Hebei Province Warns Cities for Pollution Failures

Reuters reported that China’s biggest steel producing province of Hebei has summoned the leaders of three cities after they failed to control air pollution in the first half of this year. , the local environmental protection agency said in a notice “Some local party committees and governments were paying insufficient attention to the prevention and control of air pollution, pointing to supervision blind spots.”

Hebei, which produces about a quarter of the country’s steel, is set to impose tougher emission requirements on its industrial firms this year, and the province is under more pressure from neighboring Beijing after three of its cities failed to meet their smog targets in the first six months. Average concentrations of hazardous airborne particles known as PM2.5 rose in the cities of Handan, Hengshui and Xingtai in the first half of 2019, bucking provincial and national trends and “failing to meet public expectations”, Hebei’s environmental protection agency said.

Trump Trade War - China Rare Earths Association Supports Actions against US

SMM reported that China's rare earths association would resolutely support the actions taken by the Chinese government to counter US tariffs. This came after the re-escalation of the trade tensions between Washington and Beijing, triggered by US President Donald Trump’s announcement last week that tariffs of 10% would be imposed on another USD 300 billion worth of Chinese goods.

The Association of China Rare Earth Industry expressed “firm opposition” to US tariff threats in the statement after a special working meeting on Monday August 5 to discuss the guidance given by Chinese President Xi Jinping during a visit to a rare earth plant in Jiangxi in May.

Mr Xi's visit stoked fears that China may use rare earths as a weapon in the trade war with the US, given its dominance over the production of such materials, which are used in everything from consumer electronics to military equipment.

China Nickel Pig Iron Output Up By 49% YoY in Jul

SMM reported that production of refined nickel in China came in at 12,650 tonne in July, up 0.56% from June and 1.61% from July 2018. SMM learned that a smelter in the middle of July began annual maintenance on one of its production lines, which would last for about one month. The smelter’s another production line will begin maintenance at the start of September. This is expected to impact output by a combined volume of about 2,000 tonne.

China’s output of refined nickel, however, is likely to barely change from July in August, as higher output from a smelter in Shandong will offset the losses.

Nickel production is unlikely to receive a boost from smelters who planned to shift from nickel sulphate production to refined nickel, as they may give up the plan in August.

In July, output of nickel pig iron in China rose 2.57% from June to 50,700 tonne in Ni content. This created a substantial increase of 49.13% from a year ago, as environmental pressure suspended a slew of producers in June-July 2018.

High-grade NPI accounted for 43,500 tonne in Ni content, up 3.18% from a month ago, as new capacity in Jiangsu and Liaoning came online and as output from Shandong recovered.

EU May Hit China, Taiwan, Indonesia with Stainless-Steel Tariffs

Bloomberg reported that European stainless-steel producers including Outokumpu Oyj and Acerinox SA may win tariffs against competitors from China, Taiwan and Indonesia over suspected price dumping. The European Union opened a probe into whether Chinese, Taiwanese and Indonesian exporters of flat-rolled stainless steel sell it in Europe below cost.

The inquiry specifically covers hot-rolled, stainless-steel sheets and coils, which are used for other kinds of steel and for tubes. EU imports of the product from around the world were worth almost EUR 900 million.

China Stainless Steel Output in July Up By 3.7%

SMM reported that China’s output of stainless steel came in at 2.53 million tonne in July, up 3.71% from June and 18.65% from July 2018. SMM survey showed that higher margins drove stainless steel mills to raise the output of #300 series at the expense of #400 series. It said that production of the #300 stainless steel grew 3.91% on the month and 9.36% on the year to stand at 1.17 million tonne in July, while output of #400 products slid 8.98% from a month ago to 390,000 tonne. Output of the #200 series increased 9.63% month on month to 968,000 tonne.

For August, scheduled output of the three types of stainless steel all climbed on the month, totaling 2.6 million tonne.

Improved orders boosted planned production of the #300 series to 1.21 million tonne, up 2.99% from July. Output of the #200 series will gain 3.51% on the month to 1 million tonne, and that of the #400 series may inch up 0.23% to stand at 395,000 tonne.

China Demands Strict Action over Mining Ruckus in Kyrgyzstan

Eurasia Net reported that the Chinese Embassy in Bishkek issued a statement on August 6 characterizing a confrontation at the Solton-Sary field in Naryn province the night before as an attack by Kyrgyz villagers on the state-owned Zhong Ji company operating a mine there. It said “Villagers illegally invaded the territory of the Chinese company and assaulted employees, as a result of which dozens of Chinese citizens were injured. The embassy has demanded Kyrgyzstan fully investigate the incident and strictly punish perpetrators.”

Around 300 residents had arrived at the mine August 5 demanding that the Chinese company cease work and leave the region. After that, the villagers and the Zhong Ji employees began throwing stones at one another. Doubts about this characterization of events were prompted by a Health Ministry bulletin that accounted for 19 Chinese but only one Kyrgyz being admitted to the hospital in Naryn. A further nine Chinese nationals were seeking treatment in Bishkek, the Health Ministry

Chinese Auto Sales Continue to Decine in August

China Association of Automobile Manufacturers announced that China’s auto sales fell 4.3 percent in July from a year earlier to 1.8 million vehicles, the 13th consecutive monthly decline, following declines of 9.6 percent in June and 16.4 percent in May for the world’s largest auto market. The CAAM said that the downward trend was due to macro-economic factors, weak demand and some automakers slowing production. In the first seven months of 2019, overall auto sales fell 11.4 percent to 14.13 million, compared with the same period last year. Sales of passenger cars accounted for about 82 percent of total vehicle sales. China sold 11.65 million passenger cars in the first seven months, down 12.8 percent year on year. Commercial vehicles took up the remaining 18 percent of total vehicle sales, with 2.48 million units sold from January to July.

The association earlier predicted China auto sales will drop 5 percent to 26.68 million vehicles this year.

Last year, China’s auto sales fell for the first time in more than two decades, dropping 2.8 percent to 28.1 million.

China Daily (Chinese staats courant)

A protestor fires a US made M320 grenade launcher at an illegal assembly in Tsim Sha Tsui amid escalating violence in Hong Kong on Sunday night.
