Electricity trade in South Asian could grow up to 60,000 MW through 2045

Economic Times reported that cross border electricity trade in the South-Asian region has the potential to grow to 60,000 MW through 2045 with the likely strengthening of regional power cooperation among countries including India, Bhutan, Bangladesh, Nepal, Pakistan, Sri Lanka and Myanmar. Currently, a mere 3,000 MW of power is traded in the region among the seven countries which is likely to double by 2020, according to Integrated Research and Action for Development, a Delhi-based independent research organisation, which recently conducted a study on cross-border electricity trade.

Ms Jyoti Parikh, Executive Director at IRADe said that “If the Gross Domestic Product (GDP) of all the South Asian economies grows at 6.5 per cent till 2045 and they continue to cooperate like one region, the energy trade could go up to 60 Gw according to our analysis.”

India’s power trade with its neighbours is largely one-sided. The country annually imports around 1,200 mw power from Bhutan, exports 1,200 Mw to Bangladesh, exports 450 Mw to Nepal and 3 Mw to Myanmar. India is also working on a plan to develop an under-sea cable for trade with Sri Lanka.
Electricity trade in South Asian could grow up to 60,000 Mw through 2045

Ms Parikh said the cross-country electricity trade should be depoliticized and should be made market-based with cooperation between grid operators of different countries. She said that “The lowest hanging fruit is the power exchange opportunities between India and Pakistan. Technically, it is very easy as demand centres exist on both the sides with cities like Amritsar and Lahore in close proximity to each other.”

Pakistan has a large hydro potential of 59,000 Mw of which only 11 per cent is tapped. The country also has coal reserves of around 17 billion tonne and natural gas reserves of 33 Trillion Cubic Feet (TCF).

While India and Pakistan both have large capacities in coal and hydro, Bhutan and Nepal rely only on hydropower for meeting their power demand. Bhutan has only tapped 6 per cent of its 30 Gw hydro power potential. A majority of its revenue comes from energy export to India.

Germany renewables could reach 38pct use in 2018

Economic Times reported that Germany is on track to produce enough green power to cover nearly 38 percent of its electricity consumption this year, up from about 36 percent in 2017, energy industry group BDEW and research institute ZSW said on Friday. Their forecast was published with data putting the figure at 38 percent share for the first nine months of the year, helped by high wind and solar power generation. BDEW and ZSW said in a joint statement that "Should wind supply develop along the line of recent years' averages in the fourth quarter, then renewables could cover a share of just under 38 percent (of demand) in the full year.”

The share of green energy, which also includes biomass and hydropower, reached 36.1 percent of consumption last year, BDEW data shows.

In terms of production, green power output in the first three quarters totalled 169 billion kilowatt hours, representing 35 percent of the total, up from 32 percent in the same period last year.

Renewable production as a single category has been nearing or overtaking the contribution of fossil fuels, but this is only possible if there are high wind speeds and enough sunshine.

Generation from imported hard coal and domestic brown coal accounted for 36 percent of consumption in the nine months, down from 38 percent a year earlier, while gas-to-power output volume had a share of 12 percent, down from 13 percent.

BDEW's managing director, Mr Stefan Kapferer, said that the renewables target of 65 percent by 2030, demanded by policymakers, requires further efforts on power links to transport green power and favourable conditions for storage facilities. He said that "We have to ensure that there aren't any ruptures within the future expansion.”

ZSW chairman Mr Frithjof Staiss said that the heating and transport industries were far behind in their efforts, which could trigger heavy fines by the European Union.

Moeder Essent heronderhandelt Britse deal

US natgas output, demand seen rising to record highs in 2018 - EIA

According to the Energy Information Administration's Short Term Energy Outlook (STEO), US dry natural gas production should rise to an all-time high of 83.23 billion cubic feet per day (bcfd) in 2018 from a record 74.77 bcfd in 2017. The latest November output projection for 2018 was up from EIA's 82.67 bcfd forecast in October. EIA also projected U.S. gas consumption would rise to an all-time high of 81.11 bcfd in 2018 from 74.32 bcfd in 2017. That 2018 demand projection in the November STEO report was up from EIA's 80.58 bcfd forecast for the year in its October report and would top the current annual record high of 74.98 bcfd consumed on average in 2016.

