidomes voorziet 108 appartementen van zonnepanelen met micro-omvormers APsystems

Woningcorporatie Vidomes heeft 108 appartementen van zonnepanelen voorzien die uitgerust zijn met micro-omvormers van APsystems. Hart4Solar heeft de installatie verricht.

Zowel distributeur Focus-E als installatiebedrijf Hart4Solar voorzagen Vidomes gedurende het gehele project van begeleiding bij het selecteren en implementeren van zonne-energie in het sociale woningbouwproject.

‘Het ontwerp moest eenvoudig zijn, de energieproductie was de belangrijkste drijfveer, terwijl de vereiste betrouwbaarheid doorslaggevend bleek te zijn in het product selectieproces’, aldus de betrokken partijen. ‘Het doel was het verkrijgen van het EPC-label voor de woningen, terwijl de huurders hun lokale energieproductie kunnen gebruiken voor zelfconsumptie en zo geld overhouden voor andere uitgaven.’

Via de micro-omvormers van APsystems vindt voor ieder huishouden monitoring op moduleniveau plaats. De totale capaciteit van het systeem is 175 kilowattpiek. De toegepaste micro-omvormers zijn van het type YC500i.

Oman plans to generate 90MW electricity from renewable projects by 2019

Times Of Oman reported that Oman plans to generate 90 megawatts of electricity from renewable projects by 2019, and the development and potential of renewable energy in Oman are very promising.

Mr Markus-Erich Strohmeier chief executive officer of Siemens Oman, told Times of Oman that Oman’s experiment with new models in partnership with the private sector and its eagerness in adopting new technology and getting involved in research could pave the way for large-scale renewable projects.

Mr Strohmeier added that “The Sultanate has long looked to renewable power projects to achieve energy independence, while maintaining steady hydrocarbon exports. With several pilot solar projects, the renewables sector could soon enjoy a period of strong private expansion.”

“At any rate, the energy system of the future must be reconceived. This is because the more renewable, fluctuating electricity flows through the grids, the more flexible the grids must become something that can be achieved only through the use of storage technology.”

For example, the Siemens SILYZER technology is an innovative electrolysis system for converting electricity into hydrogen or chemicals.

Mr Strohmeier said that “As part of Siemens Gamesa, we can provide end-to-end turnkey solutions, handling the design, engineering and commissioning of the solar power plants. For instance, we are the leading supplier of steam turbines for Concentrated Solar Power applications; a technology we are certainly keen on bringing to Oman.” Recently, Siemens Gamesa has been mandated to develop India's first large commercial hybrid wind-solar project, where a 28.8MW solar facility will be connected to an existing 50MW wind farm.

Siemens can also supply innovative and cost-saving photovoltaic inverters to better meet the growing energy demand. Siemens inverters are distinguished by their flexibility and reduced distribution losses for solar plants.

Mr Strohmeier said that “In addition, we have a comprehensive portfolio, encompassing different solutions to connect solar plants with the grid as well as transmitting and distributing power generated from these plants, so we are basically a one-stop-shop for renewable projects.”

Siemens' portfolio includes not only the electrical scope of projects and the substations but also digitalisation and automation solutions, management systems and training for plants’ personnel.

Referring to the advantages of renewable energy projects in the Sultanate, Strohmeier said the country’s shift towards renewables made a great deal of sense. The country’s high ratio of sky clearance allows solar collectors to receive daily radiation, giving the Sultanate one of the highest solar energy densities in the world. The country also has sufficient land available for large-scale projects.

Siemens chief said that “In the wind arena, we are seeing the first industrial-scale wind power project, which is being developed by Rural Areas Electricity Company (Raeco) and UAE based renewable clean energy company, Masdar.” The news of Raeco’s plans to launch more renewable projects in the near future will also be a catalyst for creating new business opportunities and jobs.

Mr Strohmeier said that “All this development will certainly lead to a surplus of low-cost energy supplies. Therefore, we need to embrace new concepts to further utilise this energy, adding that Electricity via hydrogen to chemicals can be one of these futuristic fields to explore. The main concept here is that the chemicals industry can use renewable feedstock for the production of fertilizers and other products.”

