Masteel Selects Fives for Major Revamping Project

Ma'anshan Iron & Steel Co Ltd has awarded Fives a turnkey contract to revamp a continuous galvanizing line to produce new quality coated products. The existing CGL No 1 at the Ma'anshan-I site in the Anhui province of China is capable of producing 350,000 tonnes per year of zinc coated products. Once revamped, the line will be able to deliver the corrosion-resistant ZnAlMg coated steel sheets required in the home appliances and construction industries. Fives will be responsible for coordinating and project managing the revamping project. The scope also includes the design and supply of a Stein horizontal furnace, as well as modifications of the after-pot cooling tower and a post treatment section which will be equipped with a new hot air dryer and air coolers.

The project faces a double challenge: integration of the new furnace with a heat recovery system into the existing line and design of the specific equipment to meet new coating requirements. Fives possesses the technical expertise and operation practice to overcome these challenges, which is why it was selected for this project.

Fives will use a modular concept furnace to minimize the production stoppage and will provide a dedicated team for a start-up and a production ramp-up to reach quickly high-quality grades of new coated products. The project will be also supervised by Fives' subsidiary in Shanghai, China, which will be responsible for manufacturing of the furnace local portion and supply of its electrical and automation parts. The first coil is scheduled to be produced by the end of 2020.

Construction Begins on China-Russia Border Cableway

Xinhua reported that workers broke ground on a cableway spanning Heilongjiang River, which forms the China-Russia border, in hopes of advancing tourism in the region. It is the first cross-border cableway between the two countries. On completion, the cableway will link up Heihe, a city in northeast China's Heilongjiang Province, and the Russian city of Blagoveshchensk across the Heilongjiang River, also known as Amur River.

As China's opening-up gains further steam, exchanges between the two cities have been increasing. Border crossing, however, has remained stubbornly slow.

The cableway, with a budget of 570 million yuan (about 83 million U.S. dollars), will be 972 meters in length and will follow two-way traffic, with cable coaches capable of carrying 80 people each. The cableway is designed to have a transporting capacity of 6 million people annually.

Mr Qin Enting, secretary of the Heihe Municipal Committee of the Communist Party of China, said that "A cableway will be a safe and convenient shortcut for tourists to cross the Heilongjiang River. Riders will also get a glimpse of the unique views of both cities."

China’s New Shipbuilding Giant to Challenge Global Leaders

After two decades of charting separate courses, China’s two state-owned shipbuilding heavyweights look set to join wakes once more as part of the government’s drive to consolidate the state sector. Subsidiaries of China State Shipbuilding Corp Ltd announced in various filings that their parent is planning a restructuring that will result in its merger with China Shipbuilding Industry Corp. The announcement was made on July 1 - 20 years to the day that the two companies said they would split.

The pair’s shipbuilding empires accounted for 49% of shipbuilding or repair work orders from Chinese companies last year and 20.85% of orders globally, according to a Caixin credit report. With CSSC assets worth USD 43.71 billion and CSIC holding CNY 486.945 billion of assets, the recombined company would control almost CNY 800 billion of assets.

Mergers between Chinese Shipbuilders Threaten South Korean Mid-size Firms - Report

Business Korea reported that a series of mergers between Chinese shipbuilders are threatening South Korean mid-size companies which are already struggling to survive. The mergers are a favorable development for winning China’s approval of the proposed merger between Hyundai Heavy Industries Co. and Daewoo Shipbuilding & Marine Engineering Co, but medium-sized Korean shipyards are concerned that they could lose deals to build oil tankers to Chinese companies as they did for bulk carriers.

China’s two largest dockyards – China CSSC Holdings Ltd and China Shipbuilding Industry Corp – submitted an application for merger to China’s Shanghai Stock Exchange on July 1. Following the move, the country’s four largest shipbuilders, including China Merchants Industry Holdings Co, China International Marine Containers Ltd and AVIC International Holding Corp are also in talks for a strategic merger. Such merger moves by Chinese shipbuilders have mixed effects on South Korean companies. They will have a positive effect on China’s review of the merger proposal between Hyundai Heavy and DSME. China will find it difficult to oppose the merger between the two Korean companies as similar mergers are promoted by its own shipbuilders. Samsung Heavy Industries Co. will not be affected much as well, according to experts. Some even say that the contract prices of South Korean shipbuilders will rather increase since there is a big technology gap between South Korean and Chinese companies.

However, mergers between Chinese shipbuilders are highly likely to pose a serious threat to South Korean mid-size shipbuilding firms. They have already lost most of the bulk carrier orders to Chinese shipyards. Moreover, their oil tanker market is now under threat. An official from a shipbuilding company said, “Greek shippers placed last month a considerable number of orders for Aframax oil tankers on Chinese dockyards, which offered a 5 percent to 10 percent lower price than South Korean firms. Chinese shipyards are aggressively pushing into the oil tanker market after bulk carriers.”

5G Mobile Network Goes Live at BMW Brilliance Automotive Production Sites in China

BMW Brilliance Automotive has become the first automobile manufacturer to enable full 5G wireless coverage at all its plants. The new wireless standard allows large quantities of data to be transferred within a very short space of time, since data will now be processed in small, high-performance computer centres directly on site and no longer has to travel long distances. This means that networked machines and systems can exchange data in real time, for instance, and align themselves even better with the production process. 5G provides the ideal conditions for numerous digital innovations and has the potential to further increase efficiency, quality and flexibility in production.