In 2019, EIA projected output would rise to 89.58 bcfd and usage would reach 81.75 bcfd. It forecast U.S. net gas exports would rise to 2.1 bcfd in 2018 and 6.2 bcfd in 2019, from 0.4 bcfd in 2017. The United States became a net gas exporter for the first time in 60 years in 2017.

In electric generation, EIA projected gas would remain the primary U.S. power plant fuel in 2018 and 2019 after it took that title from coal for the first time in 2016.

EIA projected the share of gas generation would rise to 35 percent in 2018 and 36 percent in 2019 from 32 percent in 2017.

GE wins USD 60 milion coal power plant deal in Pakistan

The News reported that US based digital industrial firm General Electric clinched a USD 60 million of deal to provide advanced boiler technology and post-purchase services to a 330-megawatt coal-fired power project in Thar district. GE announced the agreement under which it will provide its advanced circulating fluidised bed boiler and its steam turbine generator technology to Thar Energy Limited power plant, which is owned by Thar Energy Limited. Lignite coal contains up to 50 percent moisture and low ash content, making it significantly challenging to burn reliably.

Thar Energy is a consortium of Hub Power Company Limited (Hubco), Fauji Fertilizer Limited and China Machinery and Engineering Corporation.

The power plant will use local lignite coal from the Thar Block II mine and supply power to the national grid under a 30-year power purchase agreement. The 330 MW TEL power plant is expected to commence commercial operations in March 2021.

TEL is a part of the larger 1,320 megawatts (four 330 MW power plants) integrated-mining and power plant plan under the China Pakistan Economic Corridor program. Under the agreement, GE will provide critical services to support maintenance outages, including the supply of spare parts, on-site inspections and advisory services for improved operations of both the boiler and steam turbine generator at the TEL power plant for 12 years.

US thermal coal exports jump to 5 year high in September - Census Bureau

Platts reported that due to a sharp decline in metallurgical coal exports, as well as a near weeklong disruption at the Port of Virginia from Hurricane Florence, US coal exports fell to a six-month low 8.6 million mt in September, down 5.7% from 9.12 million mt in August, but were capped off by thermal exports, which were at the highest level since March 2013, US Census Bureau data showed. However, the latest month was up 6.6% from 8.07 million mt shipped out in the year-ago month. Thermal coal exports were at 4.9 million mt, up 23.2% from August and 56% higher year on year. It was the highest monthly export volume since 5.5 million mt was shipped out in March 2013. It was also the second time in three months and only the fourth time in the last six years that thermal coal exports exceeded metallurgical coal shipments (July 2018, February 2015 and October 2012).

YTD thermal exports are at 37.03 million mt, up 44.4% from the first nine months of 2017, due to five of the six largest thermal coal importers — India, South Korea, Mexico, Japan and Egypt — seeing over seven-year highs. The Netherlands was the only country to see a yearly decrease. Thermal exports out of Baltimore nearly doubled in September to 1.23 million mt, up 95% month on month and the highest in over seven years. Shipments out of New Orleans also jumped 19.5% month on month to 1.81 million mt, which were also the most since 2.14 million mt was exported in July 2012.

Bituminous exports to 26 different countries totaled 4.26 million mt in September, up 29.9% month on month and 74.9% from a year ago.

India received the largest volume of bituminous coal at 1.22 million mt, up 53.2% from 796,394 mt a month earlier. The Netherlands also imported 844,553 mt of bituminous coal in September, up fourfold from 209,341 mt in August and the highest since 911,415 mt in February 2017, while 460,062 mt was shipped to the UK, up 114% from August and the most since 487,412 mt in January 2015.

Subbituminous exports were at 622,812 mt, down 2.3% from 637,339 mt from a month earlier but up 6.4% from the year-ago month.

South Korea received 301,787 mt, or 48.4%, of the total subbituminous exports in September, down from 453,191 mt, or 71.1%, a month earlier. Mexico imported 163,499 mt, up from 153,550 mt a month earlier, while India imported 82,659 mt, its first subbituminous exports since 44,000 mt in July 2017.

Year-to-date bituminous exports are at 31.31 million mt, while subbituminous exports are at 5.4 million mt, up 59.9% and down 2.9%, respectively.