Siemens is a leading supplier of steam turbines for CSP applications, while Siemens Gamesa is leading the onshore and offshore wind turbine industry. Mr Strohmeier stated that “Certainly, we are eagerly looking forward to supporting Oman in its endeavors to increase the share of renewables in the country’s energy mix.”

Btw-teruggaveregeling zonnepanelen blijft voorlopig onveranderd

De Centrale BTW Teruggave en Holland Solar melden dat de btw-teruggaveregeling voor zonnepanelen voorlopig onveranderd blijft.

‘Er is op het internet een gerucht geweest dat het einde van de btw-teruggaaf voor zonnepanelen in zicht is door een mogelijke aanpassing van de kleine ondernemersregeling’, vertelt Romano Hagen van De Centrale BTW Teruggave. ‘Naar aanleiding van het gerucht zijn veel vragen gekomen.’

Binnen Europa geldt de zogenoemde btw-richtlijn. Deze richtlijn is bedoeld voor harmonisatie van de btw-wetgeving van de afzonderlijke lidstaten. In de richtlijn is ook een kleine ondernemersregeling opgenomen die afwijkt van de Nederlandse btw-regeling. Volgens de richtlijn kan een kleine ondernemer van btw worden vrijgesteld wanneer de omzet onder een bepaalde drempel blijft. Er mag dan door de kleine ondernemer geen btw in rekening gebracht worden en de btw op de kosten kan niet teruggevraagd worden. Nederland heeft een afwijkende regeling, dat was onderhandeld bij de invoering van de Richtlijn. De Nederlandse kleine ondernemersregeling heeft sinds 1979 thans een ‘stand still’ status. Dat betekent dat de regeling niet kan worden gewijzigd. Als de regeling wel zou worden gewijzigd zal de gewijzigde regeling aan Europese Richtlijn dienen te voldoen.

Hagen hierover: ‘Er spelen al jaren gedachten om de Nederlandse kleine ondernemersregeling aan te passen aan de Europese richtlijn. Deze gedachten spelen al vóórdat de btw-teruggave bij zonnepanelen mogelijk geacht werd. Zo is in 2013 al op verzoek onderzoek gedaan door MKB-Nederland naar de effecten van een eventuele aanpassing. Zij heeft toen diverse bezwaren geuit tegen invoering van een andere kleine ondernemersregeling. Gebleken is dat de indertijd voorgestelde aanpassing van de Nederlandse kleine ondernemersregeling “niet als een positieve ontwikkeling voor kleine ondernemers” werd gezien.’

Holland Solar heeft samen met De Centrale BTW Teruggave eind oktober een gesprek gehad met het Ministerie van Financiën. Uit het overleg blijkt dat er thans geen plannen of signalen zijn om de kleine ondernemersregeling aan te passen. ‘De regeling is niet zomaar veranderd: het vraagt een wettelijke verandering. Dit heeft een lange doorlooptijd en er zijn momenteel geen plannen in Den Haag om een wetsverandering te starten’, aldus Hagen. ‘Volgens ons is dat goed nieuws voor de installateur. Het aanpassen van de Nederlandse kleine ondernemersregeling zou voor particulieren namelijk leiden tot een prijsverhoging van zonnepanelen van ongeveer 20 procent. De komende jaren kunnen de installateur en haar klanten blijven rekenen op de teruggave van de btw via de kleine ondernemersregeling.’

First Solar levert 20 megawattpiek zonnepanelen uit, bouw zonnepark Stadskanaal gestart

First Solar meldt voor 2 Nederlandse zonneparken 20 megawattpiek aan CdTe-zonnepanelen te leveren.Een fors deel is bestemd voor zonnepark Stadskanaal waarvoor SolarEnergyWorks en Obton het startschot hebben gegeven.

Projectontwikkelaar SolarEnergyWorks heeft deze week samen met Obton, een Deense investeringsmaatschappij in duurzame energie, het startsein gegeven van de installatie van het grootschalige zonnepark in Stadskanaal dat 13,9 megawattpiek groot is. De investering is mede door de SDE+-subsidie tot stand gekomen. Obton vertegenwoordigt investeerders en beheert een snelgroeiende pv-portefeuille van meer dan 300 megawattpiek. De zonneparken zijn voornamelijk gevestigd in Frankrijk, Italië, België en Nederland.