BBA is also implementing the technology in a pilot project that uses 5G to transfer large quantities of test data from vehicles to the data centre in real time, making data collection and analysis more efficient. In this way, vehicle updates involving large volumes of data and real-time diagnostics could also be conducted remotely in the future.

With this development, BBA becomes the first automobile manufacturer to use 5G technology in automotive development and production.

BBA was the first 5G pilot company in Shenyang to begin developing a 5G network for its three plants back in October 2018. Once construction of the 21 mobile phone masts and 35 5G base stations was completed in April 2019, BBA already had full 5G network coverage at its car plants in Tiexi and Dadong, as well as at its powertrain plant. After only three months of technical optimisations, the 5G data rate increased from an initial 600 megabytes per second to one gigabit per second – fast enough to download an entire HD film in just a few seconds.

BBA sees the potential of 5G technology in many areas of production. Possible 5G application scenarios include augmented reality, cloud-based control of autonomous transport systems, human-machine interaction using mobile smart devices, robot-to-robot communications and communication between robotics systems and the control centre. Effective application of 5G technology in these areas has the potential to transform automobile production and boost productivity.

BBA partnered with China Unicom and China Mobile to build the necessary infrastructure and connect the 5G network across a total area of more than three million square metres.

China’s Transport Investment Expands 4.8% in H1 2019

SMM, citing a government ministry spokesman, reported that China's transport sector saw rising investment in the first half of the year. About 1.37 trillion yuan was invested in railways, highways, shipping and civil aviation in the first six months of the year, up 4.8% from the same period last year, said Sun Wenjian, the spokesman for the Ministry of Transport, at a press conference.

However, China renovated 135,000 kilometers of rural roads in January-June, equivalent to 67.7% of its annual target of 200,000 kilometers.

Meanwhile, cargo freight rose 5.9% year on year to 24.58 billion mt, but passenger transport volume edged down 1.8% to 8.75 billion passenger trips.

China Pulls Out of Kenya Railroad Project - Report

Taipei Times reported that gleaming concrete sleepers run across a new railway bridge in Kenya, the latest stretch of a Chinese-built line from the coast all the way to Uganda. Only, it does not quite reach the border. Instead, the railroad ends abruptly by a sleepy village about 120km west of the Kenyan capital, Nairobi; the tracks laid, but unused. Construction of what was intended to be a flagship infrastructure project for eastern Africa was halted earlier this year after China withheld about USD 4.9 billion in funding needed to allow the line’s completion.

Beijing’s sudden financial reticence appeared to catch the governments of Kenya and Uganda off guard: Both might now be forced to reinstate a colonial-era line in a bid to patch the link and boost regional trade. The reason for China’s attack of cold feet might lie in the project’s high profile. Chinese state media had repeatedly used the Mombasa-Nairobi Standard Gauge Railway project as a showcase for Chinese President Xi Jinping’s Belt and Road Initiative.

However, with concerns rising globally that the initiative was loading poorer nations with unsustainable debt, Xi in April signaled that Beijing would exert more control over projects and tighten oversight. That extra rigor is beginning to be felt worldwide. A planned light railway system that was the most high-profile Belt and Road project in Kazakhstan is on hold after the collapse of a local bank that handled Chinese funds.

In Zimbabwe, a giant solar project hit a funding shortfall after the Export-Import Bank of China backed out of providing financing due to the Zimbabwean government’s legacy debts, RWR Advisory Group’s Belt and Road Monitor reported this month.

Kenya’s line might be next. The Chinese “are adopting a more cautious approach to their debt exposure in Africa,” said Piers Dawson, a consultant at London-based investment consultancy Africa Matters, citing “increased noise around its sustainability and potential default.”

Japanese to Lose Top LNG Importer Position to China by 2022

Wood Mackenzie reported that Japan could lose its pole position as the world’s top LNG importer to China as early as 2022. By then, LNG imports in Japan are expected to decline 12% to 72.8 million tonnes per annum compared to 2018, while China’s import volume rises 37.5% to 74.1 mmtpa. Despite losing this leadership position, Japanese buyers will continue to take a lead in contracting innovation with developments such as hybrid deals, coal indexation, joint procurement and carbon neutral cargoes. As several long-term contracts wind down from the early 2020s and with gas and power market liberalisation underway, this innovation will provide buyers more leverage and opportunities in future contracting discussions.

Meanwhile, ensuring security of supply through diversity of supply sources will remain a primary concern. Japanese buyers should continue to lead the market in sourcing LNG from new supply regions.

Senior analyst Lucy Cullen, said that “While LNG demand is declining, Japanese imports will remain above 70 mmtpa through much of the 2020s. It will remain the second largest LNG consumer in the world until at least 2040, with demand still exceeding 60 mmtpa. As such Japan still provides ample opportunities for LNG sellers, particularly as existing contracts expire. The decline in Japanese imports will be driven by competition from coal, nuclear and renewables in the power sector and slow macroeconomic growth.”