For the year, the top bituminous coal export origination ports are India, at 8.06 million mt, compared with 3.86 million mt in the year-ago period; the Netherlands, at 3.59 million mt, compared with 4.42 million mt; Japan at 2.77 million mt, compared with 1.59 million mt; Egypt at 2.55 million mt, compared with 576,694 mt; and Mexico at 1.79 million mt, compared with 184,360 mt.

NET Power and Oxy Low Carbon Ventures Announce Investment Agreement to Advance Innovative Low-Carbon Tech

NET Power, LLC, and Oxy Low Carbon Ventures, LLC (OLCV), a subsidiary of Occidental Petroleum Corporation (NYSE: OXY), announced they have reached an investment agreement, subject to regulatory approval. The investment will advance the development of NET Power’s low-cost, natural gas electric power system that generates no atmospheric emissions and inherently captures all carbon dioxide (CO2). Upon receiving regulatory approval, OLCV will join current investors Exelon Generation (NYSE: EXC), McDermott (NYSE: MDR), and 8 Rivers Capital.

"OLCV is dedicated to advancing innovative low-carbon technology solutions that will grow Occidental's business while reducing emissions," said Occidental Petroleum's Senior Vice President, Operations Support, Richard Jackson. "NET Power's power generation technology with inherent carbon capture complements Occidental's leadership in CO2 utilization and sequestration, making us ideal partners to tackle carbon emissions worldwide."

“NET Power has developed a critical tool for affordably generating electricity and addressing global carbon emissions, and Occidental’s expertise and dedication to advancing low-carbon solutions will help to advance this technology rapidly around the world,” said NET Power’s CEO, Bill Brown.

NET Power has developed a novel power system that produces low-cost, reliable, and flexible electricity from natural gas, while generating no atmospheric emissions, including full CO2 capture and no NOx production. In May of this year, NET Power achieved first-fire at its 50MWth La Porte, Texas, demonstration facility, which is the world’s first and only industrial-scale supercritical CO2-based power plant. The first phase of testing successfully demonstrated the novel combustor at full scale and the operability of the NET Power process. The last phase of testing will commence shortly and is expected to be completed by early 2019. At that time, NET Power expects to have the data necessary to commence detailed engineering of 300MWe commercial scale plants with major power, oil and gas, and industrial customers around the world.

“Occidental’s experience and capabilities are an excellent complement to the NET Power team, and Exelon Generation looks forward to working with NET Power and the other investors to help advance this innovative, clean air technology,” said Ken Cornew, president and CEO of Exelon Generation.

“McDermott and Occidental have a longstanding relationship, one that we are excited to grow with Exelon and 8 Rivers Capital,” said David Dickson, McDermott’s President and Chief Executive Officer. “As a major oil and gas company, Occidental’s investment further solidifies the commercial viability of NET Power and its potential to be at the forefront of a new era of energy."

In addition to electricity, NET Power plants will generate all CO2 as a low-cost, pipeline-ready byproduct. Occidental Petroleum is the industry leader in using CO2 to enable low-cost enhanced oil recovery (EOR), which can increase oil recovery by 10 to 25 percent in the fields where it is employed, while at the same time permanently sequestering the CO2 in the reservoir. NET Power’s CO2 can be used in a variety of other industrial processes that sequester the CO2, including cleaning up large quantities of low-cost sour gas. Finally, NET Power plants also co-generate nitrogen, argon and process heat, driving lower-cost, lower-carbon industrial processes, such as cheap, zero-carbon hydrogen production.

NET Power sees a large, global demand for its technology, made even greater by the passage of 45Q carbon capture tax credit reform in the U.S., the growing demand for low-cost CO2 for industrial processes that use and sequester CO2, and the global shift toward lower-carbon energy production. NET Power’s reliable, dispatchable, zero-carbon energy provides a necessary and enabling complement to growing renewable generation, while helping the world to reach even deeper decarbonization targets at the lowest cost.

Britain renewable electricity capacity overtakes fossil fuels

Reuters reported that Britain's renewable electricity capacity has overtaken that of fossil fuel generators such as gas and coal for the first time. Britain aims to increase its renewable output and close its coal-fired power plants by 2025 as part of efforts to meet climate targets.

Available capacity of renewable electricity generation such as wind, solar and biomass hit 42 gigawatts (GW) in Britain this year.