SolarEnergyWorks laat weten ‘blij te zijn met het vertrouwen dat Obton in haar projecten heeft’. Op dit moment heeft SolarEnergyWorks landelijk 300 megawattpiek aan zonne-energieprojecten in ontwikkeling. Marc van Velzen, chief executive officer van SolarEnergyWorks, hierover: ‘We zijn zeer trots op het eerste project van SolarEnergyWorks in Stadskanaal, volgend jaar gevolgd door de ontwikkeling van een park van 4,4 megawattpiek op het voormalig Philips industrieterrein Mercurius Businesspark.’ Ook dit park zal gebouwd worden met CdTe-zonnepanelen van First Solar.

Stefan Degener, hoofd Business Development voor Europa en Afrika bij First Solar: ‘We leveren in totaal meer dan 156,000 First Solar Series 4-panelen, die de laagste milieu-impact van alle zonnetechnologieën hebben. Met een koolstofvoetafdruk die ongeveer de helft bedraagt van die van conventionele kristallijne silicium-zonnepanelen, zullen de panelen naar schatting 6.200 ton CO2 per jaar besparen. Dat is vergelijkbaar met het verwijderen van 2.300 auto’s van de Nederlandse wegen.’

Tientallen op camera vastgelegde zonnepanelendieven opgepakt in Italië (video)
De Italiaanse politie heeft een criminele bende ontmanteld die verantwoordelijk was voor de diefstal van 6.000 zonnepanelen. De diefstal was vastgelegd door een bewakingscamera.

De operatie ‘Sunbeam’ – ingesteld door de openbare aanklager van Livorno – heeft geleid tot 90 arrestaties in Italië en in Marokko. De meeste van de arrestanten hebben de Marokkaanse nationaliteit. Met de diefstal was een bedrag van 8 miljoen euro gemoeid.

De operatie werd uitgevoerd in 7 Italiaanse regio’s, te weten Toscane, Campania, Basilicata, Apulië, Calabrië, Abruzzen en Emilia-Romagna.

Woongoed voorziet jaarlijks 200 woningen van zonnepanelen

Woningcorporatie Woongoed heeft het ondernemingsplan ‘Ertoe doen’ gepresenteerd. Het document bevat de plannen voor 2018-2021; waaronder het jaarlijks plaatsen van zonnepanelen op 200 woningen.

De komende 4 jaar investeert Woongoed fors in duurzaamheid. Alle woningen worden CO2-neutraal en in 2021 moeten alle woningen gemiddeld energielabel B hebben. In 2018 start een pilotproject om een aantal woningen CO2-neutraal te maken en een pilot met zonnepanelen op appartementencomplexen.

Bestuurder Eric de Ceuster over het ondernemingsplan: ‘Het beschrijft onze focus voor de komende jaren. Maar, de wereld om ons heen blijft veranderen. Het is van belang dat we continu scherp blijven op wat ontwikkelingen voor ons betekenen. In gesprek met onze huurders, maatschappelijke partners en onze omgeving bekijken we steeds of onze koers nog past. Of dat het nodig is plannen aan te passen.’

CDA Brabant: ‘30 miljoen euro voor zonnepanelen bij sportclubs en VvE’

De Brabantse CDA-fractie wil dat de provincie Noord-Brabant 30 miljoen euro beschikbaar stelt als lening aan sportclubs en Verenigingen van Eigenaren (VvE’s) om zonnepanelen op hun daken te leggen.

Het terugbetalen van deze leningen kan volgens het CDA via de korting op de energierekening. Ook moet er wat het CDA betreft een zogenaamd ‘E-team’ komen, een provinciaal Energieteam dat gemeenten en lokale energie-initiatieven helpt met het krijgen van kennis, kunde en financiële middelen.
Het plan van het CDA zou ondersteund worden door GroenLinks, 50Plus, Lokaal Brabant en CU/SGP.

Solar Monkey lanceert nieuwe ontwerpsoftware voor PV-systemen

Solar Monkey lanceert deze week zijn nieuwe ontwerpsoftware voor zonnepaneelinstallaties. Het bedrijf heeft op basis van gebruikersfeedback 5 belangrijke verbeteringen doorgevoerd.

In de vernieuwde software van Solar Monkey zijn verbeteringen doorgevoerd zoals aangedragen door gebruikers van de software. De 5 belangrijkste verbeteringen zijn:

Tijdens het ontwerpen verschillende versies opslaan: gebruikers kunnen nu tussentijds verschillende versies van een legplan opslaan, met bijvoorbeeld een andere lay-out op het dak of verschillende materialen ter vergelijking.

Makkelijker zonnepanelen verwijderen en óók weer bijleggen: met de relatief kleine Nederlandse daken waarop geregeld obstakels te vinden zijn, wil men vaak één of meerdere zonnepanelen weglaten in een legplan. Dat is in de nieuwe software mogelijk gemaakt.,

Eenvoudiger een ‘grid’ draaien voor de juiste oriëntatie: voor een nauwkeurige berekening van de toekomstige opbrengst van een zonne-systeem is de oriëntatie (azimuth) ten opzichte van het zuiden van groot belang. De nieuwe versie biedt de mogelijkheid om eenvoudig een ingetekend grid aan te klikken en met muis te draaien zonder extra handelingen.

Op voorhand de rijafstand tussen zonnepanelen invoeren: veel gehoorde feedback van gebruikers was volgens Solar Monkey dat het intekenen van platte daken werd belemmerd omdat de ‘rijafstand’ tussen de zonnepanelen pas na het intekenen van een initieel grid kon worden bepaald. Dat is nu verleden tijd waardoor het intekenen op platte daken soepeler zal verlopen. Men kan ook vooringestelde rijafstanden op basis van het gewenste type onderconstructie aangeven.

Terug in de tijd met Control+Z: wordt bij het ontwerpen een fout gemaakt kan met Control+Z-functie (red. of Command+Z voor iOs) de fout ongedaan gemaakt worden.

Vanaf donderdag 16 november is de vernieuwde software officieel live. ‘Die hele dag gaan we gebruikers ondersteunen met een 9 uur durende live-webinar’, aldus Matthijs Groot, product specialist bij Solar Monkey. ‘Ieder heel uur start een centrale uitleg van de functionaliteiten, waarna de mogelijkheid bestaat om live vragen te stellen.’ Aanmelden kan via de Solar Monkey website, waar men ook een gratis demonstratieaccount kan aanvragen om zelf de software te proberen. De Delfste start-up wil overigens volgend jaar een internationale versie lanceren en ziet nog ruimte om de software flexibeler te maken zonder afbreuk te doen aan de betrouwbaarheid.

‘Importeurs kunnen voor AEEA-registratie optrekken met buitenlandse fabrikant’

Het collectieve producentensysteem Weee Nederland meldt dat importeurs van zonnepanelen van buitenlandse fabrikanten gebruik kunnen blijven maken van de AEEA-registratie van deze buitenlandse fabrikant.

Daartoe moet de betreffende buitenlandse fabrikant wel zijn aangesloten via Weee Nederland. De organisatie is met de overheid overeengekomen dat de verplichtingen van de Nederlandse importeurs kunnen worden overgenomen door een gemachtigde. De rol van gemachtigde wordt daarbij ingevuld door de buitenlandse fabrikant en Weee Nederland. Weee Nederland registreert daarbij tevens de gegevens van de Nederlandse importeurs, waardoor het voor handhavingsinstantie ILT controleerbaar is. Weee Nederland informeert de betreffende importeurs de komende maanden over de constructie.

Recentelijk informeerde de stichting Zonne-energie Recycling Nederland (ZRN) de sector over de veranderde verantwoordelijkheid van importeurs. Zij adviseerden importeurs om de AEEA-registratie op eigen naam te doen en niet die op die van de (buitenlandse) fabrikant. Dit advies bleek dus te prematuur.

Importeurs behouden het recht om zelf te registreren, maar zijn dan ook financieel verantwoordelijk. Een Nederlandse importeur behoudt de verantwoordelijkheid als de buitenlandse fabrikant niet geregistreerd is.

Ziekenhuismedewerkers willen zonnepark realiseren

Medewerkers van Noordwest Ziekenhuisgroep zijn een initiatief opgestart om op locatie De Dogger in Den Helder een zonnepark te realiseren dat stroom opwekt voor de Noordwest Ziekenhuisgroep.

De grond wordt van het ziekenhuis gehuurd en het zonnepark moet per jaar 6,4 gigawattuur zonnestroom gaan produceren. Hiermee wordt het stroomverbruik van het ziekenhuis volledig verduurzaamd.