This eclipsed the 40.6 GW available from fossil fuel generators, research by Imperial College London for coal and biomass generator Drax's Electric Insights report series showed.

The report said that "A third of fossil fuel generating capacity has retired over the last five years - whilst the capacity from wind, solar, biomass, hydro and other renewables has tripled.”

This year Britain's renewable capacity has been boosted by the addition of several offshore wind projects including the Walney Extension which at 660 megawatts is the world's largest offshore wind farm.

South Korea government should expand renewable power to 40 percent by 2040

Reuters reported that a South Korean advisory group said the government should plan to increase the nation's share of renewable power generation in its generating mix to as much as 40 percent by 2040 to keep abreast with global trends and lower its fuel import dependency. South Korea, Asia's fourth-largest economy, is seeking a shift to cleaner and safer energy resources to reflect growing calls for clean air and concerns over atomic energy safety.

The country's energy ministry last year released its 15 year power supply plan through 2030, with an aim to boost the renewable energy share for power to 20 percent by 2030, while scaling back dependence on coal and nuclear power.

The ministry is set to release its long-term energy plan this year and will finalise the plan for 2019-2040 in December, based on the recommendation of the advisory group made up of experts and representatives from the industry.

The group said the government should plan to increase the share of renewable power generation to between 25 percent and 40 percent by 2040, from an estimated 7.6 percent as of 2017, according to a report release on Wednesday.

The report said that "Should the share of renewable power generation reach 20 percent by 2030, the country's energy import dependency is expected to fall to 90.2 percent, from 94.2 percent in 2017.”

The report did not provide a breakdown of a suggested energy mix by 2040. The group did recommend the government adjust fuel taxes to boost the use of cleaner fuels.

The government announced a plan in July this year to raise taxes on thermal coal, while lowering levies on liquefied natural gas to promote the use of cleaner fuels for power generation.

South Korea, which imports almost all of its energy via shipments of coal, natural gas and crude oil, currently generates over 70 percent of the country's electricity using coal and nuclear reactors.

Portaal: C02-warmtepomp beste oplossing verduurzaming woningen Utrecht

Drax facing legal action over plans for large scale gas turbine project

Power company Drax is facing legal action over plans to open a four-turbine gas generation facility at its Selby power plant in Yorkshire, with environmental law firm ClientEarth claiming that the project breaches the Government's planning and climate change policies. Drax recently applied for planning permission to convert two coal-fired units at the plant into four combined cycle gas turbines in a bid to increase the facility’s generation capacity – a move it claims will help it to stop using coal by 2023.

However, ClientEarth has submitted a written objection claiming that the project, called Repower, would “risk locking in high-carbon energy onto the grid until 2050” and “significantly” increase Drax’s greenhouse gas (GHG) emissions.

The law firm, which is known for having taken the UK Government to court over its air quality policies, claims that the approval of Drax’s plans would push the total amount of extra gas capacity installed in the UK since 2017 to 18GW. It claims that since the Government recommended that just 6GW of new gas generation projects should be brought online by 2035, 15GW has already been added by other energy companies.

ClientEarth’s climate accountability lawyer Sam Hunter-Jones said that “Approving this new gas capacity risks either throwing the UK’s decarbonisation off course or locking in redundant infrastructure resulting in significant environmental impacts and costs to the taxpayer. If major energy projects - such as this from Drax - are granted planning consent, the UK will risk carbon lock-in that would seriously undermine its ability to meet its climate change commitments.”

In its objection, ClientEarth additionally cites the Committee on Climate Change’s (CCC) 2016 recommendation that the UK grid should be free from gas by 2030, if the UK is to meet its Paris Agreement targets.

The law firm has recommended that Drax invest in further carbon capture and storage (CCS) projects as an alternative to the gas turbines, after the company introduced the first bioenergy carbon capture and storage (BECCS) project in Europe earlier this year.

Abu Dhabi, United Arab Emirates (November 14, 2018) – In recognition of its demonstration plant in La Porte, Texas, NET Power, LLC, was awarded the 2018 Breakthrough Technological Project of the Year at the Abu Dhabi International Petroleum Exhibition and Conference (ADIPEC). ADIPEC is one of the world’s largest and most influential oil and gas events. NET Power’s 50MWth plant demonstrates the company’s low-cost, emissions-free, natural gas electric power system. It is the world’s first and only industrial-scale supercritical CO2-based power plant.