Locatie de Dogger, gelegen tussen de IJsselmeerstraat en de Burgemeester Ritmeesterweg in Den Helder, is in eerste instantie door Noordwest Ziekenhuisgroep gekocht voor de bouw van een nieuw ziekenhuis. Medewerkers van Noordwest Ziekenhuisgroep krijgen de gelegenheid te investeren in het project. Het ziekenhuis zelf investeert niet en wordt ook geen eigenaar. De mogelijkheid voor participatie door omwonenden wordt nog onderzocht.

ShareNRG verzorgt het ontwikkelproces namens de initiatiefnemers. Voor de realisatie van dit project is de benodigde omgevingsvergunning inmiddels aangevraagd. De bouw staat gepland voor eerste en tweede kwartaal 2019. Het park moet vanaf juni 2019 stroom gaan leveren.

Voor het ontwerp van het park is zoveel mogelijk rekening gehouden met het groene en open karakter van het terrein. Zo wordt de installatie niet hoger dan 1,5 meter waardoor zichtlijnen over het terrein behouden worden. De bosschages rond het terrein worden in stand gehouden en aan de kant van het sportpark wordt een groene haag van 1,5 meter tegen het hekwerk geplaatst om het aanzicht op de installatie te verminderen.

Biggest solar power park in Central Asia to be built from NLMK electrical steel

NLMK Group, an international steel company with operations in Russia, the USA and the European Union, has supplied transformer steel to the Siemens Transformers plant based in the city of Voronezh, Central Russia. The steel product will be used to make a transformer for Burnoye Solar-2 solar power park, which is currently under construction in Kazakhstan. Together with Burnoye Solar-1, the first stage of the project, which was launched in 2015, the complex will be one of the largest solar generation facilities in Eastern Europe and the largest in Central Asia.

Solar energy to lead the race to new power generation - IEA

International Energy Agency said that Solar energy is to lead the race to new power generation over the coming decades, thanks in large part to China and India. The IEA's annual World Energy Outlook report said that, over the next quarter century, the world's growing energy needs will be met first by renewables, while there are likely to be fewer new plants burning dirty coal.

With UN climate talks underway in Bonn, Germany, the IEA report brings only partially good news regarding the efforts to restrain carbon emissions and limit global warming.

IEA said that demand for oil is still expected to grow, despite the rapid arrival of electric vehicles.

And work needs be done to reduce output of methane from the drilling of natural gas, which is expected to become a more popular fuel.

The IEA sees the brightest future for solar.

Mr Fatih Birol, the IEA's executive director said that "Solar is forging ahead in global power markets as it becomes the cheapest source of electricity generation in many places, including China and India.”

The IEA believes solar photovoltaic cells will lead capacity additions, pushed by deployment in China and India.

However, wind is likely to sweep into the lead in the European Union, becoming the main source of electricity in the bloc soon after 2030.

The IEA said that "Rapid deployment of solar photovoltaics, led by China and India, helps solar become the largest source of low-carbon capacity by 2040, by which time the share of all renewables in total power generation reaches 40 percent.”

The report also notes that "a strong emphasis on cleaner energy technologies, in large part to address poor air quality, is catapulting China to a position as a world leader in wind, solar, nuclear and electric vehicles."

The size of the Chinese economy, and its increasing share of the global energy market, mean that Beijing's choices will play a huge role in determining global trends.

The IEA also developed a scenario to achieve the goals of climate stabilisation, cleaner air and universal access to modern energy.

Low-carbon energy sources would have to double to 40 percent of the energy mix in 2040, with a quick drop in coal demand and a peak in oil use.

Not only would electric cars enter the mainstream, but stringent efficiency measures would have to be adopted for other vehicles, including trucks.

Germany, which is hosting the UN climate talks, demonstrates the difficulties of achieving such an outcome faces, as the country will remain dependent on coal as it pushes for a quick phase-out of nuclear for electricity production.

SLVREC is the second-oldest electric cooperative in Colorado and is headquartered in Monte Vista, CO.

Economic Times reported that international solar alliance to support setting up 1000 GW of solar energy capacityAs US touts coal, Prime Minister Narendra Modi’s sunshine club gets ambitious. Just weeks before it is recognized as a United Nations treaty organization, the International Solar Alliance announces a target to support setting up 1000GW of solar energy capacity by 2030 across its member countries.