H.H. Sheikh Mohammed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces, and NET Power CEO Bill Brown discuss how NET Power can transform the energy industry in the UAE.

By generating non-intermittent, competitivelypriced power with full carbon capture, NET Power will help the world to reach deep decarbonization targets at the lowest cost. Using its novel power system, the company strives to push the cost of CO2 capture so low that it will be more economic to re-use and sequester carbon than to emit it into the atmosphere. NET Power’s CO2 can be used for enhanced oil recovery or oil field pressure maintenance, with the goal of cutting the carbon footprint of fossil fuels to zero. In addition, NET Power’s CO2 can be directly and safely sequestered in saline aquifers, sedimentary deposits, and depleted oil fields. Ultimately, NET Power’s goal is to make CO2 so affordable that it will catalyze the establishment of a new carbon economy built around novel CO2 utilization technologies, such as sour gas cleanup and the production of carbon nanofiber, methanol and concrete.
In May of this year, NET Power achieved first-fire at its 50MWth demonstration power plant. The last phase of testing is underway and is expected to be completed in early 2019.

Since commencing development in 2014, NET Power identified important market needs by working with major power, oil, gas, chemical and industrial companies worldwide. In early 2019, NET Power expects to commence detailed engineering of 300MWe commercial-scale plants with customers.

NET Power is owned by Exelon Generation (NYSE: EXC), McDermott (NYSE: MDR), 8 Rivers Capital, and, subject to regulatory approval, Oxy Low Carbon Ventures, LLC, a subsidiary of Occidental Petroleum Corporation (NYSE: OXY).

Tata Power unit inks agreement to buy 75pct stake in 1,980 MW Bara power plant

Financial Express reported that Tata Power said Renascent Power Ventures, a wholly owned subsidiary of Resurgent Power Ventures, has signed a share purchase agreement with a consortium of lenders led by State Bank of India to acquire a 75.01% stake in Prayagraj Power Generation. Resurgent Power Ventures is backed by Tata Power and ICICI Bank. The financial details of the transaction were not disclosed.

Prayagraj Power, a unit of Jaiprakash Associates, runs the stressed 1,980-MW Bara power plant.

Resurgent and JSW Energy had been counter-bidding each other to take over the plant over the last few months. As FE reported in August, JSW Energy had agreed to pay about INR 6,200 crore for the power plant, beating Resurgent’s earlier offer of INR 6,086 crore. Both the firms had accepted to bear the plant’s tax liabilities of about INR 2,856 crore.

This would be the second resolution found for stressed power assets after the Supreme Court on September 11 asked the RBI, banks and others to desist from invoking insolvency proceedings against corporate defaulters as per the banking regulator’s February 12 mandate till its orders. According to other sources, SKS Power’s 1,200 MW Binjkote units have reached a resolution outside the NCLT, after the SC relief.

China close to setting renewable power quotas for first time from 2019

Reuters reported that China is close to introducing its first mandatory renewable power quota system by giving detailed targets for each of its regions, the National Energy Administration said to boost the use of clean energy in the country. According to a draft NEA proposal, the central government would start to set minimum targets of renewable energy consumption by region from 2019. Local authorities would monitor compliance by power companies and consumers, according to the draft.

The draft outlines setting regional quotas based on their renewable energy resources, with hydropower-rich Sichuan province in southwest China required to bring renewables to 80 percent of total power consumption, compared with only 9.5 percent in coal-dependent Shandong province in the east.

The quota system, opposed by traditional coal-fired power companies, has been under discussion for some time. The draft proposal follows two earlier drafts issued in March and September.

The March version proposed a quota of 91 percent renewable power consumption in Sichuan and 8.5 percent in Shandong.

The system aims to lower the rate of wasted renewable power by giving clean energy generators priority access to the grid. Power from wind, solar and hydropower plants is often lost because its intermittent nature makes it difficult to schedule without disrupting grid operations.

However, the rates of waste, known as curtailment, have been declining.

Companies covered by the scheme, including owners of captive power plants, will be given some preferential treatment if they surpass the quota requirements, such as less onerous enforcement of energy efficiency targets, according to the latest draft.

The draft is open for public comment until November 21.