This initiative by India to harness the untapped resource of sunshine-rich countries between the Tropics of Cancer and Capricorn was backed by the France, and was launched at the Paris climate talks in 2015. Sixteen countries have ratified the framework agreement of the International Solar Alliance and it will come into force on December 6, when it will recognized as a UN treaty body.

The ambitious target that will help move countries, especially developing countries, on a low carbon energy path was announced on the day that the United States touted the value of coal as a energy source at an official programme organized by the US government at the UN-sponsored climate talks.

The bulk of the 121 countries that are located within the tropics are rich in solar resources despite which large sections of their populations have little or no access to energy. The Alliance aims to remedy this situation by offering cooperation for better technology diffusion, faster costs reductions, and sound policy lessons to partners of the coalition.

Mr Anand Kumar, Secretary, Ministry of New and Renewable Energy said that “The 1000 GW target has been set by the ISA. It will be met through projects that ISA will support under its various work programmes. This target does not take into account renewable energy targets or projects that countries are pursuing on their own as part of their national efforts.”

The ISA is focused on identifying solutions that are locally appropriate and for difficult conditions, while remaining affordable.

The alliance is “bold global initiative” on which “our hope for a sustainable planet rests” as developing world works to life billions of its people into prosperity. In an effort to ensure faster difussion of solar energy especially in the poorest countries, India has called on the industrialised countries to earmark a percentage of Overseas Development Assistance towards solar energy projects in developing countries.

At the heart of ISA’s manadate is ensuring the successful take of efforts on the ground that furthering the adoption of solar energy. To this end, India which the brainchild behind the alliance suggested that Multilateral Development Banks and other financial institutions support solar projects through low-cost finance, and research & technology institutions worldwide try their utmost to bring the cost of solar power and storage within reach of all.

ET Energy to build 61MWp solar project for UiTM in Malaysia

ET Energy, a global leading clean energy developer and operator has announced that the company together with its partner Northwest Electric Power Design Institute Co Ltd of China Power Engineering Consulting Group, have inked the turn-key EPC agreement with UiTM Solar Power Sdn. Bhd., a leading local solar photovoltaic energy developer. Under the agreement, all three companies are committed to build a 61MWp utility solar power plant in Malaysia.

Croatia eyes solar power in bid to curb energy imports

Reuter reported thanks to its exposure to the Mediterranean sun and the pristine Adriatic Sea, Croatia secures almost 20% of its gross domestic product from tourism but in stark contrast, it has practically neglected electricity production from solar power.

The government is drafting a new strategy aimed at reducing energy imports which is likely to be completed next year. An official involved in the work, who asked not to be identified, told Reuters that "I set myself a target to promote solar power in that context as much as possible.”

According to the International Renewable Energy Agency, Croatia, which imports nearly 40% of its energy needs, could develop 3,200 megawatts of solar power by 2030, but the lack of a supportive legal framework has deterred investors.

Croatia has installed power of 4,500 MW, mostly from coal and hydroelectricity. Renewable power accounts for 28% of production.

It has only 52 MW of installed power in solar panels, some six times less than smaller neighbour Slovenia.

There are no new preferential contracts with investors due to the lack of a legal framework to implement the 2016 renewable energy law.

In addition, last month the government had to raise electricity prices due to high subsidies for renewables.

Mr Stjepan Talan from the Solvis company, the only producer of solar panels in Croatia, started his business in 2008 planning to sell around half of its products at home and export the rest. He said that "Now we export virtually everything we produce to countries like Germany, France, the Netherlands, Italy, Austria ... as there is in fact no developing local market.”

Greenpeace has started a campaign to raise awareness that Croatia can make a significant leap towards energy independence by investing in green electricity from solar panels.

Mr Zoran Tomic of Greenpeace Croatia said that "Croatia has fewer solar panels than the Slovenian city of Maribor and 50 times less installed capacity than Greece, for example. It's a shame.”

A decade ago Croatia introduced feed-in tariffs for renewable electricity, but set low quotas for photovoltaic panels due to the technology's relatively high cost at the time. Since then, investment costs for solar panels have dropped significantly but Croatia has failed to adopt.
